Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES March 2, 2023 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mazone called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Vice-Chairperson Nilo Salazar ROLL CALL OF COMMISSIONERS PRESENT: Robert Bolster, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, Donna Salter and Margaret Swope EXCUSED: Charlene Martinez A motion was made by Commissioner Salter seconded by Vice-Chairperson Salazar and unanimously carried to excuse Commissioner Martinez. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Salazar reported the Golden Senior Club members are happy to be able to return to the Assistance League, and the liability insurance for the use of their building has been resolved. Vice-Chairperson Salazar said the Club will be celebrating St. Patrick’s Day with lunch on March 16. Vice-Chairperson Salazar said the Club members not only enjoy Karaoke, but they also enjoy dancing and chair exercises at their meetings. Commissioner Swope reported the Friendship Club is happy to be able to meet up again at the Assistance League building. Commissioner Swope said one of the requirements is for every member to sign a liability waiver form. Commissioner Swope reported the Club is doing well, still playing bingo and everyone is looking forward to celebrating St. Patrick’s Day on March 15. Commissioner Salter reported she enjoyed the Chinese New Year event held at the Community Center. Commissioner Salter reported the next Day of Service will take place on Saturday, March 18, from 9am-3pm. Volunteers will be able to sort and bag all the donations of books the Assistance League received for Operation School Bell. Commissioner Penny mentioned her Southern California Gas bill was extremely high and asked if City Council is able to do anything regarding the matter. Council Member Sharon Kwan reported that in the last City Council Meeting, a representative from Southern California Gas Company reported one of the reasons the gas is much higher is due to the weather and the shortage of gas. Residents will see the cost decrease in the next billing cycle. Chairperson Mazone reported the Travelers Club held their board meeting on February 16 and their general meeting on February 24 with a small attendance due to the weather. At the Travelers Club general meeting, guest speaker Pam Strand from Premier Tours presented to everyone what to pack and what not to pack when going on a trip. Chairperson Mazone reported on upcoming trips. On May 6, the Club will take a day trip to Victoria Gardens where everyone can enjoy a theatrical experience followed by lunch. On May 11 and 12, Club members will be visiting Palm Springs. On May 31, club members will visit the Abraham Lincoln and Civil War Museum with Curt Tucker. In June, Club members will visit a few spots including San Diego on June 8, Aquarium of the Pacific on June 21, and the Nixon Library followed by lunch at Knott’s Chicken Dinner House. The next general meeting will be March 24 at 10am. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Sharon Kwan reported she has reminded people to turn in the Senior of the Year application which is due March 17. Council Member Kwan reiterated to everyone that a representative from Southern California Gas Company attended and reported at the last City Council Meeting that one of the reasons the gas was much higher in the past months was due to the weather and the shortage of gas. The representative stated that residents will see their cost decrease in the next billing cycle. Council Member Kwan reported residents who received a high gas bill can extend payment, however, they must first contact the gas company to set up a payment plan. Council Member Kwan said there are state and federal assistance programs to assist residents with this matter. After further discussion on Southern California Gas Company and the high gas utility bills residents and businesses received in the last month, Council Member Kwan said she would reach out to Southern California Gas Company to request budget numbers and more detailed information on the gas utility bill. 2. CONSENT CALENDAR a. Regular meeting minutes of February 2, 2023. AYES: Bolster, Mazone, Penny, Salter, and Salazar NOES: None ABSENT: Martinez ABSTAIN: Swope 3. REGULAR ITEMS a. Report of Recreation Supervisor Recreation Supervisor (RS) Gina Hernandez reported on the following events and programs for senior services. Table Tennis has become very popular at the Community Center, there are currently two table tennis tables available to play from 8am to 4pm, except during special events. Barriers will be provided soon for balls not to roll too far. In February 2023, AARP Tax Services assisted 115 seniors with their taxes. Taxes will only be processed until April 7. The annual Spring Fling will be held at the Arcadia Community Center on Friday, April 14 at 11:30am. The event includes lunch, music, dancing, a raffle, and dessert. Registration is now open and can be made online or in person. Musical Moments will be held on Friday, March 17 at 1pm, with guest band, Pasadena Scottish Pipes & Drums. They will talk about their instruments and play music. b. Report of Recreation and Community Services Director Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung reported the Recreation Department is selling Bunny Grams for $26. Bunny Grams can be purchased for family and friends and will be available for pick up on Saturday, April 1, from 10am to 12pm or 1:15-3:15pm. A picture with the Bunny is also included. ADRCS Cheung reported the Arcadia Parks Foundation is putting together a Community Campout on Saturday, April 29. Families will be able to camp out overnight on City Hall Lawn and will be able to enjoy dinner, activities and a movie. The campout ends Sunday at 10am. Registration can be made at www.arcadiaparks.org for $25 per person. ADRCS Cheung reminded everyone the deadline for Senior of the Year applications is due to Gina Hernandez on or before March 17. Once applications are received, the Senior Commission will review the applications and select the winner on April 6. The Rotary Club will not be sponsoring Senior of the Year this time, however, the City will acknowledge the winner at a City Council Meeting. The Department will take the winner out for a special lunch as well. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description of program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 412 Blood Pressure Check Free blood pressure check is available for our senior patrons every month on Tuesdays, from 10-11am in the Community Center Billiard Room. 9 Classes Exercise plays a vital role in health and wellness. Some of the classes offered are line dance, cardio plus, Zumba and more. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,663 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 22 Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 121 Visitors Monthly Revenue $378 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 12 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 2 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 5 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 45 Monday Dance Monday Dance is held the first, third, and fifth Monday of every month. This program provides a good element for senior participants and has a good ratio of male and female dancers. 183 Monthly Bus Pass Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 20 Notary Services Notary services are limited to three signatures or thirty minutes per appointment. Available the second and fourth Tuesday of each month. 4 Senior Meals Program A nutritious meal is provided Monday-Friday. For many seniors, this is the only hot meal they have daily. 1,579 Average/Day 68 Table Tennis Table Tennis is available Monday-Friday, from 8:30am-4pm. Seniors could drop in and play to exercise and socialize. 189 Tech Talk Tech Talk is a program provided for seniors who need assistance with their electronic devices. Volunteens are available the first and third Friday of the month from 4-5pm. 12 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 72 Senior Tax Program On Thursdays and Fridays, AARP Tax Aide volunteers assist seniors with Income Tax filing. This program is free for anyone 50 years and older with low to moderate income. 180 Free Senior Seminars Free seminars on various topics are available each month. The following topics were presented in March: Medicare 101, Wills & Trusts, USC Arcadia on Lymphedema and Wound Care. Seminars take place at the Community Center. 69 Musical Moments On March 17, The Pasadena Pipes and Drums from Pasadena performed for 44 seniors. They presented on their instruments and talked about the background of their music 44 Billiard Tournament On Tuesday, March 21, the annual Billiards Tournament was held with 16 seniors who participated in a single elimination 8- ball tournament. The winner received a gift card, a trophy and bragging rights for the year. 16 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering. The performers played the instruments and talked about the background of the music. Everyone enjoyed the snacks and presentation, and many said they would love to see them perform again. Billiards Tournament On Tuesday, March 21, Arcadia Senior Services held its annual Billiards Tournament. Sixteen seniors participated in a single elimination 8-ball tournament, where the winner received a gift card, a trophy, and bragging rights for the year.
