OF CALIFORNIA STREET, FIFTH AVENUE
TO 145 FEET WEST OF SECOND AVENUE

WHEREAS, there was filed with this Commission on the 12th day of
March, 1965, the application of H. J. Woock, acting as agent for the
owners, for a zone change from Zone R-2 to Zone R-3 on property located
at 302, 303 and 309 South Second Avenue, 214, 220, 226, 230, 306, 314,
320, 326, 334, 402, 410, 420 and 434 California Street and 311 and 317
South Fifth Avenue in the City of Arcadia, County of Los Angeles, State of

California, more specifically described as follows:
Lots 19, 20 and 21 of Block 64t of the Santa Anita Tract;

The northerly 153.5 feet of Block 59 of the Santa Anita
Tract; and
Beginning at a point on the east right-of-way line of Third
Avenue, said point being 137.5 feet south of the southeast
corner of California and Third Avenue; thence easterly on
a line 137.5 feet south of and parallel to the south right-
of-way line of California Street, a distance of 120 feet
to a point; thence southerly on a line south of and per-
pendicular to the south right-of-way line of California
Street, a distance of 32.5 feet to a point; thence easterly
on a line south of and parallel to the south right-of-way
line of California Street, a distance of 150 feet to a
point; thence southerly on a line south of and perpendicular
to the south right-of-way line of California Street, a
distance of 40 feet to a point; thence easterly on a line
south of and parallel to the south line of California Street,
a distance of 150 feet to a point; thence northerly on a
line south of and perpendicular to the south right-of-way
line of California Street, a distance of 20 feet to a point;
thence easterly on a line south of and parallel to the south
right-of-way line of California Street, a distance of 391
feet to a point; thence southerly on a line south of and
perpendicular to the south right-of-way line of California
Street, a distance of 65 feet to a point; thence easterly
on a line south of and parallel to the south right-of-way
line of California Street, a distance of 79 feet to a point
on the west right-of-way line of Fifth Avenue; thence
northerly along the west right-of-way line of Fifth Avenue
to the southwest corner of California Street and Fifth Avenue;
thence westerly along the south right-of-way line of Cali-
fornia Street to the southwest corner of California Street
and Third Avenue, thence southerly along the east right-of-
way line of Third Avenue to the point of beginning; said
point being 137.5 feet south of the southeast corner of
California Street and Third Avenue;

WHEREAS, after due notice as required by the Zoning Ordinance of
said City, a public hearing was duly held on said application by and be-
fore this Commission on April 13, 1965, at which time all interested per-
sons were given a full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That the area of the proposed zone change consists
of approximately 5.8 acres and is presently in Zone R-2. The property
to the north, across California Street is zoned R-3; the property to the
east across Fifth Avenue is zoned R-l; the property to the south is zoned
.
R-2 and the property to the west is zoned R-3. The use of subject prop-
erty is a mixture of single-family and R-2 uses.
SECTION 2. That neither the public necessity, convenience,
general welfare or good zoning practice justify the requested reclassifi-
cation and this Commission therefore recommends to the City Council that
the requested reclassification be denied.
SECTION 3. The Secretary shall certify to the adoption of this
resolution and shall cause a copy to be forwarded to the City Council of
the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted at a
regular meeting of the City Planning Commission held on the 27th day

STREET, FIFTH AVENUE TO 145 FEET WEST OF SECOND AVENUE

The appl ication is filed in the name of H. J. Woock, acting as agent for the property
owners on the south side of California Street, between Fifth Avenue to a point 145 feet
west af Secand Avenue, The properties upon which a zone change is requested ore
commonly known as 302, 303, and 309 South Second Avenue, 214, 220, 226, 230,
306, 314, 320, 326, 334, 402, 410, 420, 434 California Street, and 311 and 317
South Fifth Avenue. These properties are illustrated on the attached map.
The application requests the City to change the existing R-2 zoning to R-3 in order
to allow the construction of apartments.
SUBJECT PROPERTIES AND SURROUNDING ZONING AND LAND USE
The area of the proposed zone change consists of approximately 5.8 acres.
All of the subject properties are presently in Zone R-2. The properties surrounding
the subject area are in the following zones:
A, Property to the north, across California Street - Zane R-3
B. Property to the east - across Fifth Avenue - Zone R 1, 6000 sq. ft.
C. Property to the south - Zone R-2
D. Property to the west - Zone R-3
The use of subject property is a mixture of single-family and R-2 uses. Ten of the
lots are used for single-family residential. The remaining eight lots are developed
with two or more units. (See attached map - Type of Structures).
The property to the east is zoned R-l, 6000 sq. ft. and is developed with a mixture
of single-family and R-2 uses. The exception to this area is a cul-de-sac development
with new single-family residences directly east of this subject area.
The same mixture of R-2 and single-family use also prevails in the R-2 zoned property
to the south. (See attached map - Type of Structures).
The R-3 property to the west is comprised of a mixture of R-I, R-2 and R-3 uses. The
area is, for the most part, developed with older R-l structures with some new apartments
being constructed.

The property to the north is substantially developed for multiple family use with
almost half the lots developed with apartment uses. The balance, with the exception
of three or four lots are developed with R-2 uses.
ANALYSIS:
Analysis of the subject application based upon surrounding zoning, land use, site
characteristics, good zoning and city objectives makes the recommendation of any
action a difficult task.
The surrounding land use and zoning is principally for multiple family use. The
subject applicotion is a request for increased residential density. The request in
many respects is compatible with surrounding zoning and land use in so much as the
zoning to the east and north is R-3.
The lot sizes of the subject area are generally larger than those R-2 lots north of
EI Dorado Street. In this respect the lots of the subject area are better suited far
R-3 development than the majority of R-2 lots immediately to the south.
Generally, the terminating af zone baundary with a street line is not gaod zoning
practice. In this case, we have R-2 and R-3 zoning on opposite sides of the street.
Both zone classifications are for multiple family use, although there are some
characteristics between R-2 and R-3 uses which are dissimilar.
One of the policies of the City of Arcadia has been to give careful consideration of
any further granting of R-3 zoning. It should be pointed out that there are many
large quantities of R-3 land still available for redevelopment.
RECOMMENDA nON:
Although the Planning Department recognizes there are good reasons, both for and
against granting the zone change request, it is the apinion of the Staff thatthe
advantages in the case of this 5.8 acre area outweigh the disadvantages and would
recommend the approval of application number Z - 65 - 3.

permitted in the proposed zone than for the purposes permitted in the present classification?

We feel this change would not be detrimental to the surrounding
property because of the fact we have lOO~ si~natures of the
property involved in this proposal and also it would unify all
