RESOLUTION NO. 1680
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA. CALIFORNIA, APPROVING CONDmONAL USE PERMIT NO.
02-017 TO OPEN AN INDOOR ROCK CLIMBING GYM AT 305 N. SANTA
ANITA A VENUE, UNIT B.
WHEREAS, on August 12, 2002, a conditional use pennit application was
filed by Jungle Gym Rock Climbing, LLC to open an indoor rock climbing gym
(Development Services Department Case No. C.U.P. 02-017) at property commonly
known as 305 N. Santa AnitaAvenue, Unit B; and
WHEREAS, a public hearing was held on September 24, 2002, at which time all
interested persons were given full opportunity to be heard and to present evidence.
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Development Services
.
Department in the attached report is true and correct.
SECTION 2. This Commission finds:
I. That the granting of such Conditional Use Pennit will not be detrimental to
the public health or welfare, or injurious to the property or improvements in such zone or
vicinity because the initial study did not disclose any substantial adverse effects to the
area affected by the proposed project.
2. That the use applied for at the location indicated is a proper one for which a
Conditional Use Pennit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, waIls, fences, loading, landscaping and other
features including the shared parking with the neighboring business. are adequate to
adjust said use with the land and uses in the neighborhood. The proposed project
complies with all related zoning requirements as set forth in the Arcadia Municipal Code.
4. That the site abuts streets and highways adequate in width and pavement type
to carry the kind of traffic generated by the proposed use.

5. That the granting of such Conditional Use Permit will not adversely affect the
comprehensive General Plan because the land use and current zoning are consistent with
the General Plan.
6. That the use applied for will not have a substantial adverse impact on the
environment, and that based upon the record as a whole there is no evidence that the
proposed project will have any potential for an adverse effect on wildlife resources or the
habitat upon which the wildlife depends.
SECTION 3. That for the foregoing reasons this Commission grants Conditional
Use Permit No. CUP 02-017, to open an indoor rock climbing gym, upon the following
conditions:
I. The maximum number of patrons at anyone time shall be limited to 25.
2. The use approved by CUP 02-017 is limited to the indoor rock climbing gym.
The gym shall be operated and maintained in a manner that is consistent with the proposal
and plans submitted and approved for CUP 02-017.
3. A separate sign design review application shall be.submitted for all new signs
on the premises.
4. The applicant shall defend, indemnify, and hold harmless the City of Arcadia
and its officers, employees, and agents from and against any claim, action, or proceeding
against the City of Arcadia, its officers, employees or agents to attack, set aside, void, or
annul any approval or condition of approval of the City of Arcadia concerning this project
and/or land use decision, including but not limited to any approval or condition of
approval of the City Council, Planning Commission, or City Staff, which action is
brought within the time period provided for in Government Code Section 66499.37 or
other provision of law applicable to this project or decision. The City shall promptly
notify the applicant of any claim, action, or proceeding concerning the project and/or land
use decision and the City shall cooperate fully in the defense of the matter. The City
reserves the right, at its own option, to choose its own attomey to represent the City, its
officers, employees, and agents in the defense of the matter.
5. All conditions of approval shall be complied with prior to opening the indoor
rock climbing gym. Noncompliance with the plans, provisions and conditions of

approval for CUP 02-017 shall be grounds for immediate suspension orrevocation of any
approvals, which could result in the closing of the gym.
6. Approval of CUP 02-017 shall not take effect until the property owner(s), and
applicants have executed and filed the Acceptance Form available from the Development
Services Department to indicate awareness and acceptance of these conditions of
approval.
SECTION 4. The decision, findings and conditions contained in this Resolution
reflect the Commission's action of September.24, 2002, and the following votes:
A YES: Commissioners Baderian, Wen, Hsu, and Olson.
NOES: Commissioner Lucas
SECTION 5.
The Secretary shall certify to the adoption of this
Resolution and shall cause a copy to be forwarded to the City Council of the City of
Arcadia.

SUBJECT: Conditional Use. Permit Application No. CUP 02-017 for a rock climbing
gym at 305 N. Santa Anita Avenue, unit B.
SUMMARY
This Conditional Use Permit application was submitted by Jungle Gym Sport Climbing,
LLC, to open a rock climbing gym at 305 N. Santa Anita Avenue, unit B. The
Development Services Department is recommending approval of this application,
subject to the conditions listed in this report.

GENERAL INFORMATION
APPLICANT: Jungle Gym Sport Climbing, LLC (lessee)
LOCATION: 305 N. Santa Anita. Avenue, unit B
REQUEST: A Conditional Use Permit for an indoor rock climbing gym in a 6,000
sq. ft. warehouse in a C-MI Commercial-Manufacturing zone.
Proposed hours of operation are 12:00 noon to 10:00 p.m., Monday
through Thursday, and 12:00 noon to 8:00 p.m., Friday through
Sunday.
SITE AREA: 68,258 square feet (1.57 acre)
FRONTAGES: 235 feet along Santa Anita Avenue
291 feet along St. Joseph Street
235 feet along Rolyn Place

The site is bounded by Santa Anita Avenue to the east, St. Joseph

GENERAL PLAN DESIGNATION:
Mixed Use (CommerciaVlndustrial)
BACKGROUND
On April 15, 2002, a business license was issued to the applicant for the manufacturing,
warehousing and wholesaling of holds made for rock climbing walls. Tenant
improvements of the warehouse include climbing walls for the testing of the holds. The
applicant intends to open the use of the climbing walls to the public.
Section 9275.1.32 of the Arcadia Municipal Code allows public recreation centers In any
zone, subject to a Conditional Use Permit.
PROPOSAL AND ANALYSIS
The proposal is to open an indoor rock climbing gym in a 6,000 sq.ft. industrial building,
of which 1,000 sq.ft. would remain for warehousing purposes. The proposed hours are
12:00 noon to 10:00 p.m., Monday through Thursday, and 12:00 noon to 8:00 p.m.,
Friday through Sunday. Employees include one manager and two staff members.
This will be a members-only facility with the exception of occasional birthday parties,
and "guest passes". The applicant estimates a maximum of 10"15 members at anyone
time, with a total of 30 visits per day. The majority of the activity is estimated to occur
during the evenings, since most patrons will likely visit the facility after regular work
hours. The applicant will operate on a reservation basis, if necessary, to limit the
number of member visits.
Parkinq
By code, a recreational center such as a climbing gym is required to provide 1 space
per 35 sq.ft. of activity floor area. Under this regulation, the proposed 5,000 sq.ft. of
climbing gym area would require 143 parking spaces. Combined with the 1,000 sq.ft.
warehouse use which requires 2 spaces, (per 1,000 sq.ft.), the total number of parking
spaces required would be 145.

There are 78 parking spaces on the site. Based on the code requirements, the existing
uses require 102 parking spaces. There is a deficiency of 24 spaces. The proposed
climbing gym would increase the parking deficiency to 157 spaces. However, the
applicant estimates a maximum of 10-15 at any given time,. and will require
reservations, if necessary. to regulate the members visiting at any time.

With the exception of the restaurant, the business hours of the offices on the subject
site end at 5:00 p.m. Therefore, many of the parking spaces will become available after
that time, which coincides with the anticipated peak hours for the climbing gym.
The restaurant is busiest on Fridays and Saturdays, during dinner hours. The applicant
anticipates that these would be slow days for the gym as most patrons would be visiting
outdoor climbing facilities.

The applicant conducted the following parking survey at different times on different
days of the week:

The survey reflects substantial parking availability during different hours and days of the
week. Staff's observations concur with the applicanfs findings.
Based on the parking survey it is staff's opinion that by limiting the number of patrons to
25 at anyone time, there will be sufficient parking for the proposed rock climbing gym.
Other Code ReQuirements
The applicant is required to comply with all development requirements and policies
detenmined to be necessary by the ~uilding Official, Fire Marshall, and Community
Development Administrator.
CEQA
Pursuant to the provisions of the California Environmental Quality Act, the Development
Services Department prepared an Initial Study for the proposed project. Said Initial
Study did not disclose any substantial or potentially substantial adverse change in any
of the physical conditions within the area affected by the project including land, air,
water, minerals, flora, fauna, ambient noise and objects of historical or aesthetic
significance. When considering the record as a whole, there is no evidence that the
proposed project will have any potential for adverse effect on wildlife resources or the
habitat upon which the wildlife depends. Therefore, a Negative Declaration has been
prepared for this project.
FINDINGS
Section 9275.1.2 of the Arcadia Municipal Code requires that for a Conditional Use
Permit to be granted, it must be found that all of the following prerequisite conditions
can be satisfied:

RECOMMENDATION

PLANNING COMMISSION ACTION
Approval
The Planning Commission should move to approve Conditional Use Permit
Application No. CUP 2002-017, file the Negative Declaration, and direct staff to
prepare a resolution to approve CUP 02-017 for an indoor rock climbing gym at
305 N.. Santa Anita Avenue, unit B.
Denial
If the Planning Commission intends to deny this Conditional Use Permit application, the
Commission should state the specific reasons for denial and direct staff to prepare the
appropriate resolution incorporating the Commission's decision and specific findings.

EVALUATION OF ENVIRONMENTAL IMPACTS:
1. A brief explanation is required for all answers except "No Impact" answers that are adequately
supported by the information sources a lead agency cites in the responses following each question, A
"No Impact" answer is adequately supported if the referenced information sources show that the impact
simply does not apply to projects like the one involved (e.g., the project falls outside a fault rupture
zone). A "No Impact" answer should be explained where it is based on project-specific factors as well
as general standards (e.g., the project will not expose sensitive receptors to pollutants, based on a
project-specific screening analysis).
2. All answers must take account of the whole action involved,. including off-site as well as on-site,
cumulative as well as project-level, indirect as well as direct, and construction as well as operationai
impacts.
3. Once the lead agency has determined that a particular physical impact may occur, then the checklist
answers must indicate whether the impact is potentially significant, less than significant with mitigation,
or lesS man significant. "Potentially Significant Impact" is appropriate if there is substantial evidence
that an effect is significant. If there are one or more, "Potentially Significant Impact" entries when the
determination is made, an EIR is required.
4. "Negatlv~ Declaration: Less Than Significant With Mitigation Incorporated" applies where the
incorporation of mitigation measures has reduced an effecUrom "Potentially Significant Impact" to a
"Less Than Significant Impact.' The lead agency must describe the mitigation measures, and briefly
explain how they reduce the effect to a less than significant level (mitigation measures from Section
XVIII, "Earlier Analyses," must be cross-referenced).
5. Earlier analyses may be used where, pursuant to the tiering, program EIR, or other CEQA process, an
effect has been adequately analyzed in an earlier EIR or Negative Declaration. Section 15063(c)(3)(D).
In this case, a brief discussion should identify the following:
a) Earlier Analyses Used. Identify and state where they are available for review,
b) Impacts Adequately Addressed. Identify which effects from the above checklist were within the
scope of and adequately analyzed in an earlier document pursuant to applicable legal standards,
and state whether such effects were addressed by mitigation measures based on the earlier
analysis
c) Mitigation Measures. For effects that are "Less Than Significant With Mitigation Measures
Incorporated," describe the mitigation measures that were incorporated or refined from the earlier
document and the extent to which they address site-specific conditions for the project.
6. lead agencies are encouraged to incorporate into the checklist, references to information sources for
potential Impacts (e.g., general plans, zoning ordinances). Reference to a previously prepared or
outside document should, where appropriate, include a reference to the page or pages where the
statement is substantiated.
7. Supporting Information Sources: A source list should be attached, and other sources, uses or
