A RESOLUTION OF TIlE PLANNING COMMISSION OF TIlE CITY OF
ARCADIA, CALIFORNIA, GRANTING CONDmONAL USE PERMIT
NO. CUP 98-022 TO EXPAND AN EXISTING 1,400 SQ. FT. 6O-SEAT
RESTAURANT (SESAME GRILL) TO ACCOMMODATE SEATING FOR
20 MORE PEOPLE AND TO PROVIDE RESTROOM FACll..ITIES FOR
TIlE CUSTOMERS AT 308 E. HUNTINGTON DRIVE.
WHEREAS, on September 9, 1998, an application was filed by Mr. Alfred Yu to
expand an existing 1,400 sq. ft., 6O-seat restaurant (Sesame Grill) in the Arcadia Gateway
Centre to accommodate seating for 20 more people, and to provide restroom facilities for the
customers; Development Services Department Case No. CUP 98-022, at 308 E. Huntington
Drive, more particularly descn'bed as follows:
Parcell of Parcel Map 19433 in the City of Arcadia, County of Los Angeles,
Stl\te of California as recorded in Parcel Map Book 209, Pages 1 & 2 in the
Office of the County Recorder of Said County.
WHEREAS, a public hearing was held on October 13, 1998, at which time all
. interested persona were given full opportunity to be heard and to present evidence;
NOW, TIlEREFORE, TIlE PLANNING COMMISSION OF TIlE CITY OF
ARCADIA HEREBY RESOL YES AS FOLLOWS:
SECTION. 1. That the factua1 data submitted by the Development Services
Depal1ment in the attached report dated October 13, 1998 are true and correct.
SECTION 2. This Commission finds:
1. That the granting of the Conditional Use Permit will not be detrimental to the
public health or welfare, nor injurious to the property or improvements in the zone or vicinity.
2. That the use applied for at the location indicated is properly one for which
a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to accommodate
aaid use, and all yards, spaces, walls, fences, parkin& . loading, landscaping and other features
required to adjust aaid use with the land and uses in the neighborhood.
.4. That the site abuts streets and highways adequate in width and pavement type
to carry the kind of traffic generated by the proposed use.

5. That the subject property is designated for commercial use in the General Plan,
that the proposed use is consistent with that designation, and that the granting of the
Conditional Use Permit will not adversely affect the comprehensive general plan.
6. That the evaluation of the environmenta1 impacts as set forth in the initial study are
appropriate and that the project will have no significant effect upon the environment within the
meaning of the California Environmental Quality Act of 1970, and, when considering the
project as a whole, there was no evidence before the City that the proposed project would have
any potentially adverse effect on wildlife resources or the. habitat upon which wildlife depends,
and therefore, a Negative Declaration should be approved.
SECTION 3. That for the foregoing reasons this Commission approves Conditional
Use Permit No. CUP 98-022 to expand an existing 1,400 sq. ft., 60-seat restaurant (Sesame
Grill) in the Arcadia Gateway Centre to accommodate seating for 20 more people, and to
provide restroom facilities for the customers at 308 E. Huntington Drive, subject to the
foUowing conditions:
1. Seating sha1l be limited to a maximum of 80 people and the restaurant and the site
sha1l be maintained in a manner that is consistent with the application and plans submitted and
approved for CUP 98-022.
2. All City code requirements regarding accessibility, fire protection, occupancy, and
safety sha1l be complied with to the satisfaction of Building Services and the Fire Department
which may include, but is not limited to the foUowing items:
a. Two handicapped accessible restrooms.
b. The reataurant sha1l be equipped with a Frre Department Lock Box (Knox Box), a
centra1-station-monitored NFP A fire a1arm system, exit illumination, and exit doors with panic
hardware, and the area of the expansion sha1l be equipped with Quick Response fire sprinkler
heads.
c. Occupancy Load Signs and an approved seating plan sha1l be provided at locations
to be determined by the Fire Department.
3.. Approval of CUP 98-022 sha1l not take effect until the property owner and
applicant have executed and filed the Acceptance Form available from the Development
Services Department to indicate acceptance of the conditions of approval.

4. All conditions of approval sha1l be complied with prior to completion and use of the
expansion area. Noncompliance with the plans, provisions and conditions of CUP 98-022 sha1l
be grounds for immediate suspension or revocation of any approvals that could result in the
closing of the restaurant.
SECTION 4. The decision, tindif1gl\ and conditions of approval contained in this
Resolution reflect the Planning Commission's action of OCtober 13, 1998, by the following
vote:
AYES: Commissioners Bruckner, Huang, Murphy, Sleeter and Kalemkiarian
NOES: None
SECTION 5. The Secretary sha1l certify to the adoption of this Resolution and sha1l
C8USea copy to be forwarded to the City Council of the City of Arcadia.

SUBJECT: Conditional Use Permit No. CUP 98-022 to expand an existing 1,400 sq. ft.
60 seat restaurant (Sesame Grill) to accommodate seating for 20 more people.
SUMMARY
This Conditional Use Permit application was submitted by Mr. Alfred Yu, the proprietor of
Sesame Grill, to expand the restaurant in the Arcadia Gateway Centre at 308 E. Huntington
Drive. The expansion is to accommodate 20 more seats for a total of 80 seats, and to provide
restroom facilities for the customers. The Development Services Department is recommending
approval subject to the conditions listed in this report.
. GENERAL INFORMATION
APPLICANT: Mr. Alfred Yu
LOCATION: 308 E. Huntington Drive
REQUEST: A Conditional Use Permit to expand an existing 1,400 sq. ft.,
60 seat restaurant (Sesame Grill) in the Arcadia Gateway Centre
to accommodate seating for 20 more people, and to provide restroom
facilities for the customers.
SITE AREA: 9.11 acres
FRONTAGES: 874.08 feet along Huntington Drive and 426.46 feet along Fifth Avenue.
EXISTING LAND USE & ZONING:
The site (Arcadia Gateway Centre) is developed with 3 office buildings,
2 restaurants, a multi-tenant retail building, a 235 space parking structure,
and 586 surface parking spaces. The property is zoned CPD-l
(Commercial Planned Development) and is located within the Arcadia
Redevelopment Area.

North: Hotels and restaurants- zoned CPD-l
South & West: Railroad right-of-way - UDZOned
East: 3-story office building - zoned CPD-l & across Fifth Ave. is a public
storage facility in the City of Monrovia
GENERAL PLAN DESIGNATION: The site is designated as Commercial

BACKGROUND
The Arcadia Gateway Centre was built in the late 19805. Several Conditional Use Permits and
Modifications have been granted to allow for the current tenant mix and parking supply. Most
recently, the Planning Commission and City Council approved CUP 97-010 for the Starbucks
Coffee Shop at the western end of the one-story retail building.
The one-story retail building, in which the Sesame Gri1I Restaurant is located, is situated in the
westerly comer of the Arcadia Gateway Centre. There are approximately 115 parking spaces
in the area adjacent to this retaiI.buiIding. It is currently occupied by the following uses:

CUP 98-021 is also scheduled for consideration at this meeting for a B1's Chicago Style Pizza,
Gri1I & Brewery to occupy the former Bennigan's Restaurant to the east, across the main
driveway of the Arcadia Gateway Centre.
PROPOSAL & ANALYSIS
The applicant currently operates the 1,400 sq. ft. Sesame Gri1I Restaurant that has seating for
60 people. The applicant is proposing to expand the restaurant by taking space from the
. adjacent Sign Depot shop to accommodate an additional 20 seats., and to provide a more

spacious envirODment for his restaurant, as well as restrooms for the customers that can be
accessed without going through the kitchen. The service hours will continue to be 11 :00 a.m.
to 8:00 p.m., Monday through Saturday.
Of the 821 total parking spaces at the Arcadia Gateway Centre, approximately 115 surface
parking spaces are adjacent to the one-story retail building. The Development Services
Department has reviewed this proposal and does not think that an additional 20 seats for the
subject restaurant will result in a parking problem.
Staff's opinion is that the additional space and the provision of handicapped restrooms will
make for a more comfortable dining experience. The restrooms will also enable this
establishment to qualify for Iicen~il1g to serve alcoholic beverages. The restrooms and the
ability to serve wine are amenities that the applicant's customers have been requesting for
some time.
CEOA
Pursuant to the provisions of the California Environmental Quality Act, the Development
Services Department has prepared an initial study for the proposed project. Said initial study
did not disclose any substantial or potentially substantial adverse change in any of the physical
conditions witliin the area affected by the project including land, air, water, minerals, flora,
fauna, ambient noise and objects of historical or aesthetic significance. When considering the
record as a whole, there is no evidence that the proposed project will have any potential for
adverse effect on wildlife resources or the habitat upon which the wildlife depends. Therefore,
a Negative Declaration has been prepared for this project.
RECOMMENDATION
The Development Services Department recommends approval of Conditional Use Permit No.
CUP 98-022 subject to the following conditiOns:
1. Seating sha11 be limited to a maximum of 80 people and the restaurant and the site sha11 be
maintained in a manner that is consistent with the application and plans submitted and
approved for CUP 98-022.
2. All City eode requirements regarding accessibility, fire protection, occupancy, and safety
sha11 be complied with to the satisfaction of Building Services and the FIre Department
which may include, but is not limited to the following items:

. EVALUATION OF ENVIRONMENTAL IMPACTS:
1, A brief explanation is required for all answers except "No Impact" answers that are
adequately supported by the information sources a lead agency cites in the parentheses
following each question. A "No Impact" answer is adequately supported if the ref~ced
information sources show that the impact simply does not apply to projects such as the one
