A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DENYING THE GRANTING OF ~5'6 A CONDITIONAL USE PERMIT TO REMODEL AN EXISTING MEDICAL BUILDING FOR A CONVALESCENT HOSPITAL ON REAL PROPERTY LOCATED AT 501 SOUTH FIRST AVENUE IN SAID CITY. WHEREAS, there was filed with this Commission on the 25th day of August, 1965, the application of Viktor Hennig as owner for a conditional use permit to remodel an existing medical building for use as a convalescent hospital on property located at 501 South First Avenue in the City of Arcadia, County of Los Angeles, State of Califor- . nia, more specifically described as follows: Lots 19 and 20, Block 68 of Tract No. 866, as recorded in Book 16, pages 198 and 199, of Maps, in the Office of the County Recorder of said County; and, WHEREAS, after due notice as required by the Zoning Ordinance of said City, a public hearing was held on the matter by and before this Commission on September 28, 1965, at which time all interested persons were given full opportunity to be heard and to present evidencej NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That subject property is in Zone C-2 and used presently for a medical office. That the proposed development would ~ consist of an interior remodeling of the building creating eighteen convalescent rooms. The exterior of the building would not be altered and exterior improvements would consist of the placement of five foot -1- 565 /' . .. . -, screen walls along El Dorado Street, and the construction of an en- closed trash area. That the proposed development is deficient in lot area, building coverage, parking stalls, room size, density per lot area and outdoor activity area. SECTION 2. That for the foregoing reasons, this Commission hereby denies the requested conditional use permit for the use of an existing medical building as a convalescent home on the above-described property. SECTION 3. The Secretary shall certify to the adoption of this resolution. . C.U.P. 65-6 501 SOUTH FIRST AVENUE APPLlCA TlON: The application is filed by Viktor Hennig, owner of the property at 501 South First Avenue, for the purpose of converting an existing medical office to a 32 bed convalescent hospital. PRESENT ZONING AND LAND USE The subject property is in Zone C-2 and used for a medical office. The balance of the surrounding zoning and use is indicated on the attached map. . PROPOSED DEVELOPMENT The propased development would consist of an interior remodeling of the building, creating eighteen (18) convalescent rooms. There would be four rooms with one bed each; thirteen (13) rooms with two beds each; and one room with four beds. The exterior of the building would not be altered. Exterior inprovements would consist of the placement of five (5) faot screen walls along EI Dorado Street, and the con- struction of an enclosed trash area. ANALYSIS In the wake of:seleral recent convalescent proposals, the Staff undertook a study of the characteristics of convalescent facilities in the City of Arcadia. Some standards were recommended and have been used by the Commission in evaluating convalescent proposals. If the subject plan is compared with the proposed standards, the present plan indicates many deficiencies. The following is a comparative chart: . , , / /,/' ) / 1" I.', (,I C r - 1 - . . . . . I at 132 sq. ft. 2 at 138 sq. ft. 1 at 144 sq. ft. 3at 154 sq. ft. One 4 bedroom is indicated and is deficient, contain- ing only 288 sq. ft. Five of the 2 bedrooms comply with the minimum. 1 bed per 500 sq. ft. of lot area 25 sq. ft. per bed Bosed upon the above comporison and number of deficiences, the Planning Department would recommend application C.U.P, 65-6 be denied. If the Plonning Commission should determine that the application should be approved, it is recommended that the following conditions be appl ied. - 2 - . . . . - C. U. The Building 501 So. First Ave. was for near 10 years constracted for the purpose of masses of Doctors as a Medical Building. This was a failure in the construction and a failure in the purpose of using the building. The rooms,the construction is now useable for a Hospital then for Doctor - Suites . The reason is now, that this Building was always for any owner a threat for bankruptcy then a business. iivery former owner until now has lost money on the Building, include myself, be- cause it was never in the past and in present time and in the future proper to lease to Doctors'. T):lis Building is in the future no more to rent as Doctor-Suites, be- cause the Soctors are looking for more modern Building-Construotion, and build suites for their own purpose. 2 Suites. are vacant from June 1.1965, the other2Suites will be vacant, when the new 8 story Medical Building, Duarty HO&d, from Dr. Darrel J. Holman, Dr. Ernest Schultz finish compli tion. This will be the first of November 1965. Dr. Holman and Dr. Schultz are the main tenants of the Building. . With a little on remolding inside the buil- ding it could be easy made for better purpose, then it is now, to an Convalesoent Hospital. Th& construction of the entire Building is outside the same and does not destroy the general plan of the street and the area. It will be muoh more less on traffio on this property in El Dorado Street then it is now. The l~ighborhood will be more quiet and will be not disturb at all. 1 believe it is more necessary in Aroadia for convalescent beds then Doctor -Suite in present time and in the future. The maintenanoe of the Building cost myself now monthly $ 1.250,- but the income is now $ 900,- . I have lost a lot of money in oreating jobs in building homes in the Aroadia Highlands. The Building 50L So.
