A RESOLUTION OF THE CITY PLANNIN
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, GRANTING A CONDITIONAL
USE PERMIT UPON SPECIFIED CONDITIONS
FOR THE ENLARGEMENT OF AN EXISTING
CHURCH FACILITY ON PROPERTY LOCATED
AT 512 AND 526 WEST DUARTE ROAD IN
SAID CITY,

WHEREAS, there was filed with this Commission on the 4th
day of January, 1966, the application of Our Savior Lutheran Church
for a conditional use permit to allow the enlargement of an existing

church building, the construction of a fellowship hall and increased
parking facilities on property known as 512 and 526 West Duarte Road
in the City of Arcadia, County of Los Angeles, State of California,
more specifically described as follows:
That portion of Lot 1 of Tract No. 4090, per map
recorded in Book 43, page 47, of Maps, in the
office of the County Recorder of said County,
described as a whole as follows:

Beginning at the northeast corner of Lot 2 of said
Tract No, 4090, as shown on said map; thence South
along the east line of said Lot 2, 348.18 feet to
the southeast corner of said Lot 2; thence East
along the easterly prolongation of the south line
of said Lot 2, 170 feet to a point; thence North
377.09 feet, more or less, to a point in the north
line of said Lot 1 that is South 81- West from
the northeast corner of said Lot 1; thence South
810 West 172.03 feet to the place of beginning;
Also, that portion of Lot 2 of Tract No. 4090, per
map recorded in Book 43, page 47, of Maps, in the
office of the County Recorder of said County, lying
east of a line bearing south which intersects the
north line of said lot at a point that is distant
thereon South 810 West 160.3 feet from the most
northerly corner thereof;
EXCEPTING the northerly 12 feet of the above
described parcels dedicated to the City of Arcadia
for street and highway purposes;

WHEREAS, a public hearing was duly held on said matter by
and before this Commission on the 25th day of January, 1966, at which
time all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That subject property contains approximately
113,650 square feet, with 332 feet of frontage on Duarte Road. That
the easterly 170 feet of the site is zoned R-2 and the balance of the
property is zoned R-l. That the property to the north is R-l with an
option for conditional R-3 use and is developed with a mixture of
apartments and single-family residences. That the property to the
east is also conditionally zoned R-3 and developed with apartments and
single-family structures. That the property to the south is zoned R-l
and is developed with single-family residences. That the property to
the west is zoned C-O and has been approved for office purposes. That
the new addition is proposed to be attached to the rear of the existing
church building and will have a total of 4,512 square feet and archi-
tecturally conforms to the existing structure. That additional parking
is proposed to extend across the full width of the site and will be
separated from the rear property line with an eight (8) foot wide
planting strip.
SECTION 2. That churches are allowed by conditional use permit
to locate in zones R-l and R-2. That the Arcadia City Council in
Resolution No. 3356 did reaffirm that the property was appropriate for
church use. Tnat the granting of such conditional use permit will not be
detrimental to the public health or welfare or injurious to the property
or improvements in such zone or vicinity. That the site for the pro-
posed use is adequate in size and shape to accommodate said use and

yards, spaces, walls, fences, parking, loading, landscaping and other
features required to adjust said use with the land and uses in the
neighborhood. That the site abuts Duarte Road which is adequate in
width and pavement type to carry the kind of traffic generated by the
proposed use.
SECTION 3. That for the foregoing reasons, this Commission
hereby grants a conditional use permit for the enlargement of the
existing church facility and increased parking facilities on the
above-described property upon the following specified conditions:
1. A revised parking plan shall be submitted to and ap-
proved by the Planning Department.
2. All light standards in the parking area shall be limited
~ to ten (10) feet in height and directed away from residential properties.
3. A six (6) foot masonry wall shall be constructed to en-
close the parking area adjacent to the rear property line and a screen
approved by the Planning Department shall be installed along the east
line of the parking area.
4. That a drainage plan shall be submitted to and approved
by the Department of Public Works.
SECTION 4. The Secretary shall certify to the adoption of
this resolution,

a regular meeting o~ the City Planning Commission held on the 25th day
of January, 1966, by the following vote:

APPLICATION
The application is filed in the name of Our Savior Lutheran Church for 0 Conditional
Use Permit to allow the enlargement of an existing church building, the construction
of a fellowship hall, and increased parking facilities.
The property is located on the south side of Duarte Road between Lovell Avenue and
Holly Avenue and is commonly known as 512 and 526 West Duarte Road.
SUBJECT PROPERTY, SURROUNDING LAND USE AND ZONING
The sub;ect site contains approximately 113,650 square feet, with 332 feet of frontage
on Duarte Road.
The easterly 170 feet of the site is zoned R-2, the balance of the property is zoned
R-l.
Ordinance No. 2811 and Resolution No. 3356 established the R-2 zoned property for church
purposes. The R-l property, under the above resolution, has a conditional R-3 zone.
The properties surrounding the site are in the following zones:
NORTH. The property to the north is R-I with an option for conditional R-3 use.
The land is developed with 0 mixture of apartments and single-family
residences.
EAST The property to the east is also conditionally zoned R-3 and developed
with apartments and single-family structures.
SOUTH The property to the south is zoned R-l and is developed with single-
family residences.
WES T The property to the west is zaned C-O and has been approved for office
pu rposes .
PROPOSED SITE DEVELOPMENT
The existing church building (Chapel) contains 4,489 square feet. The new addition
is proposed to be attached to the rear of the building and will hove a total of 4,512
square feet. The addition architecturally conforms to the existing structure. The.J

new fellowship hall with 4,469 square feet will be directly to the rear of the
Chapel addition and will have a maximum height of 21 feet. This building will
be 59 feet from the rear property line. Additional parking is proposed to extend
across the full width of the site and will be separated from the rear property
line with an 8 foot wide plant ing strip.
The two other existing buildings (Pastor's residence and accessory building)
are proposed to rema in unchanged.
ANALYSIS
.
Churches are allowed by Conditional Use Permit to locate in Zones R-l and R-2.
The analysis should determine if the proposed expansion is compatible with the
surrounding uses. The City Council in Resolution No. 3356 did reaffirm that
the property was appropriate for church use. An analysis of the expansion reveals
nothing that would be detrimental to adjacent properties, provided some minor
changes are made. The same 86 feet of separation between the buildings and
the easterly property line will be maintained. This area will be used for parking
and will be screened from the residential uses by a landscaped strip.
The new fellowship building will be 59 feet from the rear property lines of the
lots fronting on Le Roy Avenue. Since the building has a maximum height of
21 feet, this separation should be ample to protect the residents to the rear.
An 8 foot planting area along the entire south property line will also provide
a landscaped buffer.
With the new addition, the church is required to have 45 parking spaces. At
present they have a total of 60 spaces and the plan calls for the development of
an additional 42 spaces. The parking lot circulation can be improved and an
increase in parking spaces can be gained. This item is further covered in the
recommendations.
SUMMARY
The site is presently used far church purposes, abuts 0 maior street, Duarte Road,
has large setbacks, and has a lot area of approximately 113,600 square feet upon
which ample parking can be provided for the intended use. The environment,
accessibil ity and surrounding uses provide 0 location appropriate for church purposes
which will not adversely affect the general plan.

RECOMMENDA TION
The Planning Department recommends that the Conditional Use Permit, based upon the
approved plot plan, be granted, subject to the following conditions:
1. A revised parking plan shall be submitted to and approved by the Planning
Department.

and directed away from residential properties.
