RESOLUTION NO. 581 A RESOLUTION OF THE CITY PLANNING CO~~ISSION OF THE CITY OF ARCADIA, CALIFOm~IA, GRANTING A CONDITIONAL USE PERMIT FOR THE CONSTRUCTION AND MAINTENANCE OF A COIN-OPERATED CAR WASH AT 400 TO 412 NORTH Sfu~TA ANITA AVENUE IN SAID CITY UPON SPECIFIED CONDITIONS, WHEREAS, there was filed with this Commission on the 21st day of January, 1966, the application of Stuart T. Warner for a . conditional use permit for the construction and maintenance of a coin- operated car wash on property located at 400, 404, 406, and 412 North Santa Anita Avenue in the City of Arcadia, County of Los Angeles, State of california, more specifically described as follows: Lots 1, 2, and 3, Block 82, Santa Anita Tract, per map recorded in Book 15, pages 89 and 90, of Miscellaneous Records in the Office of the County Recorder of said County; and, ~rlEREAS, public hearings were duly held on said matter by and before this Commiffiion on the 8 th day of February 1966 and again ~- on the 2jrd day of February 19ob, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That subject property is located on a divided major street with an alley to the north that carries no general public traffic. The property is industrially zoned with adequate ingress and . egress and presently is developed with several older residential struc- tures. Some of these residential structures are subject to transition from the existing use as they are non-conforming structures and many are beyond economic rehabilitation. The properties to the north and to the west are developed with commercial uses. The properties to the south are developed with a mixture of industrial and commercial The properties to the east are developed with a mixture of -1- 581 ,,/ . I. '. , - .. . single-family and multi-family uses. That the proposed redevelopment would represent an improvement which would benefit the surrounding properties. That it would not be injurious to the present improve- ments in the vicinity a.nd the zone. That the property abuts Santa Anita Avenue on the west, a major street that is adequate in width and pavement type to ca.rry the kind of traffic generated by the pro- posed use. That the site for the proposed use is adequate in size and shape to accommodate said use; and that the granting of such conditional use permit will not adversely affect the comprehensive general plan. SECTION 2. That for the foregoing reasons, this Commission hereby grants a conditional use permit for the construction and main- tenance of a new "Four Bay" coin operated drive-in car wash facility on the above-described property in accordance with the revised plot plan submitted by applicant, upon compliance with all regulations of Title 4, Division 5, Part 7 of Chapter 2 of Article IX of the Arcadia Municipal Code, and upon the following specified conditions: 1. That grading and drainage plans shall be submitted to and approved by the Department of Public Works; 2. That portable trash containers shall be incorporated into vacuum stands in a manner approved by the Planning Department; 3. That the facilities be closed and remain unused between the hours of 10:00 p.m. and 8:00 a.m., and that the bays be securely closed to prevent public entry or use '~hereof during such hours; 4. That final working drawings shall be in substantial com- pliance with the approved revised plot plan. These drawings shall in- clude all the standards and regulations specified in Title 4, Division 5, part 7 of Chapter 2 of Article IX of the Arcadia Municipal Code; 5. That this facility shall be subject to all regulations and standards applicable to such use, as set forth in Title 4, Division 6, of Part 6, Chapter 2 of Article IX, governing Zone M-l (Planned In- dustrial District); -2- 581 . . . . . 6. That all other improvements proposed for this site shall comply with the standards set forth in the Arcadia Municipal Code. SECTION 3. The Secretary shall certify to the adoption of this resolution. Warner for the purpose of constructing 0 coin operated drive-in car wash. PRESENT ZONING AND LAND USE Attached is a map of the surrounding zoning and land use. The subject property is in Zone M-l and presently developed with four older single-family dwellings, one duplex and one garage, PROPOSED DEVELOPMENT The proposed development would remove four older existing structures. The site is proposed to be developed with a canopy type structure having four bays. Each bay would contain car washing facilities which ore coin operated. Also proposed are two vacuum stands which would be located in the open area adjacent to the alley. In addition to being non-conforming, many of these residential structures are beyond economic rehabilitation. As part of the development plan for ~he Central Area, the removal of non-conforming buildings and their replacement with conforming buildings should be encouraged. The proposed development is permitted by Conditional Use Permit only in those areas zoned C-M, M-l or M-2. The proposed development, with the changes suggested in the recommendations section, could represent on improvement which would benefit the surrounding properties, not be injurious to the improvements in the vicinity and the zone, and not be adverse to the general plan. One of the principal problems with the proposed development is the traffic hazards that exist in this area due to the grade separation for the Santo Fe Railway crossing south of the subject property. This situation causes limited visibility for cars travelling north on Santa Anita Avenue from the railroad tracks to the entrance and exit of the subject property. For this reason,iris suggested in the recommendations that are hereinafter outlined that one exit should be eliminated and only the northerly exit be permitted.
