PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES April 6, 2023 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mazone called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Chairperson Mazone ROLL CALL OF COMMISSIONERS PRESENT: Charlene Martinez, Marilyn Mazone, Nilo Salazar, Donna Salter and Margaret Swope EXCUSED: Kathrynn Penny ABSENT: Robert Bolster A motion was made by Chairperson Mazone seconded by Commissioner Salter and unanimously carried to excuse Commissioner Penny. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Salazar reported the Golden Senior Club members celebrated an early Easter on April 6. Vice-Chairperson Salazar reported everyone is happy to be able to return to the Assistance League facility. Vice-Chairperson Salazar said Club members meet each week at 11am. Club members also celebrated St. Patrick’s Day on March 16 and birthdays on March 30. Vice-Chairperson Salazar said everyone enjoys singing karaoke, dancing, and chair exercises while they are there. Commissioner Martinez reported the Assistance League had a play day on March 24. Club members were able to choose to walk for three miles, play bunco, or play bridge followed by lunch. On March 28, the Club welcomed guest speaker, Peter Siberell, Director of Community Services and Special Projects from Santa Anita Park. Mr. Siberell spoke about the history of the racetrack and concluded his speech by giving members of the Club free tickets to the racetrack. Commissioner Martinez reported the next Day of Service themed “Next Step,” will take place on May 7 at 1pm. Duffel bags will be filled with blankets, towels, hygiene items and more. The bags will be donated to the Sycamores and Trinity Youth Services. Commissioner Swope reported the Friendship Club is doing well, happy to be meeting again and happy to celebrate St. Patrick’s Day on March 15. Chairperson Mazone reported the Travelers Club held their board meeting on March 16 and their general meeting on March 24 with guest speaker Curt Tucker from Tucker Tours. Chairperson Mazone reported on upcoming trips. On June 29, the Club will take a day trip to the Nixon Library followed by lunch at Knott’s Chicken Dinner House. On July 3, Travelers will attend the Hollywood Bowl to watch the Beach Boys perform. After the show there will be fireworks. On July 13, a trip to the Reagan Museum will take place for the west coast premiere of Auschwitz. On July 27, Travelers can enjoy nature on a boat, around Cachuma Lake followed by lunch at the Cold Spring Tavern. The next general meeting will be held on April 28. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. CONSENT CALENDAR a. Regular meeting minutes of March 2, 2023. Recommended Action: Approve It was moved Chairperson Mazone seconded by Commissioner Salter and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Mazone, Salter, Salazar, and Swope NOES: None ABSENT: Bolster, Penny ABSTAIN: Martinez 3. REGULAR ITEMS a. Senior of the Year Selection Senior Citizen Commissioners received 14 community nominations for the 2022 Senior of the Year. After a group discussion and careful consideration, a vote was made. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung announced the honoree for the 2022 Senior of the year is Marilyn Daleo. The City Council will present Marilyn with a plaque on May 2, 2023, at the City Council Meeting. Chairperson Mazone along with Marilyn Daleo, a guest of Marilyn, and Recreation Supervisor (RS) Gina Hernandez will honor Marilyn Daleo by having lunch on May 3. Lastly, Marilyn Daleo’s name will be added to the Senior of the Year City plaque located at the Community Center. b. Recreation Supervisor (RS) Gina Hernandez Recreation Supervisor (RS) Gina Hernandez reported on the following events and programs for Senior Services. During the month of March, 180 seniors had their taxes completed and filed by AARP Volunteer Tax Aides. Free senior seminars continue to be offered and are well attended each month. Some examples of seminars are Wills & Trust, Medicare 101, Lymphedema and Wound Care. RS Hernandez spoke about March events such as Musical Moments and the Billiard Tournament with 16 participants in a single elimination 8-ball tournament. The winner received a gift card and bragging rights for the year. RS Hernandez reported there are more events coming soon. On Friday, April 14, the annual Spring Fling will be held with a Great Gatsby theme and includes a catered lunch, photo booth, refreshments, raffle, dancing, and live music. On April 28, the Bunco event will take place and includes lunch, refreshments, and prizes. c. Report of Recreation and Community Services Director ADRCS Cheung reported the Taste the Town program is returning. The first Taste the Town will be at Sesame Grill Restaurant with a limit of 30 people. ADRCS Cheung followed up with an item from the previous meeting. Mayor Paul Cheng mailed a letter to Southern California Gas Company requesting information on high gas bills and will notify the Commission once a response is received. ADRCS Cheung spoke to Commissioners about when their term will expire. Lastly, ADRCS Cheung handed everyone a flyer for the Tribute to Veterans and Military Families event on Saturday, May 27, at the Arcadia County Park from 10am to 2pm. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description of program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 489 Blood Pressure Check Free blood pressure check is available for our senior patrons every month on Tuesdays, from 10-11am in the Community Center billiard room. 14 Classes Exercise plays a vital role in health and wellness. Some of the classes offered are line dance, cardio plus, Zumba and more. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,696 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 29 Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 120 Visitors Monthly Revenue $302 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 18 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 2 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 5/4 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 60 Monday Dance Monday Dance is held the first, third, and fifth Monday of every month. This program provides a good element for senior participants and has a good ratio of male and female dancers. 179 Monthly Bus Pass Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 7 Notary Services Notary services are limited to three signatures or thirty minutes per appointment. Available the second and fourth Tuesday of each month. 8/8 Senior Meals Program A nutritious meal is provided Monday-Friday for senior citizens who are on a fixed income. For many seniors, this is the only hot meal they have on a daily basis. 1,391 Average/Day 73 Table Tennis Table Tennis is available Monday-Friday, from 8:30am-4pm. Seniors could drop in and play to exercise and socialize. 211 Tech Talk Tech Talk is a program provided for seniors who need assistance with their electronic devices. Volunteens are available the first and third Friday of the month from 4-5pm. 8/8 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 78 Senior Tax Program On Thursdays and Fridays, AARP Tax Aide volunteers assist seniors with Income Tax filing assistance. This program is free for anyone 50 years and older with low to moderate income. 65 Free Senior Seminars Free seminars on various topics are available each month. The following topics were presented in April: Medicare Terminology Bingo, Scams, USC Arcadia on Anti-inflammatory Foods & Diet. Seminars take place at the Community Center. 69 Annual Spring Fling On April 14, the annual Spring Fling event took place with 82 people in attendance. This year’s theme was Great Gatsby, and everyone came in wearing their best attire as they walked down the red carpet. The event included catered Italian food, photo booth, raffle, beautiful decorations, dancing, and live music. 82 Bunco Bunco was held on Friday, April 28 with a Honey Bee theme. The winner took home a $50 gift card to the Cheesecake Factory. Bunco includes eight games, raffles, lunch, and refreshments. There were 40 registered participants. 40 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering.
