A RESOLUTION OF THE CITY PLA COMMISSION OF THE CITY OF ARC CALIFORNIA, GRANTING A CONDIT USE PERMIT TO ALLOW THE ENLAR OF AN EXISTING SWIM SCHOOL ON PROPERTY LOCATED AT 9969 LAS TUNAS DRIVE IN SAID CITY. ~.:;'r,'" r.'1l,' I' : ,,' t,:.: D' $;J r.'-!) 0...1"' ,1 o llJ'l.D' ''::$.'\ b:3 'l' ~; I' P.: r: V'I ft ~., t~ ~ 'y 1.- '_~ ~ : MU J~ : ~_'~' q , I:l, ',' ", 1"\ '. _l ~ ".1 c~_."-"" " :Ii.,': '. :.i " , ~ .'] ., Gl f:.. i RESOLUTION NO. 564 ~ WHEREAS, there was filed with this Commission on the 14th day of September, 1965, the application of Mal Gianni, Architect, for a conditional use permit for the enlargement of an existing swim school on property known as 9969 Las Tunas Drive in the City of Arcadia, County of Los Angeles, State of California, more specifi- cally described as follows: Lots 14 and 13 of Tract No. 6561 as recorded in Book 8587, page 32, of Maps, in the office of the Recorder of said County; and, WHEREAS, a public hearing was duly held on said matter by and before this Commission on the 28th day of September, 1965, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That subject property is in Zone C-2 and de- . veloped with a swim school. That property to the east is also in Zone C-2 and developed with a service station. That property to the south across Las Tunas Drive is zoned C-2 and developed with a service station and market. That property to the west ,is used for a church and school. That property to the north is zoned PR-3 and R-3 and is developed with a mixture of.multi-family and single- family residential uses. That the requested ,addition is one which is appropriate to the location and compatible with surrounding land uses. That the school and proposed addition are not detrimental -1- 564 I '~ . . . . to the commercial and church uses which surround most of the subject property. That the activity ,area is sufficiently removed from the residential uses so that any affect thereto will be minimized. That an existing wall separates the residential and church properties from the parking area. That the granting of such conditional use permit will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. That the use applied for at the location indicated is properly one for which a conditional use permit is authorized. That the site for the pro- posed use is adequate in size and shape to accommodate paid use, and all yards, spaces, walls, fences, parking, loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. That the site abuts Baldwin Avenue and Las Tunas Drive which are adequate in width and pavement type to carry the kind of traffic generated by the proposed use. That the granting of such conditional ,use permit will not adversely affect the comprehensive general plan. SECTION 2. That for the foregoing reasons, this Commis- sion hereby grants a conditional use permit to allow the enlarge- ment of the existing swim school on the above-described property upon the following conditions: 1. That complete landscape plans shall be submitted and approved by the Planning Department. 2. That revised parking lot layout shall be submitted to the Planning Department for approval, subject to the standards on file in said Department. 3. That driveways, parking areas and drainage shall meet with the approval of the Department of Public Works. 4. That all signs shall comply with the proposed C-l sign ordinance. -2- 564 ~, . . . 5. That a trash area enclosed on three sides by a five foot high masonry wall shall be provided. 6. That all construction and walls shall comply with the Building Code to the satisfaction of the Building and Safety Division. SECTION 3. The Secretary shall certify to the adoption of this resolution. APPLlCA nON The application is filed in the name of Mal Gianni, Architect for the property owner, far the purpose of adding a covered beginners poal to an existing swim school. PRESENT ZONING AND LAND USE The subject property is in Zone C-2 and developed with a swim school. The property to the east is in Zone C-2 and developed with a service station. The property to the south across Las Tunas Drive is Zoned C-2 and developed with a serv ice station and market. The property to the west is used for a church and school. The property to the north is Zoned PR-3 and R-3 and is developed with a mixture of multi-family and single-family residentiol uses, Attached is 0 copy of the application and plot plans illustrating the proposol. ANALYSIS The subject appl ication is one which properly comes under the purview of the Conditional Use procedure. The addition is one which appears to be appropriate in terms of location and compatibility with surrounding land uses. The school and addition are not detrimental to the commercial and church uses which surround most of the site. The activity area is sufficiently removed from the residential uses so that any affect should be minimized.
