RESOLUTION NO. 567 THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI- FORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That on April 13, 1965, the City Planning Com- mission instituted proceedings for the purpose of holding hearings, receiving evidence, considering and making recommendations concern- ing the amendment of Division 2 of Part 6 of Chapter 2 of Article IX . of' the Arcadia Municipal Code, dealing with regulations applicable under Zone C-l Limited Commercial Zone, pursuant to which a public heaTing for such purposes was scheduled f'or Tuesday, May 11, 1965, which hearing was then held and was duly continued and held f'rom time to time, and concluded on September 28, 1965, at all of which times all interested persons were given full opportunity to be heard and to present evidence. SECTION 2. That as a result of said hearings and based upon evidence and reports received and filed thereat, the City Planning Commission hereby recommends to the City Council of the City of Arcadia that Division 2 of Part 6 of Chapter 2 of Article IX of the Arcadia Municipal Code be amended as follows: a. That the Title of Title 2 thereof be amended to read . "Height and Yard Regel lations II . b. That Sections 9262.2.6, 9262.2.7, 9262.2.8, 9262.2.9 and 9262.2.10 be repealed. c. That there be added thereto a new Title 3 entitled "Parking Regulations" containing Sections 9262.3 through 9262.3.15, the same to read as follows: -1- 567 '-' " . . TITLE 3. PARKING REGULATIONS. ... 9262.3. GENERAL. The regulations set forth in this Title shall apply in the C-l Limited Commercial Zone unless otherwise pro- vided in this Chapter. 9262.3.l. ing spaces shall be uses: SPACE REQUIRED. LOCATION. Required parking spaces shall be lo- cated on the same lot or site, or on a lot or site c0ntiguous thereto, or within five hundred (500) feet of the building or land use which these facilities will serve. When required off-street parking spaces are provided on a separate lot from the main bUilding or land use there shall be recorded in the office of the County Recorder a covenant in the form approved by the City Attorney tha,t such owner or owners will continue to maintain such parking space as long as said building or land use is maintained. ... 9262.3.3. SETBACKS. Off-street parking facilities shall be permitted in a required rear yard provided that all other parking requirements such as walls, landscaping and irrigation are complied with. 9262,3.4. DIMENSIONS. Stall Size: Open and covered park- ing stalls shall be not less than eight and one-half (8t) feet wide and twenty (20) feet 10n~. Aisle Width (0 _450): Parking spaces laid at angles through forty-five (45) degrees to the aisles or driveways shall have a one- way aisle or driveway width of not less than sixteen (16) feet. Aisle W:dth (460_600): Parkin~ spaces laid at angles from forty-six (46) degrees through sixty (60) degrees to the aisle or driveway shall have a one-way aisle or driveway width of not less than twenty (20) feet. Aisle Width (610_900): Parking spaces laid sixty-one (61) degrees through ninety (90) degrees to driveway shall have an aisle or driveway width of not five (25) feet. Parallel Parking: Parallel parking spaces shall havefJ~?nty (20) foot minimum aisles and ten (10) foot by twenty-four (24)/parKing stall size. at angles the aisle less than from or twenty- . 9262.3.5. CIRCULATION. Pa,rking areas haVing more than one aisle or driveway shall 'have painted directional signs provided in each aisle or driveway. No parking space shall be so arranged as to require the moving of any vehicle on the premises in order to enter or leave any other parking space. This provision shall not apply at such times as attendant parking is provided. 9262.3.6. PAVING. All parking areas shall be paved with a concrete or asphaltic surface to specifications and standards on file in the office of the Department of Public ~Iorks. -2- 567 ~ \ . . . 9262.3,7. Each parking space shall be clearly marked with paint or other easily distinguishable material. Either hairpin or single line marking will suffice. 9262.3.9. WHEEL STOPS. Wheel stops shall be required where a parking space abuts a wall, building or adjacent property line. The wheel stop shall be set a minimum distance of five (5) feet from such wall, building or property line and be of concrete. 9262.3.10. LOADING REQUIREMENTS. On the same land therewith, every building, structure or part thereof, erected or occupied for a permitted use involving the receipt or distribution by vehicles of materials or merchandise incidental to carrying on such activity shall be provided with sufficient space for standing, loading and unloading vehicles to avoid undue interference with the public use of streets and alleys. Such space shall be no less than ten (10) feet by twenty- five (25) feet for every ten thousand (10,000) feet of floor area or outdoor storage area with a fourteen (14) foot minimum height clearance, but shall not be a pa,rt of any area required for use as off-street parking stalls. 9262.3.11. ADDITIONS. Structures which are enlarged in area shall provide parking facilities in accordance with the standards set forth herein. . 9262.3.12. CHANGES IN USE. Whenever the existing use of a structure or lot is changed to another use, parking facilities shall be provided in accordance with the standards set forth herein. 9262.3.13. MIXED USES. In the event that two (2) or more uses occupy the same building, lot or parcel of land, the total re- quirements for off-street parking shall be the sum of the require- ments of the various uses computed separately. 9262.3.14. FRACTIONAL PARKING SPACES. When a fractional figure is found as a remainder in computations made to determine the amount of required off~street parking, such fraction shall be construed to be a whole number. . 9262.3.15. WALLS. Except for driveway and other entrances, parking lots shall be properly enclosed with an ornamental masonry wall as follows: A. Adjacent to Residential Zone: Where such areas front, side or rear on a street which is a boundary with a residential zone, there shall be a landscaped border not less than five (5) feet in width on a street side and a solid masonry wall four (4) feet in height shall be erected between the landscaped area a,nd the paved parking area. Where such areas side or rear directly on a residential zone, a solid masonry wall six (6) feet in height shall be installed on the zone boundary line measured from the grade of the contiguous property, said wall to be reduced to three (3) feet in height within any corner cut- back area and along the front yard area of the abutting residential zones. Walls adjacent to alleys may be erected on the property line. -3- 567 , I .. .. . B. Ad;jacent to Non-Residenti.al Zone: Where such areas front, side or rear on a street which is a boundary with a non-residential zone, there shall be a landscaped border not less than fi.ve (5) feet in width on the street side, and a solid masonry wa,ll four (4) feet in height shall be erected between the landscaped area and the paved parking area. Community off-street parking lots shall be permitted and the require- ments for walls between separate buildings and uses dispensed with, pro- vided that a covenant in the form approved by the City Attorney and by its terms to be for the benefit of, enforceable by and to be released only by the City, is executed by the owners of all property affected thereby. The covenant shall state that such ,joint use of sHch off-street parking shall be useable by the tenant and owners of the properties proposed to be served by such parking area. d. That there be added thereto a new Title 4 entitled "Sign Regulattons" containing Sections 9262.4 through 9262.4.13 , the same to read as follows: TITLE 4. 9262.4. shall apply in the in this Chapter. SIGN REGULATIONS. GENERAL. The regulations set forth in this Title C-l Limited Commercial Zone unless otherwise provided . 9262.4.1. CONTENT RESTRICTED. Any exterior sign displayed shall pertain only to the use conducted within the b:1,ilding. 9262.4.2. LOCATION. Each exterior sign shall be attached to and be parallel with and shall be not more than twelve (12) inches from the wall of the main building or from the front of a marquee frooting the principal street, a parking area in the rear, or in the case of a corner building on that portion of the side street '~all withi.n fifty (50) feet of the principal street. No sign other than one required by law may be placed on the rear or side of a building within one hundred (100) feet of any property in any R Zone. . the lowe~t poin~ of 9262.4.3. ROOF PROJECTION. No slgn shall project aOovejthe roof line. 9262.4.4. MAXIMUM AREA. No i.ndividual sign shall exceed seventy-five (75) squa.re feet in area. 9262.4.4.1. SAME. FRONT SIGNS. The total area of all signs on the front of a bui.lding shall not exceed one (1) square foot of sign area for each linear foot of building frontage. . 9262.4.4.2. SAl-1E. REAR SIGNS. The total area of all signs on the rear of a building shall be the same as permitted on the front of a building. 9262.4.5. AREA COMPUTATION. The surface area of a sign shall be computed by including the entire area within a regular geometric form or combination of regular geometric forms comprising the front, ba,ck, top and bottom of the display area of the stgn, includtng all the ele- ments of the advertising matter displa,yed. Frames and structc:ral mem- bers not bearing advertisi.ng matter shall not be included in the compu- tation of the snrface area. 9262.4.6. MAXIMUM HEIGHT. twenty-five (25) feet in height. No free standing sign shall exceed -4- 567 :' \ ... .. . 9262.4.7. BANNERS. No attraction boards, pennants or banners shall be permitted except as authorized by Section 8271.5.1. 9262.~,.8. FOR SALE OR LEASE. For sale or lease signs shall not exceed an area of four (4) square feet. 9262.4.9. MOVING SIGNS. Moving signs or signs with any moving parts shall not be permitted; and blinking, travelling or moving lights shall not be permitted. Any exterior light except a light the sole purpose and effect of which is to illuminate a0:res3 ways, parking facilities, the exterior of the building or architectural or land- scaped features, is prohibited by this Section. 9262.4.10. GLARE. No sign shall cause any glare or reflec- tion or light on other property, buildings or streets. 9262.4.11. FREE STANDING SIGNS. A free standing sign shall be permitted provided that it shall not exceed one hundred (100) square feet in area and shall be approved by the Modification Committee as not detrimental to the surrounding properties. 9262.4.12. NONCONFORMING SIGNS. Every nonconforming sign shall be completely removed from the premises within three (3) years from the effective date of this Title. . 9262.4.13. That there be added thereto a new Title 5 entitled "Landscaping RegJlations" containing Sections 9262.5 through 9262.5.2, the same to read as follows: . 9262.5. GENERAL. The regulations set forth in this Title shall apply in the C-l Limited Commercial Zone unless otherwise pro- vided in this Chapter. 9262.5,1. LANDSCAPING. A mlnlmUffi of three (3) percent of the interior of a public parking area shall have a complete irrigation system; Shall be well maintained in perpetuity; and shall be reviewable annually by the Building Superintendent of the City of Arcadia. Re- quired planting areas on the street side of walls shall not be considered as part of the three (3) percent interior landscaping. In complying with the three (3) percent landscaping requirement, the planting beds shall be distrib, ted throughout the entire parking area as evenly as possible. Any plot plan showing the entire three (3) percent landscaping in one or two large planting beds, or concentrated on only one portion of the parking area shall not be acceptable. All unused space resulting from the design of the parking spaces shall be used for planting pur- poses. No planting area or island shall have an average width of less than three (3) feet. The planting areas or islands must be drawn to scale and the plants within clearly located and labeled. All planting areas or islands shall be surrounded by a continuous raised concrete curb. The uppermost level of an uncovered parking structure shall be landscaped in accordance with the above except that landscaping may be in portable containers. -5- 567 . ~ . . . 9262.5.2. IRRIGATION. All landscaped areas shall be provided with a permanent irrigation system installed below grade except for sprinkler heads. All domestic water supply lines to \1hich irrigation systems are connected shall, when necessary, be protected by installa- tion of atmospheric or pressure type vacuum breakers. At least one hose bibb shall be located each one hundred (100) linear feet, starting with one hose bibb at the front wall. Hose bibbs, wherever possible, shall be located in planting beds. In no case shall hose bibbs be located where they will interfere with pedestrian or vehicular circulation. f. That there be added thereto a new Title 6 entitled "General Regulations" containing Sections 9262.6 through 9262. 6.9, the same to read as follows: 9262.6. GENERAL. The regulations set forth in this Title shall apply in the C-l Limited Commercial Zone unless otherwise pro- vided in this Chapter. 9262.6.1. BUSINESS LIMITATIONS, All stores, shops or busi- nesses permitted under this Division shall be retail establ:lsrunents selling new merchandise exclusively. . 9262.6.2. INCIDENTAL PRODUCTS. Products incidental to a permitted use may be sold only at retail on the premises. 9262.6.3. SIDE ENTRANCES. No public entrances to such stores, shops or businesses shall be located on the side street of a corner lot nearer than one hundred (100) feet to property in any R Zone. 9262.6.4. LIGHTING. Lighting shall be hooded and arranged to reflect away from adjoining properties and streets. Light standards sha.ll be a maximum of ten (10) feet in height. The height of the light standards shall be measured from the elevation of the adjacent pavement of the parking lot. 9262.6.5. ACCESSORY STRUCTURAL ITEMS. Towers, chimneys, spires, gables, mechanical equipment and other roof structures shall not exceed a height of ten (10) feet above the roof of any building. Structural appurtenances not incorpqrated as architectural features shall be adequately screened. 9262.6.6. MECHANICAL EQUIPMENT. Mechanical eql'ipment, in- cluding but not limited to heating and air conditioning devices, shall be located within the building or if mounted elsewhere shall be screened fr'Jm public view. . 9262.6.7. UTILITIES. All utilities on the site for direct service to the area thereon shall be installed underground except as otherWise approved by the Co"ncil by precise plan of design. The owner or developer is responsible for complying with the requirements of this Section and shall make the necessary arrangements as required by the serving utilities for the installation of s~ch facilities. For the purpose of this Section, appurtenances and associated equipment such as but not limited to, surface mounted transformers, pedestal mounted terminal boxes and meter cabinets, and concealed ducts in an under- ground system may be terminated above ground. 9262.6.8. INSIDE STORAGE. All permanent and temporary storage of wares and merchandise, crates, bottles and similar items shall be within a building. 9262.6.9. OUTSIDE STORAGE REFUSE. Trash, garbage and refuse ay be temporarily stored outside the building, provided, however, th~t h refuse shall be completely screened from public view by an enclosure hich three sides shall consist of six (6) foot high decorative masonry , or other approved screening devices. -6- 567 ~ ,. '.. , , . o . ! . SECTION 3. The Secretary shall certify to the adoption of this Resolution and shall cause a copy of the same to be forwarded to the City Council of the City of Arcadia. The Chamber of Commerce recommendation is that the maximum sign area be computed by determining the area of that portion of the sign which is visible, Therefore, in the case of a double face sign, the maximum area of anyone side could be 100 sq. ft. Automobile parking so arranged as to require the moving of any vehicle on the premises in order to enter or leave any other stall shall be prohibited, except where attendant parking is provided. - 5 - . . Paving - All parking areas shall be paved with a concrete or asphaltic surface to specifications and standards meeting the approval of the Department of Public Works. Drainage - Drainage of a parking area shall meet the approval of the Department of Public Works, Drainage into a street shall be by means of a conduit beneath the parkway. Marking of Spaces - Each parking space shall be clearly marked with paint or other easily distinguishable material. Either hairpin or single line marking will suffice. Wheel Stops - Wheel stops shall be required where a parking space abuts a wall, building, or adjacent property line. The wheel stop shall be set a mlnlmum distance of 5 feet from such wall, building or property line and be of concrete or other approved material. . Landscaping - A minimum of three (3) percent of the interior of a public parking area shall have a complete irrigation system; be well maintained in perpetuity; be reviewable annually by the Building Superintendent of the City of Arcadia. Required planting areas on the street side of walls shall not be considered as part of the three (3) percent interior landscaping, In complying with the three (3) percent landscaping requirement, the planting beds shall be dis- tributed throughout the entire parking area as evenly as possible, Any plot plan showing the entire three (3) percent landscaping in one or two large planting beds, or concentrated on only one portion of the parking area, is not acceptable. Any unused space resulting from the design of the parking spaces shall be used for planting purposes. No planting area or island shall have an average width of less than three (3) feet. The planting areas or is- lands must be drawn to scale and the plants within clearly located and labeled. All planting areas or islands shall be surrounded by a continuous raised con- crete curb, The uppermost level of an uncovered parking structure shall be landscaped in accordance with the above except that landscaping may be in portable containers. Irrigation - All landscaped areas shall be provided with a permanent, below grade (except for sprinkler heads), irrigation system, All domestic water supply lines to which irrigation systems are connected, shall when necessary be protected by installation of atmospheric or pressure type vacuum breakers. At least one hose bibb shall be located each one hundred (100) linear feet, starting with one hose bibb at the front wall, Hose bibbs, wherever possible, shall be located in planting beds. In no case shall hose bibbs be located where they will interfere with pedestrian or vehicular circulation. . Loading Requirements - On the same land therewith, every building, structure, or part thereof, erected or occupied for a permitted use involving the receipt or distribution by vehicles of materials or merchandise incidential to carrying on such activity shall be provided with sufficient space for standing, loading, and unloading vehicles to avoid undue interference with the public use of streets and alleys. Such space shall be no less than ten (10) feet by twenty- five (25) feet for every ten thousand (10,000) feet of floor area or outdoor storage area with a fourteen (14) foot minimum height clearance, but shall not be a part of any area required for use as off-street parking stalls, - 6 - . . Changes in Use - Whenever the existing use of a structure or lot is changed to another use, parking facilities shall be provided per standards set forth herein. Mixed Uses - In the event that two (2) or more uses occupy the same building, lot, or parcel of land, the total requirements for off-street parking shall be the sum of the requirements of the various uses computed separately, Computation of Off-Street Parking Spaces - When a fractional figure is found as a remainder in computations made to determine the amount of re- quired off-street parking, such fraction shall be construed to be a whole number. Walls - Except for driveway and other entrances, parking lots shall be properly enclosed with an ornamental masonry wall as follows; a, Adjacent to Residential Zone - Where such areas front, side, or rear on a street which is a boundary with a residential zone, there shall be a land- scaped border not less than five (5) feet in width on a street side, and a solid masonry wall four (4) feet in height shall be erected between the landscaped area and the paved parking area. Where such areas side or rear directly on a residential zone, a solid masonry wall six (6) feet in height shall be installed on the zone boundary line, said wall to be reduced to three (3) feet in height within any corner cut- back area and within the front yard area of the abutting residential zones, Walls adjacent to alleys may be erected on the property line, . b, Adjacent to Non-Residential Zone - Where such areas front, side, or rear on a street which is a boundary with a non-residential zone, there shall be a land- scaped border not less than five (5) feet in width on the street side, and a solid masonry wall four (4) feet in height shall be erected between the land- scaped area and the paved parking area, Community off-street parking lots shall be permitted and the requirements for walls between separate buildings and uses disposed with provided that a cov- enant in recordable form by its terms to be for the benefit of, enforceable by, and to be released only by the City, is executed by the owners of all property affected thereby, The covenant shall state that such joint use of such off-street parking shall be useable by the tenant and owners of the properties proposed to be served by such parking area. 16. GENERAL REGULATIONS FOR ZONE C-l Lighting - Lighting shall be hooded and arranged to reflect away from ad- joining properties and streets.
