RESOLUTION NO. 582
WHEREAS, there was filed with this Commission on the 9th day
of February, 1966, the application of Mrs. Betzi B. Welch, President of
Arcadia Parents-Participation Nursery School, for a conditional use
permit for the operation and maintenance of a nursery school on property

located at 1511 South Tenth Avenue in the City of Arcadia, County of
Los Angeles, State of California, more specifically described as follows:
The south 57.5 feet of the north 147.5 feet of
Lot 90, Tract 808, per map recorded in Book 16,
page 82, of Maps, in the office of the Recorder
of said CountYj
EXCLUSIVE OF the Los Angeles County Flood Control
easementj
and,
WHEREAS, a public hearing was duly held on said matter by and
before this Commission on the 8th day of March, 1966, at which time all
interested persons were given full opportunity to be heard and to present
evidencej
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That applicant has received state approval of the
site, the use of' the structures on the site and the number of children
tID for which a license will be issued and confirmation that the existing
license will be renewed April 2, 1966. That the Fire Department and
Building Division have made the required inspections resulting in favor-
able reports thereon. That the applicant's plot plan meets the standards
specified in the Arcadia Municipal Code. That this facility has been
purchased and has operated as a nursery school at its present location
for fifteen years. That the use is compatible with the residences in
the area.

SECTION 2. That the granting of such conditional use permit
will not be detrimental to the public health or welfare or injurious to
the property or improvements in such zone or vicinity. That the use
applied for is properly one for which a conditional use is authorized.
That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking,
loading, landscaping, and other features required to adjust said use
with the land and uses in the neighborhood. That the site abuts Tenth
Avenue which is adequate in width and pavement type to carry the kind of
traffic generated by the proposed use. That the granting of such condi-
tional use permit will not adversely affect the comprehensive general
plan.
SECTION 3. That for the foregoing reasons, this Commission
. hereby grants a conditional use permit for the operation and maintenance
of a nursery school on the above-described property, such conditional
use to become effective on August 21, 1966, and is granted upon the
following specified conditions:
1. Complete and continued compliance with Article IX, Chapter 2,
Part 7, Division 5, Title 3 shall be mandatory, all changes or further
improvements required thereby to be completed prior to August 21, 1966.
2. The hours of operation shall be limited to between the
hours of 8:45 a.m. and 11:30 a.m. except that one meeting per month may
be held, provided that the use of the building and grounds shall not be
permitted later than 10:00 p.m.
SECTION 4. The Secretary shall certify to the adoption of this
resolution.

a regular meeting of the City Planning Commission held on the 9th day of
March, 1966, by the following vote:

WHEREAS, ARCADIA PARENT PARTICIPATION NURSERY SCHOOL, owners of
real property located within the City of Arcadia, California, and hereinafter described,
has filed with the Planning Commission of the City of Arcadia, 0 Conditional Use Permit
Appl ication.
The subject property is located at 1511 South Tenth Avenue.
The legal description of the property is: The south 57.5 feet of the
north 147,5 feet of Lot 90 of Tract 808, in the City of Arcadia,
County of Los Angeles, State of Co/ ifornia, os per map recorded
in Book 16 of Mops, page 82, in the office of the County Recorder
of said County, exclusive of the Los Angeles County Flood Control
easement.
The applicant requests 0 Conditional Use Permit to permit the property
hereinabove described to be used for NURSERY SCHOOL PURPOSES.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday, MARCH 8, 1966,
at the hour of 8:00 o'clock p.m., in the Council Chamber of the City Hall, 240 West
Huntington Drive, Arcadia, California, the Planning Commission will hold 0 public hearing
on the request. An opportunity will be afforded to persons particularly interested, and the
public generally, to be heard on 011 matters concerning said Conditional Use Permit.

SUBJECT: C. U. P. 66-4 COOPERATIVE NURSERY SCHOOL - 1511 SOUTH TENTH AVENUE
On August 21, 1951, 0 fifteen year variance was granted to the subject property permitting the
operation and maintenance of 0 nursery school.
On August 1, 1961, the City Council considered 0 request from the school to extend the life
of the variance to twen~y years, or 1971. The Council denied this request without prejudice
and requested the school to remove the ploy areas from the front yard and to generally improve
the property. The school has done 011 the improvements that were requested.
Shortly after the Council denied the extension, the Planning Commission undertook 0 study
of nursery schools with the express purpose of placing standards and conditions in the ordinance.
These standards must be complied with on 0 continuing basis. In the event they ore not complied
with the Commission may institute proceedings to revoke the Conditional Use Permit.
The Code requires state approval of the site, the use of structures on the site and the maximum
number of children for which 0 license will be issued. This submission is required on an annual
bosis. In this case, the Deportment has received as port of the application 0 letter from the
State Deportment of Social Welfare. The letter states that the existing license will be nenewed
effective April 2, 1966 for thirty-four children, between the ages of two years nine months and
five years. A copy of this letter is attached.
The Fire De"artment and Bui Id ing Division hove mode the requ ired inspections. In summary,
both reports ore favorable. Copies of these reports ore also attached.
The standards specified in the Code are met os indicated by the applicant's plot plan. The
front yard is proposed to remain os 0 front yard with 0 35 foot setback comparable to the other
front yards on the street. The ploy areas for the children ore located in the middle port of
the lot. Off street parking is provided at the rear of the lot and presently is unpaved.
The Planning Deportment would prefer to see nursery schools located on 0 lot with 0 better shape
thon the subject property, i.e" 0 wide lot would be more desirable. Also the Deportment does not
believe it good planning practice to hove nursery schools (or any other type of a special use)located
in the interior of 0 block. A corner location would be more preferable where the streets could oct
os a buffer to two sides of the site. An exception to the above location criteria would prevail if
the facility were located next to another special use like the nursery school recently approved on
Santa Anita Avenue.

However, this facility has peen purchased and has operated os \lschool at its present location for
about fifteen years. They hove attempted to make the use compatible with the residences in
the area. In addition they hove complied with the requirements the Council laid down at the
time the five year extension of time was not, approved.
In view of these circumstances, and because the use would be adequately controlled by the
regulations specified in the code, the Planning Deportment recommends approval.
The approval, if granted, should be conditioned os follows:
1. Complete and continued compliance with Article IX, Chapter 2,
