A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA
CALIFORNIA, RECOMMENDING THE
AMENDMENT OF THE ARCADIA MUNICIPA
CODE BY AMENDING DIVISION 5 OF PART 7
OF CHAPTER 2 OF ARTICLE IX CONCERNING
REGULATIONS APPLICABLE TO CONVALESCENT
FACILITIES.AND ADDING A NEW SECTION
9220.18.1- '
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI-
FORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That on April 13, 1965, the City Planning Com-
mission instituted proceedings for the purpose of holding hearings,
receiving evidence, considering and making recommendations concern-
ing the amendment of Chapter 2 of Article IX of the Arcadia Municipal
.
Code, pursuant to which a public hearing for such purposes was
scheduled for Tuesday, May 11, 1965, which hearing was then held
and was duly continued and held from time to time, and on
1965 was concluded with respect to regulations for convalescent homes,
at all of which times all interested persons were given full oppor-
tunity to be heard and to present evidence.
SECTION 2. That as a result of said hearings and based
upon evidence and reports received and filed thereat, the City Plan-
ning Commission hereby recommends to the City Council of the City
.
of Arcadia that the Arcadia Municipal Code be amended by renumbering
Title 5, entitled "Waiver of Regulations," of Division 5 of Part 7 of
Chapter 2 of Article IX to Title 9 and Section 9275.5 thereof be
renumbered to 9275.9.
SECTION 3. That this City Planning Commission further
recommends to the City Council that the Arcadia Municipal Code be
further amended by adding a new Section 9220.1~.1 to Part 2 of Chap-
ter 2 of Article IX, the same to read as follows:

9220.13.1. CONVALESCENT FACILITY. A Convalescent Facility
is a nursing or convalescent facility or institution which makes pro-
vision for bed care or for chronic or convalescent care for one or
more persons (exclusive of relatives) who by illness or physical
infirmity are unable to properly care for themselves and includes
convalescent hospital, reha.bilitation hospital, sanitarium and
nursing home but does not include facilities or institutions pro-
viding care of alcoholics, drug addicts, persons with mental disease
or persons with communicable diseases including contagious tuber-
culosis.
SECTION 4. That this City Planning Commission further
recommends to the City Council that the Arcadia Municipal Code be
. further amended by adding a new Title 5 to Division 5 of Part 7 of
Chapter 2 of Article IX, the same to read as follows:

SPECIAL REGULATIONS.- CONVALESCENT FACILITIES
9275.5.1. APPLICATION. Every such convalescent facility
shall be subject to all of the regulations applicable to a permitted
use in the Zone in which the facility is loca,ted; provided, however,
that whenever the regulations of this Title are more restrictive the
requirements of this Title shall control.
9275.5.2. SETBACKS. Special setbacks may be established
by the Planning Commission where they are deemed necessary for the

safety, welfare and protection of the adjacent property.
LOT AREA AND DENSITY.
9275.5.3. M1NIMYM-be~-AREA. The lot area shall not be
less than 20,000 square feet. The number of beds shall not exceed one
(1) bea for each 1,000 square feet of lot area.
9275.5.4. PARKING REQUIREMENTS. One (1) parking space
shall be provided for every two (2) beds.

9275.5.5. SIGNS. Only those signs shown on the approved
plot plan shall be permitted. All signs shall conform to the re-
quirements for signs governing the Zone in which the facility is
loca.ted.
9275.5.6. DECORATIVE MASONRY WALLS. Where such facility
adjoins property in a residential zone, a, six (6) foot high solid
masonry wall shall be constructed on interior property lines. When
the wall reaches a point twenty-five (25) feet back of the street
side property line, it shall decrease to a height of thirty (30)
inches. Next to the wa.ll there shall be a five (5) foot area re-
served for, developed to and maintained in landscaping as herein-
after required.
9275.5.7. LIGHTING, All outside lighting shall be so
arranged and shielded as to prevent any glare or reflection, any
nuisance, inconvenience or hazardous interference of any kind on
adjoining streets or property. No light standard shall exceed a
height of ten (10) feet.
9275.5.8. LANDSCAPING. Not less than a five (5) foot
wide planting strip shall be installed around three (3) sides of
a parking a.rea, There shall be planted one (1) tree for every five
(5) parking spaces. All landscaped areas shall ha.ve permanent irri-
ga,tion systems and such areas shall be planted and well maintained.
The working drawings shall include a planting and irrigation plan as
well as the other plans required for a building permit.
9275.5.9. UTILITIES. All utilities on the site for direct
service to the area thereon shall be installed underground except as
otherwise approved by the Council by precise plan of design. The
owner or developer is responsible for comploying with the require-
ments of this Section and shall make the necessary arrangements as
required by the serving utilities for the installation of such facil-
ities. For the purpose of this Section, appurtenances and associated
equipment such as, but not limited to, surface mounted transformers,

pedestal mounted terminal boxes and meter cabinets, and concealed
It ducts in an underground system, may be terminated above ground.
9275.5.10. DELIVERIES. All deliveries me,de immediately
ad,jacent to residential zones shall be between the hours of 7:00 a.m.
and 10:00 p.m.
9275.5.11. TRASH AREAS. All outside trash, garbage and
refuse areas shall be enclosed on at least three (3) sides by a
five (5) foot block wall. Provisions for adequate vehicular access
to and from such areas for collection of trash and garbage shall be
provided.
9275.5.12. INCINERATORS. The type and location and size
of this type of equipment shall be shown on the plan. The operation
of such equipment shall comply with the rules and regulations of the
Los Angeles Air Pollution Control District.

9275.5.13. STATE APPROVAL. At the time application is
made for a conditional use permit, written proof shall be submitted
that the appropriate sta.te licensing agency has approved the site,
the structures proposed to be used and specifying the maximum num-
ber of beds for which a license will be issued by such agency.
9275.5.14. SCREENING DEVICES REQUIRED. The building shall
be so arranged or screened as to effectively preclude the view of the
interior from any adja.cent street.
SECTION 5. The Secretary shall certify to the adoption of
this Resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia..
I HEREBY CERTIFY that the foregoing resolution was adopted
~ at a regular meeting of the City Planning Commission held on the 14th
day of December, 1965, by the following vote:

SUBJECT: STANDARDS FOR CONVALESCENT HOMES
The attached tentative resolution sets forth the Planning Department's suggested
standards to govern convalescent-facilities when they are permitted in the City
of Arcadia. -
Retner than to act on these standerds at i'his meeting, it is suggested that the
owners of ex;s';':ng convalescent facilities be informed of the proposed standards
end advise them to be present at the next Comm issior. meeting in the event
they desire to discuss them.
