RESOLUTION NO. 1622
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, GRANTING CONDITIONAL USE PERMIT NO.
00-016 TO UTILIZE THE PROPERTY AT AN UNDEVELOPED LOT NORTH
OF 11745 AND 11765 CLARK STREET AS AN OUTDOOR BUS STORAGE
WHEREAS, on August 8, 2000, a Conditional Use Permit application was filed
by Foothill Transit to utilize an undeveloped lot for outdoor bus storage, Development
Services Department Case No. C.u.P. 00-016, at a property commonly known as an
undeveloped lot north of 11745 and 11765 Clark Street, more particularly described as
follows:
PARCEL 3:
LOTS 411 TO 416 INCLUSIVE, LOT E AND LOTS 653 TO 660 INCLUSIVE,
CHICAGO PARK TRACT, IN THE CITY OF ARCADIA, PER MAP RECORDED IN
BOOK 30 PAGE 100 OF MISCELLANEOUS RECORDS, IN THE OFFICE OF THE
COUNTY RECORDER OF SAID COUNTY, TOGETHER WITH THE
NOTHEASTERLY HALF OF DEARBORN STREET ADJOINING THE
SOUTHWESTERLY LINES SAID LOTS 653 TO 660 TITLE TO WHICH WOULD
PASS WITH A LEGAL CONVEYANCE OF SAID LAND, AS SAID PORTIONS OF
SAID ABOVE MENTIONED STREETS WERE VACATED BY RESOLUTION OF
THE CITY COUNCIL OF SAID CITY, A CERTIFIED COPY OF WHICH WAS
RECORDED DECEMBER 20, 1963 AS INSTRUMENT NO. 5996 OF SAID
COUNTY.
WHEREAS, a public hearing was held on October 10, 2000, at which time all
interested persons were given full opportunity to be heard and to present evidence;
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVE, AS FOLLOWS:
'SECTION 1. That the factual data submitted by the Development Services
Department in the attached report is true and correct.
SECTION 2. This Commission finds:
1. That the granting of such Conditional Use Permit wi]] not be detrimental to
the public health or welfare, or injurious to the property or improvements in such zone or
vicinity.
2. That the use applied for at the location indicated is a. proper use for which a
Conditional Use Permitis authorized.

3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, parking, loading, landscaping
and other features are adequate to adjust said use with the land and uses in the
neighborhood.
4. Thatthe site abuts streets and highways adequate in width and pavement type
to carry the kind of traffic generated by the proposed use.
5. That the granting of, such Conditional Use Permit will not adversely affect the
comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact on the
environment, and that based upon the record as a whole there is no evidence that the
proposed project will have any potential for an adverse effect on wildlife' resources or the
habitat upon which the. wildlife depends.
SECTION 3. That for the foregoing reasons this Commission grants a
Conditional Use Permit for an outdoor bus storage at an undeveloped lot north of 11745
and 11765 Clark Street upon the following conditions:
1. Installation of a Knox-box with keys in conformance with the Uniform Fire
.
Code.
2. The applicant shall at all times maintain the facility, and use and appearance
thereofin full compliance with all codes, standards, policies and regulations imposed by
the City, County, State or Federal Agencies with jurisdiction over the facility.
3. All water system installations are subject to inspection and approval ()f the
Arcadia Public Works Inspector, the Water Quality/Backflow Inspector, or their
designated representative.
4. Submit a Standard Urban Storm Water Mitigation Plan (SUSMP), subject to
the review and approval of Public Works Services.
5. Submit a street improvement plan to the existing unimproved right-of-way on
Kardashian Avenue for emergency access, subject to the review and approval of the City
Engineer.
6. Vines shall be grown on the exterior perimeter wall,enclosing the bus storage

area.
7. The submitted site plan shows a 10'-0" to 20'-0" wide landscape buffer for
. the area between the bus parking spaces and the perimeter decorative block wall for the
portion of the bus parking lot located in the City of Arcadia. Prior to issuance of any
permits the developer shall provide a landscape plan subject to the review and approval
of the Community Development Administrator. Landscaping shall be installed in
compliance with said plan prior to occupancy of this facility.
8. C.V.P. 00-016 shall not take effect until the property owner and applicant
have executed and filed the Acceptance Form that is available from the Development
Services Department to indicate awareness and acceptance of the conditions of approval.
9. Noncompliance with the provisions and conditions of this conditional use
permit shall constitute grounds for its immediate suspension or revocation.

SECTION 4. The Secretary shall certify to the adoption of this Resolution and
shall cause a copy to be forwarded to the City Council of the City of Arcadia.

SUMMARY
This Conditional Use Permit (C.U.P.) application was submitted by Ram K. Kumar to
operate a bus maintenance and administration facility for Foothill Transit on a parcel
of land encompassing both the City of Arcadia and the City of Irwindale.. The portion
of land in the City of Arcadia will be utilized as a bus parking lot, while the portion of
land in the City of Irwindale will accommodate the maintenance and administration
. buildings. The Development Services pepartment is recommending approval of
C.U.P. 00-016 and adoption of Resolutton No. 1622 granting the conditional use
permit subject to the conditions in this staff report.
GENERAL INFORMATION
APPLICANT: Ram K. Kumar (Principal with Kumar Consulting Services acting as
Project Manager)
LOCATION: An undeveloped lot north of 11745 and 11765 Clark Street
REQUEST: A Conditional Use Permit to operate a bus maintenance and
administration facility for Foothill Transit on a parcel of land
encompassing both the City of Arcadia and the City of Irwindale.
SITE AREA: 11.45 acres (1,26 acres Arcadia, 10.19 acres Irwindale)
FRONTAGES: 500 Feet on Peck Road (In Irwindale)

GENERAL PLAN DESIGNATION:
The site is designated as Industrial.
PROPOSAL & ANALYSIS
The applicant's proposal is to operate a bus maintenance and administration 'facility
on 11.45 acres of land encompassing both the City of Arcadia and the City of
Irwindale (1.26 acres Arcadia, 10.19 acres Irwindale). The portion offand in the City
of Arcadia is an undeveloped lot north of 11745 and 11765 Clark Street, that will be
utilized as a bus parking lot only. The proposed parking lot will be paved for outdoor
bus storage andwill be screened by a 6'-0" high decorative block wall. The site in
the City of Irwindale will be developed with multiple buildings containing
approximately 63,000 sq.ft. The buildings will be used for offices, a warehouse
facility, and maintenance building, as shown on the submitted site plan. The project
will not be a customer service site. .Buses will be disPOitched from this location to
their daily route, and commuter traffic is not anticipated. Foothill Transit has chosen
this site for their westside Bus Maint~nance Facility, to better serve ridership
throughout the San Gabriel Valley.
Parking will be provided on site for 156 buses (40 spaces located in Arcadia), 24
support vehicles, 225 employees and visitor vehicles. Vehicles and buses will enter
and leave the project site by a proposed new intersection on Peck Road controlled by
vehicle-activated traffic signals and will be aligned with an existing driveway on the
West Side of Peck Road. An emergency access is proposed along an unimproved
right-at-way on Kardashian Avenue to Clark Street. This is currently inaccessible to
through traffic and is fenced. The applicant would improve the right-of-way for
emergency access only.
Foothill Transit has obtained approval from the City ot Irwindale for the proposed use
and is awaiting approval from the City of Arcadia. An initial study was prepared by
Foothill Transit and on the basis of such a study a Mitigated Negative Declaration
was prepared and adopted by the Foothill Transit Executive Board in November of
1999. Staff has reviewed the overall proposal and does not foresee any significant
impact. The site's only direct access to the City of Arcadia is by a proposed
emergency access from Kardashian Avenue, which is to be utilized for emergency
only. The vehicle traffic generated by Foothill Transit will be on Peck Road, Ipcated
in the City at Irwindale, which will be mitigated by a proposed new intersection at the
Foothill Transit entrance per the Mitigated Negative Declaration.

The proposal for your consideration is an outdoor bus storage, which will be paved
and screened by a 6'-0. high decorative block wall. The bus parking lot will not be
visible from Clark Street and is accessible only by a proposed emergency access
from Kardashian Avenue.
The applicant shall be required to comply with all code requirements as determined
necessary by the Building Official, Fire Marshall, Maintenance Service Director and
Development Services Director.
CEQA
An initial study was prepared by Foothill Transit and on the basis of such a study a
Mitigated Negative Declaration was prepared and adopted by the Foothill Transit
Executive Board in November of 1999. The City of Irwindale's Planning Commission
on November 4, 1999 certified and adopted the Mitigated Negative Declaration (No.
99-1-ND) which has been prepared in compliance with the California Environmental
Quality Act of 1970.
RECOMMENDATION
The Development Services Department recommends approval of Conditional Use
Permit No. CUP 00-016 subject to the following conditions:

7. Approval of CUP 00-016 shall not take effect until the property owner and
applicant have executed and filed the Acceptance Form available from the
Development Services Department to indicate acceptance of the conditions of
approval.
FINDINGS AND MOTIONS
Approval
The Planning Commission should move to approve the Negative Declliration
and adopt Resolution No. 1622: A Resolution of the Planning Commission of
the City of Arcadia, California, granting Conditional Use Permit No. OO.Q16 to
utilize the property at an undeveloped lot north of 11745 and 11765 Clark Street
as a bus storage.
Denial
If the Planning Commission intends to deny this Conditiona.' Use Permit application,
the Commission should move for denial and direct staff to prepare a resolution which
incorporates the Commission's decision and specific findings.
