' bJ A P~SOLUTION OF THE CITY PLAl~ING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, GRANTING A CONDITIONAL USE PERMIT FOR THE CONSTRUCTION AND USE OF AN ADDITIONAL BUILDING TO BE USED FOR SUNDAY SCHOOL CLASSROOMS AND N~RSERY FACILITIES ON PROPERTY LOCATED AT 173~ AND 1741 SOUTH BALDWIN AVENUE AND AT 721 \'lEST LEMON AVENUE IN SAID CITY. \VHEREAS, there was filed with this Commission on the 1st day of December, 1965, the application of the Arcadia Christian Re- formed Church for a conditional use permit to add to the church prop- erty a building to be used for Sunday School classrooms and nursery facilities on property located at1735 and 1741 South Baldwin Avenue . and at 721 ~rest Lemon Avenue in the City of Arcadia, County of Los Angeles, state of California, more specifically described as follows: Parcell: The west 60 feet of the east 29Ij feet of Lot 8, Block G, of the Santa Anita Land Com- pany's Tract, per map recorded in Book 6, page 15'7, of Maps in the office of the County Recorder of said County; and Parcel 2: The south 175 feet of the east 234 feet of Lot 8, Block G, of the Santa Anita Land Company's Tract, per map recorded in Book 6, Page 157, of Maps in the office of the County Recorder of said County; and, ~mEREAS, a public hearing was duly held on said matter by and before this Commission on the 14th day of December, 1965, at which time all interested persons were given full opportunity to be heard ~ and to present evidence; " NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: -1- 575 v' l . . . .~~. . # . . . SECTION 1. That the portion of the property at the corner of Baldwin and Lemon Avenues consisting of 175 feet width on Baldwin Avenue and 394 feet depth on Lemon Avenue is in Zone R-2, and is the site of the existing church in existence at the time of its annexation to the City and is the par'cel upon which the additional building is proposed to be constructed. That the remainder of subject property is in Zone R-l but was granted a variance for church parking purposes by Resolution No. 3725 adopted by the Arcadia City Council on October 20, 1964. That until April 16, 1965, churches and schools were a use permitted in Zone R-2, whereas a conditional use pernlit is not required for such uses. That the additional building is necessary to provide space for a growing congregation and to relieve the present crowded conditions. That the granting of such conditional use permit will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. That the use applied for at the location indicated is properly one for which a conditional use permit is authorized. That the site for the proposed use is ade- quate in size and shape to accommodate said use, and all yards, spaces, walls, fences, parking, loading, landscaping and other features re- quired to adjust said use with the land and uses in the neighborhood. That the location of the proposed structure is sufficiently removed from any residential structures as not to be detrimental to the en- vironment. That the site abuts Baldwin Avenue which is adequate in width and pavement type to carry the kind of traffic generated by the proposed use. That the granting of such conditional use permit will not adversely affect the comprehensive general plan. SECTION 2. That for the foregoing reasons, this Commission hereby grants a conditional use permit to allow the construction of an additional building to be used for Sunday School classrooms and nursery -2- 575 .L..' i" . . . facilities at the location on the above-described property shown on the plot plan submitted by applicant, upon the following conditions: 1. That applicant shall continue to comply with the condi- tions of Arcadia City Council Resolution No. 3725. 2. That an architectural screen to be approved by the Plan- ning Department shall be provided to screen visibility from the in- terior of the building to the adjacent residential properties and that all windows on the second story shall be at least two (2) feet from the ceiling level. 3. That final working drawings in substantial compliance with the approved preliminary plans shall be submitted to and checked . for compliance by the Planning Department. SECTION 3. The Secretary shall certify to the adoption of this Resolution. BAL[MIIN AVENUE APPLlCA TlON The applicotion is filed in the nome of the Arcadia Christian Reformed Church, requesting a Conditional Use Permit to add to the church property a building to be used for Sunday School classrooms and nursery facilities. The property is located on the northwest corner of Lemon Avenue and Baldwin Avenue. The church property, consisting of three lots, is commonly known as 721 W. Lemon Avenue, 1735 and 1741 South Baldwin Avenue. SUBJECT PROPERTY, SURROUNDING LAND USE AND ZONING The subject site consists of approximately 58,950 square feet, with 175 feet of frontage on Baldwin Avenue and 394 feet along Lemon Avenue. All three properties that make up the church site are in Zone R-l as is all the surrounding property. The surrounding properties are developed with single-family structures. The existing and proposed development on the church site is indicated on the attached plot plan. The church has 310 seats and 58 parking stalls, or I stall per every 5.8 seats. This exceeds the present code requirements which allows a minimum of I stall per every 8 seats. PROPOSED DEVELOPMENT The location of the proposed building as illustrated on the plot plan would extend along the southwest 75 feet of the property known as 1731 S. Baldwin Avenue, with a setback of 5 feet. Although the proposal could meet the distance and construction requirements of the building code, the Zoning Ordinance requires that all churches located in "R" zones sholl be removed at least 15 feet from every boundary line of a property. To aid the Planning Commission in evaluating the setback, improvements on the adjacent properties hove been shown on the plot plan. - 1 - .. , I ',I " 'I jl.J iV,' . ~ . / / 1'-' , . . . . C. u. P. 65-9 December 14, 1965 Page Two ANALYSIS In the past, the subject property has been determined by the Commission and Council as appropriate for church purposes. The new building would add to the present facilities a nursery and sunday school rooms. These odditions ore necessary to provide space for a growing congregation and to relieve the present crowded conditions. . After investigation of the property in which the surrounding improvements, environment, streets, lot area and dimensions were considered, it is the opinion of the Staff that the new addition can be adjusted to the surroundings and accommodated on the church lot. The present 1-1/3 acres of church property provide ample space for the present congre- gation. The corner location on Baldwin Avenue gives the site desirable accessibility. The location of the proposed structure would be removed sufficiently from any residential structures so as not to be detrimental to the environment. The area should be further enhanced by the conditions set forth in Resolution No. 3725 which gave the church permission to use part of their property for park ing purposes (i,ndicated on the plot plan) Continu ing compliance with these conditions should be required (See attachment). RECOMMENDA TION The Planning Department would, therefore, recommend approval of the plot plan, subject to the following conditions: 1. SECTION 3. That 'for the foregoing reasons a variance is hereby granted to permit the use of the above-described property for off-street parking in conjunction with an eXisting church upon the following conditions: 1. That all off-street parking facilities including in- gress and egress shall be located substantially as shown on the plot plan filed with the application. That the existing dwelling may be used for single-family dwelling purposes but shall not be used for any purpose not permitted in Zone R-l. 2. a. That a six (6) foot high ornamental masonry wall be constructed along the entire length of ,the west property line except that such wall be decreased in height when it reaches a point twenty-five (25) feet back of the Lemon Avenue property line. '. b. Construct a six (6) foot high decorative masonry wall along the full sixty (60) feet of the north property line. c. Construct a six (6) foot high decorative masonry wall along the east property line beginning at the north property line and running southerly a distance of one hundred twenty-five (125) feet. d. Construct a three (3) foot high wall along and ten (10) feet back of the south property line beginning at the west property line and runni~g easterly until a line extending southerly from the social hall is reached. Such wall shall join the social hall. e. Construct a six (6) foot high wall along the north property line adjacent to a:l areas improved or used for parking. 3. That the area between the sidewalk and the walls be planted and maintained, such planting to be approved by the Planning Department. 4, That a three (3) foot minimum width planting area be installed and maintained between parking paving and the walls on the west, north, and east, planted with material approved by the Plan- ning Department. -3- 3725 " I', . . " :. .'. 5. That a permanently installed sprinkler system be in- stalled for the irrigation of all planting areas. 6. That grading and drainage plans to the Department of Public Works be submitted for approval. 7. That curb and gutter on Lemon Avenue be constructed to the satisfaction of the Department of Public Works. 8. That concrete bumpers be installed and maintained on all parking stalls. 9. That five (5) foot sidewalks be constructed along Lemon Avenue. 10. That a concrete driveway apron be constructed at 721 West Lemon and at the proposed entrance to parking lot with drainage inlets per,City Standard #148. 11..., That the easterly fourteen (14) feet of property fronting on Baldwin and corner cut off be dedicated to the City for future street widening. 12. That all parking lot paving conform to Section 1318.1 of the Building Code as amended and now in effect. 13. That the existing curb on South side of property be removed, and the property graded and landscaped to drain southerly over top of curb. 14. That a sidewalk be constructed along Baldwin Avenue frontage to satisfaction of the Department of Public Works concurrent with future widening of street. 15. That all parking spaces shall be not less than twenty ~ (20) feet long by nine (9) feet wide with twenty-five (25) foot turning radius area. 16. That all bUilding and parking lot illumination be directed away from neighboring properties. No light standard shall exceed a height of ten (10) feet. -4- 3725 " ... ... ... . , " .. ' r.
