RESOLUTION NO. 541
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING
THE AMENDMENT OF THE REGULATIONS APPLICABLE TO
CERTAIN REAL PROPERTY ABUTTING LIVE OAK AVENUE :AND
L YNROSE STREET BETWEEN TYLER AVENUE AND LENORE
AVENUE UNDER ITS CLASSIFICATION IN ZONE D
(ARCHITECTURAL OVERLAY).
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA,' CALIFORNIA
DOES DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That the property hereinafter described was heretofore classified

in Zone C-M and also in Zone D, and by Resolution No, 3180 of the Arcadia City Council
adopted November 3, 1959 certain restrictions imposed upon said property under said Zone D.
That on November 24, 1964 this Commission determined that the public health, welfare and
convenience of the City of Arcadia and the inhabitants thereof required the consideration
of and the institution of proceedings for the purpose of holding hearings, receiving evidence,
considering and making recommendations concerning the amendment of the Zone D (Architectural
Overlay) imposed on the property hereinafter described, pursuant to which public hearings
were held, after due notice, by and before said Commission on January 12, 1965 and February
9, 1965, at which times all persons were given full opportunity to be heard and to present
evidence.
SECTION 2. That basic zoning of C-M, though not inappropriate of the
property hereinafter described, requires the retention of said property also in Zone D

(Architectural Overlay), and the retention of some of the architectural restrictions heretofore
imposed upon said property under said Zone D, the amendment of others, the elimination of
some and the imposition of additional architectural controls.
SECTION 3. That this Commission therefore recommends to the City
Council that the restrictions heretofore imposed upon the following described property
to-wit:

All those portions of Lots II ond 12, Western Two-Thirds Rancho San
Francisquito, as shown on map recorded in Book 42, pages 93 and 94,
of Miscellaneous Records of Los Angeles County, bounded on the
north by the southerly I ine of Live Oak Avenue; on the east by the
westerly I ine of Lenore Avenue; on the south by the northerly line
of Lynrose Street; and on the west by the easterly line of Tyler
Avenue; except those portions thereof described as follows:
PARCEL 1. Beginning at a point in the north line of Lynrose Street
(60 feet wide), said point also being in the north line of Tract No.
16917, as shown on map recorded in Book 386, pages 47 to 50, of
Maps, records of said County, distant North 80009' 15" East 200.57
feet from its intersection with the west line of said Lot 12; thence
North 80009' 15" East on said north line 246 feet to the beginning
of a curve concave to the northwest and having a radius of 15 feet;
thence northeasterly along said curve 23.56 feet; thence North
9050' 45" West along the west line of Lenore Avenue (80 feet wide),
170 feet; thence South 80009' 15" West 261 feet; thence South
9050' 45" East 185 feet to beginning.

PARCEL 2. Beginning at the intersection of the west line of said
Lot 12 with the north I ine of Lynrose Street (60 feet wide), sdid
north line being also the north line of Tract No. 16917 as shown
on map recorded in Book 386, pages 47 to 50, of Maps, records
of said County; thence North 80009' 15" East along the north
I ine of Lynrose Street 256,57 feet; thence North 90 50' 45" West
185 feet to the true point of beginning; thence North 90 50' 45"
West 194.66 feet to the south line of Live Oak Avenue (l00 feet
wide); thence North 80009' 15" East along said south line 180
feet; thence South 54050' 45" East 35.36 feet; thence South
9050' 45" East along the westerly line of Lenore Street 169.66
feet; thence South 800 09' 15" West 205 feet to the true point of
beginning.
PARCEL 3. Beginning at the intersection of the southerly line
of Live Oak Avenue (100 feet wide) with the easterly I ine of
Tyler Avenue (80 feet wide) as said intersection is shown on the
map of Tract No. 13623, recorded in Book 278, page 29, of
Maps, in the office of said county recorder; thence easterly
along said southerly line 140 feet; thence southerly parallel
with said easterly line 145 feet; thence westerly parallel with
said southerly line 140 feet to said easterly line; thence north'erly
along said easterly line to the point of beginning.

be amended and augmented to read as follows:
a. No building shall be erected nearer than twenty (20) feet from Live Oak
Avenue and Tyler Avenue, nor nearer than fifteen (15) feet from Farna Avenue, nor nearer
than fifty (SO) feet from Lynrose Street. Such minimum setback area along Live Oak Avenue,
Tyler Avenue and Forno Avenue shall be landscaped and maintained with plant materials, and
irrigated in perpetuity. Tlhe south five (5) feet of the property along Lynrose Street shall
be landscaped with plant materials, irrigated and maintained in perpetuity. A continuous
ornamental masonry wall not less than five (5) feet nor more than six (6) feet high shall be
constructed and maintained along a line parallel with and five (5) feet northerly from the
north line of Lynrose Street. All existing wall openings and curb cuts shall be closed along
. Lynrose Street. All masonry work on walls shall match existing walls in materials and color.
b. The exterior walls of all buildings, other than brick or natural field
materials, shall be of pastel colors. All exterior walls shall be of masonry or concrete constru-
ction and all construction shall comply with the requirements for buildings and occupancies
in Fire Zone 1.
c, Doors and windows on the street side of a building, except doors and
windows used exclusively for light and ventilation and opening directly into rooms used
exclusively for business offices, shall not comprise more than ten percent (10%) of the area
of the street side of the building. No rooms on the street side of any building shall be
used for storage, display or manufacturing purposes if more than ten percent (10%) of
the area of the street side of the building consists of doors or windows. No door for
. transporting materials or equipment into or out of the building may face a dedicated
street unless it is set back at least fifty (50) feet from the street.
d. No signs shall project above the roof line and the total area of all signs
shall not exceed one square foot for each lineal foot of building frontage on the street side.
There shall be no blinking lights or moving parts on any sign. All signs shall be mounted
flat against the front building facades, or on sign walls in the front yard.

e. Towers, chimneys, spires, gables, roof structures, flag poles, shall
not exceed a height of ten (10) feet above the roof of the main portion of the building.
f. Parking space shall be provided on the basis of one 8 ft. by 20 ft.
minimum size space for each 250 square feet of building floor area. Parking in the required
front yard shall not be permitted. All parking areas shall be paved, shall be located to the
rear or side of buildings, and shall be separated from adjacent properties or streets by a
masonry wall not less than five (5) feet nor more than six (6) feet high. All materials and
equipment stored outside of a building shall be stored at the side or rear of the main building,
shall be enclosed by a six (6) foot masonry wall, and no materials stored outside shall project
above the enclosing masonry wall, or be visible from publ ic rights-of-way. All refuse shall
be screened from public view by the construction of six foot (6 ft.) high walls on three sides.
g. All industrial and manufacturing operations shall be conducted within a
welled building,
h. All lighting shall be directed away from adjoining properties and streets.
Exterior light standards shall not exceed ten (10) feet in height.
i. Not over fifty percent (50%) of the land area of the property shall be
covered by buildings.
i. Curbs, gutters and sidewalks of 0 Five (5) foot minimum width sholl be con-
structed the full length of each parcel of property prior to or concurrent with the erection or
improvement of any structure on the respective parcel of land unless such curb, gutter or
sidewalk is existing and is in good condition.
k, Plan Review: Prior to the issuance of a building permit to alter, construct,
or reconstruct any structures, preliminary plans shall be submitted to and approved by the
Plenning Department. Such preliminary plans shall be drawn to scale and shall include the
following:

I. Adjacent streets and alleys,
2. Sidewalks, curbs, gutters and parkway trees,
3. Entire ownership af lot being developed,
4. Floor plan layaut of structures,
5. Accurate elevations of all building sides,
6. Completely dimensioned parking layout and circulation plan
for the entire aforedescribed area,
7. location and method of all exterior lighting,
8. londscape planting layout with all plant materials identified,
9. Method of irrigation,
10. Grading and drainage plan,
II. Locations and sizes of all signs to be located on the property,
12. Any other data the Planning Department indicates as necessary
to properly evaluate such plans.
(NOTE: All requirements in the conditions embodied in this Resolution shall be complied with
concurrent with the development of any additional property within the afaredescribed area. If
any changes are requested the plans shall be approved by the Planning Commission.
I. The Planning Commission or City Council may modify any of the aforegoing
canditions if such modification will not adversely affect property or improvements in the
vicinity and if such modification will equally accomplish substantially the same results as
will the adherence to the foregoing conditions.
SECTION 4. The Secretary shall certify to the adoption of this resolution and shall
cause a copy of the same to be forwarded to the City Council of the City of Arcadia.
