RESOLUTION NO. 1577
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, APPROVING CONDmONAL USE PERMIT
NO. CUP 98-017 AND ARClllTECTURAL DESIGN REVIEW NO.
ADR 98-018 FOR A CELLULAR TELECOMMUNICATIONS FACILITY
AND A 45-FOOT TALL MONOPOLE ANTENNAE STRUCTURE AT
12340 LOWER AZUSA ROAD.
WHEREAS, on June 29, 1998, an application was filed by Airtouch Cellular to
establish a cellular telecommunications facility and a 45-foot tall monopole antennae structure;
Development Services Department Case Nos. CUP 98-017 and ADR 98-018, at 12340 Lower
Azusa Road, more particularly described as follows:
Parcel I of Parcel Map No. 17535 in the City of Arcadia, County of Los
Angeles, State of California, as recorded in Map Book 186, Pages 38, 39 & 40
in the Office of said County Recorder.
WHEREAS, a public hearing was held on August II, 1998, at which time all interested
persons were given full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Development Services
Department in the attached report is true and correct.
SECTION 2. This Commission finds:
1. That the granting of the Conditional Use Permit will not be detrimental to the
public health or welfare, nor injurious to the property or improvements in the zone or vicinity.
2. That the use applied for at the location indicated is properly one for which
a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to accommodate
said use, and all yards, spaces, walls, fences, parking, loading, landscaping and other features
required to adjust said use with the land and uses in the neighborhood.
4. That the site abuts streets and highways adequate in width and pavement type
to carry the kind of traffic generated by the proposed use.

S. That the subject property is designated for industrial use in the General Plan, that
the proposed use is consistent with that designation, and that the granting of the Conditional
Use Permit will not adversely affect the comprehensive general plan.
6. That the evaluation of the environmental impacts as set forth in the initial study are
appropriate and that the project will have no significant effect upon the environment within the
meaning of the California Environmental Quality Act of 1970, and, when considering the
project as a whole, there was no evidence before the City that the proposed project would have
any potentially adverse effect on wildlife resources or the habitat upon which wildlife depends,
and therefore, a Negative Dec1aration should be approved.
SECTION 3. That for the foregoing reasons this Commission approves Conditional
Use Permit No. CUP 98-017 and Architectural Design Review No. ADR 98-018 to establish a
cellular telecommunications filciIity and a 4S-foot tall monopole antennae structure at
12340 Lower Azusa Road, subject to the fonowing conditions:
1. The cellular installation and the site shaI1 be constructed and maintained in a
manner that is consistent with the proposal and plans submitted and approved for CUP 98-017
and ADR 98-018. The monopole antennae structure shaI1 be finished in a manner that is
consistent with the other installation at this site, and the new trash enclosure shaI1 match the
existing enclosure. The final finish scheme shaI1 be reviewed and approved by the Community
Development Administrator.
2. All City code requirements and policies regarding accessibility, civil engineering,
construction, fire protection, maintenance of public filciIities, plan checking, safety, and utility
services shaI1 be complied with to the satisfaction of the various City Departments.
3. Approval of CUP 98-017 and ADR 98-018 shaI1 not take effect until the property
owner and applicant have executed and filed the Acceptance Form available from the
Development Services Department to indicate acceptance of the conditions of approval.
4. All conditions of approval shall be satisfied prior to completion and operation of
the new cellular installation. Noncompliance with the plans, provisions and conditions of
CUP 98-017 and ADR 98-018 shaI1 be grounds for immediate suspension or revocation of any
approvals, which could result in cessation of operation and removal of the installation.

SECTION 4. The decision, findings, and conditions of approval contained in this
Resolution reflect the Planning Commission's action of August 11, 1998, by the following
vote:
AYES: Commissioners Huang, Murphy, Sleeter and Bruckner
NOES: None
ABSENT: Commissioner Kalemkiarian
SECTION 5. The Secretary shall certifY to the adoption of this Resolution and shall
cause a copy to be forwarded to the City Council of the City of Arcadia.

SUMMARY
The Conditional Use Permit and Architectural Design ReView applications were submitted by
Airtouch Cellular to establish a cellular telecommunications facility and erect a 45-foot tall
monopole antelllllle structure within the existing self-storage facility at 12340 Lower Azusa Road.
The Development Services Department is recommending approval subject to the. conditions listed
in this report.
GENERAL INFORMATION
APPUCANT: Airtouch Cellular
LOCATION: 12340 Lower Azusa Road
REQUEST: A Conditional Use Permit and Architectural Design Review for a cellular
telecommunications facility and a 45-foot tall monopole antennae structure.
SITE AREA: 126,324 sq. ft. (2.90 acres)
FRONTAGES: 968.30 feet along Lower Azusa Road
GENERAL PLAN DESIGNATION: Industrial
EXISTING LAND USE & ZONING:
The site is improved with a self-storage facility and a cellular telecommunications
facility with a 50-'foot tall monopole antennae structure for Cox California PCS.
The site is zoned M-2.

North: Quany zoned M-2
South: Vacant parcel zoned M-2; and single-family residential in El Monte
East: San Gabriel River with recreational and agricultural activity in Irwindale
West: Quarry zoned M-2
BACKGROUND
Communication equipment facilities are permitted in any zone with a Conditional Use Permit
(Sec. 9275.1.11). The proposed location is at an existing self-storage facility. The subject
property is zoned M-2 for industrial uses.
The subject site was developed in 1986 with a 62.800 sq. ft. self-storage facility. In 1996, Cox
California PCS was granted approval of CUP 96-007. Variance 96-003 and ADR 96-013 for a
cellular telecommunications facility with a 50-foot tall monopole antennae structure at the north
end of the subject property. The Cox California PCS facility required a variance because the
height limit for structures and ancillaIy equipment in the M-2 zone is 45 feet.
Cellular telecommllnicationsare established on a network basis. The overlapping of networks by
competing cellular companies is a common situation. Such overlapping can sometimes result in a
proliferation of antennae structures in an area. This proposal will be the second cellular monopole
antennae structure in the subject area.
PROPOSAL & ANALYSIS
The proposal is to house the telecommunications equipment in one of the. existing self-storage
units and connect it to a 45-foot tall steel monopole with underground conduit. The monopole
will support 21 directional and 3 microwave antennae. Also included are 3 small synchronization
antennae on top of the storage unit.
This installation will allow for wireless interconnects with other communications facilities in the
area and allow for an independent communication network that will be able to function even if
electrical service is discontinued during an emergency.
Site Selection
The need for a cellular instal1ation is determined by the amount of cellular activity in an area and
the distances between other installations. To establish a network, distances between installations
are determined on the basis of signal range and quality. The proposed installation is necessary to
provide adequate signal generation for the cellular activity in this area.
In selecting a location for a new installation, a "Search Ring" is established within which the new
installation must be located. Ideally. the new installation would be at the center of the search ring.
For practical purposes, commercial and industrial sites are considered first. The applicant has

determined that the proposed location is adequate for their needs. The impacts upon surrounding
properties will be minimal.
Site Improvements & Architectural Deshm Review
The location for the proposed telecommunications equipment is a comer unit of the self-storage
facility. The monopole will be located approximately 30 feet behind the main entrance gate to the
self-storage facility, which will be approximately 95 feet from Lower Azusa Road. The monopole
will be adjacent to the south wall of a storage building. The equipment will be connected to the
antennae by an underground conduit.
The monopole will support 3 panels in a triangular configuration. Each panel will have
7 directional antennae. There will also be 3, 4-foot diameter microwave antennae on the
monopole below the cellular panels. In addition, the applicant is providing an additional trash
enclosure adjacent to an existing trash enclosure.
Architectural considerations for the proposed installation are limited. The color of the monopole
has not been indicated. For other installations, a light blue-gray finish has been used which helps
the monopole blend into the surroundings. The additional trash enclosure should be constructed
and finished to match the existing enclosure. The entrance area to the storage facility is
adequately landscaped.
. CEOA
Pursuant to the provisions of the California Environmental Quality Act, the Development Services
Department has prepared an initial study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse change in any of the physical conditions
within the area affected by the project including land, air, water, minerals, flora, fauna, ambient
noise and objects of historical or aesthetic significance. When considering the record as a whole,
there is no evidence that the proposed project will have any potential for adverse effect on wildlife
resources or the habitat upon which the wildlife depends. Therefore, a Negative Declaration has
been prepared for this project.
RECOMMENDATION
The Development Services Department recommends approval of Conditional Use Pennit No.
CUP 98-017 and Architectural Design Review No. ADR 98-018, subject to the following
conditions:
1. The cellular installation and the site shall be constructed and maintained in a manner that is
consistent with the proposal and plans submitted and approved for CUP 98-017 and
ADR 98-018. The monopole antennae structure shall be painted to blend in with the
surrounding elements, and the new trash enclosure shall match the existing enclosure. The
final finish scheme shall be reviewed and approved by the Community Development
Administrator.

EVALUATION OF ENVIRONMENTAL IMPACTS:
1. A brief explanation is required for all answers except "No Impact" answers that are
adequately supported by the information sources a lead agency cites in the parentheses
following each question. A "No Impact" answer is adequately supported if the referenced
information sources show that the impact simply does not apply to projects such as the one
involved (e.g., the project is not within a fault rupture zone). A "No Impact" answer should
be explained where it is based on project-specific faetors as well as general standards
(e.g., the project will_not expose sensitive receptors to pollutants, based on a project-specific
screening analysis).
2. All answers must take account of the whole action involved, including off-site as well as
on-site, cumulative as well as project-level, indirect as well as direct, and construction related

Project Site Characteristics
The site is currently developed with a Self Storage Facility, and is zoned M-2.There are
seven separate 12 ft high storage buildings on the site totaling approximately 75,000 sq.
ft. The remainder of the 2.9 acre site is paved, with the exception of landscaped areas
located at the main entrance to the facility and along the 900 foot, 16 ft. wide frontage
strip bordering Lower Azusa Road on the north side of the site. Landscaping in the
aforementioned areas consists. of lawn, low shrubs and some 20 ft. high trees. Topography
of the site is flat and the soil is stable.
The plants at the site appear healthy with no distress signs that would indicate adverse
environmental conditions or soil contamination. No animal life is evident on the areas
adjacent to the site. A survey of the adjacent property and associated public records for
the area reveals that there are not any evident historical, cultural or scenic aspects to
consider at this site.

Surrounding Property Characteristics
The proposed AirTouch lease site at 12340 Lower AzusaRoad is located within the
existing 2.9 acre Public Storage property, bordered on the north by Lower Azusa Road
beyond which is an M-2 zoned area occupied by a quarry pit in the City of Arcadia.
Located immediately to the south of the AirTouch lease site is a vacant M-2 Zoned
property which extends for 780 ft. to the south beyond which is Single Family Residential
in the City of El Monte.
To the East of the proposed site is the San Gabriel River and agricultural use in the City
of Irwindale.
To the west of the proposed AirTouch site is a quarry pit zoned M-2 in the City of
Arcadia.
The area to the north west of the site has a row of mature trees 20 ft. to 30 ft. high trees
and shrubs located along the north side of Lower Azusa Road screening the quarry pit.
Adjacent vacant areas to the site on the south, east and west area are partially covered
with native grasses and small native bushes and plants.
The plants and grasses in the areas adjacent to the site appear healthy with no distress
signs that would-indicate adverse environmental conditions or soil contamination. No
animal,life is evident immediately adjacent to the site. A survey of the adjacent property
and associated public records for the area reveals that there are not any evident historical,
cultural or scenic aspects to consider on the areas adjacentto this site.
