'.;,j}J ~ THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI- FORNIA, DOES RESOLVE AS FOLLOWS: SECTION L That pursuant to Section 704 of the Arcadia City Charter,the following rules governing the setting and conducting of public hearings are hereby established: A. No more than three (3) initial public hearings on matters shall be scheduled for any meeting; provided, however, that ~ this rule shall not preclude the scheduling of all public hearings within the time required by law for the holding thereof. B. At the opening of the initial publiC hearing on a matter, neither side shall be permitted to consume more than one-half (t) hour; when each side has consumed one-half (t) hour or has com- pleted its presentation, the hearing shall, if not completed, be re- cessed to a point at the end of the agenda of such meeting, and the hearing again resumed when such place on the agenda is reached by the Commission; provided, however, that the Commission may in its dis- cretion continue a hearing to a future date instead of recessing it to the end of the agenda. C. Unless a longer period is required by the nature of the matter or of the presentation, no one person shall consume more ~ than five (5) minutes in presenting any matter before the Planning Commission. Every person shall, however, be given full opportunity to be heard. The Chairman may, in his discretion, limit the amount of argument on any matter, and restrict the presentation of purely cumulative evidence. -1- 554 t . . . SECTION 2. The Secretary shall certify to the adoption of this resolution and shall cause a certified copy hereof to be filed with the City Clerk for inspection by the public. June 10, 1965 TO: CITY A HORNEY FROM: PLANNING DEPARTMENT As I understood the Commission last Tuesday night, they want a firm policy about public hearings. ~,"",. ,t,,'~ ~',' In my opinion their wishes can best be served if this policy is put in resolution form. , " ", In substance they stated: 1. The number of public hearings will be limited to three on anyone agenda. 2. Ample time will be provided each and every person wishing to be heard at these public hearings. 3. The initial time permitted for each public hearing will be one hour, equally divided between those parties wishing to speak for and ag ainst the case. Additional time will be provided if needed in the following manner: a. After one hour the Commission will move to continue the public hearing to a date certain or to a later hour on the same evening by placing the item at the end of the agenda. It was also decided by the Commission that in the future the Staff would present to them the cases filed which are to be on their next agenda or which required a date of public hearing to be set. Another point concurred in by the Comm ission was that two standing comm ittees are to be created. One would be a Zoning Committee, the other a Subdivision Committee. These committees would be composed of three members of the Commission. They would be charged with reviewing items referred to them either by the Staff or by the Commission.
