RESOLUTION NO. 1667
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF GENERAL PLAN AMENDMENT NO. GP 02-001 TO
CHANGE THE LAND USE DESIGNATION FROM COMMERCIAL TO
MULTIPLE FAMILY RESIDENTIAL (24 DUlAC MAX.) AT 1510-1516 S.
BALDWIN AVENUE.
WHEREAS, on December 6, 2001, Mr. Hank Jong, civil engineer, filed an application
for a general plan amendment to change the land use designation from Commercial to
Multiple Family Residential (24 DUlAC Max.) at 1510-1516 S. Baldwin Avenue, more
particularly described as follows; for a proposed 9-unit residential condominium development
at subject property.
Lot 16 and 17 of Tract No. 5907, in the City of Arcadia, County of Los
Angeles, State of California, as per map recorded in Book 63 Page 67 of
maps, in the office of the County Recorder of said County.
Except the northerly 100 feet, measured at right-angles of said lot 16.
Also except the southerly 100 feet of said Lot 17, Tract No. 5907, as per map
recorded in Book 63 Page 67 of maps, in the office of the County Recorder of
said County.
Except therefrom the easterly 148.50 feet of the remainder of said lots.
Also except that portion granted to the City of Arcadia, in deed recorded May
1,1969, as document No. 361, official records.
WHEREAS, a public hearing was held on January 22, 2002 at which time all
interested persons were given full opportunity to be heard and to present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. That the factual data submitted by the Community Development Division
of the Development Services Department in the attached report dated January 22, 2002 are
true and correct.
Section 2. The Planning Commission finds:
1. That the request to change the land use designation from Commercial to Multiple
Family Residential (24 DUlAC Max.) at 1510-1516 S. Baldwin Avenue for a proposed 9-unit
residential condominium development at subject property, does not conflict with the General
Plan Land Use Designations of any surrounding or nearby properties.
2. That the proposed change is consistent with the recommendations in the
General Plan I Zoning consistency study.
3. That the evaluation of the environmental impacts as set forth in the initial study is
appropriate and that the project will have no significant effect upon the environment within

the meaning of the California Environmental Quality Act of 1970, and, when considering the
project as a whole, there was no evidence before the City that the proposed project would
have any potentially adverse effect on wildlife resources or the habitat upon which wildlife
depends, and therefore, a Negative Declaration should. be approved.
Section 3. That for the foregolng'reasons the Planning Commission recommends
to the City Council approval of General Plan Amendment No. GP 02-001 based upon the
information submitted by the Applicant to the City as of date of this Resolution.
Section 4. The decision and findings contained in this Resolution reflect the
Planning Commission's direction to staff given at its meeting of January 22, 2002, by the
following vote:
AYES: Commissioners Baderian, Olson, Huang
NOES: none
ABSENT: Commissioners Kalemkiarian, Murphy
Section 5. The Secretary shall certify to the adoption of this Resolution and shall
cause a copy to be forwarded to the City Council of the City of Arcadia.

regular meeting of the Planning Commission held on February 12, 2002, by the following

SUBJECT: General Plan Amendment No. GP 02~001 to change the General Plan
Land Use Designation from Commercial to Multiple-Family Residential
(24 DUlAC Max.) at 1510-1516 S. Baldwin Avenue.
SUMMARY
General Plan Amendment Application No. GP 02-001 was submitted by Hank Jong,
civil engineer, to change the General Plan Land Use Designation from Commercial
to Multiple Family Residential (24 DUlAC Max.) for a proposed 9-unit residential
condominium development at 1510-1516 S. Baldwin Avenue. The Development
Services Department is recommending approval of this General Plan Amendment.

GENERAL INFORMATION

REQUEST: A General Plan Amendment to change the land Use Designation
from Commercial to Multiple Family Residential (24 DUlAC Max.) at
1510-1516 S. Baldwin Avenue.
SITE AREA: Approximately 20,189 square feet (0.46 acres)
FRONTAGES: Approximately 123.4 feet along S.Baldwin Avenue
EXISTING LAND USES AND ZONING:
The site is currently developed with a cleaners and four multiple-
family dwellings construCted in 1950. It is zoned C-2 for the
northerly 23'-4" portion of the lot and R-3 for the southerly portion.

SURROUNDING lAND USES & ZONING:
North: Firestone Tires - zoned C-2
South: Multiple Family residences - zoned R-3
East: Multiple Family residences - zoned R-2
West: Commercial Office - zoned C-2
ZONING & GENERAL PLAN DESIGNATIONS:
The northerly 23.4 feet of the subject area is zoned C-2 for general
commercial use with the southerly portion zoned R-3. The General
Plan land Use Designation is Commercial for the entire site.
BACKGROUND
This site is currently developed with a cleaners the northerly 23.4-foot portion, zoned
C-2, and a multiple-family residence on the southerly portion, zoned R-3. However,
the General Plan land Use Designation is Commercial for the entire site.
This General Plan Amendment is the first step in changing the General Plan land
Use Designation and aligning the Zoning boundaries with the northerly lot line of
1510-1516 S. Baldwin Avenue. The eventual goal of the applicant is to develop this
site wilh a 9-unit residential condominium project.
PROPOSAL AND ANALYSIS
This General Plan Amendment is to change the land Use Designation of 1510-1516
S. Baldwin Avenue (Parcel 2 of TR 5907) from Commercial to MFR-24 for Multiple
Family Residential at a maximum density of 24 dwelling units per acre. The purpose
of this change is to enable the R-3 zoned property to be developed with a 9-unit
residential condominium project. The project could not be subdivided into
condominiums unless there is consistency in the General Plan and Zoning.
This General Plan Amendment is the first application necessary to enable the
proposed 9-unit residential condominium project. Following this General Plan
Amendment will be a Zone Change of the northerly 23.4-foot wide strip of property to
be consistent with the General Plan by changing the zoning from C-2 to R-3. Once
the Zone Change is approved, the Architectural Design Review, Zoning
Modifications, and the Tentative Map for the proposed 9-unit residential
condominium project can be scheduled for the Planning Commission's consideration.

. CEQA
Pursuant to the provIsions of the California Environmental Quality Act, the
Development Services Department has prepared an initial study for the proposed
project. Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by the
project including land, air, water, minerals, flora, fauna, ambient noise and objects of
historical or aesthetic significance. When considering the record as a whole, there is
no evidence that the proposed project will have any potential for adverse effect on
wildlife resources or the habitat upon which the wildlife depends. Therefore, a
Negative Declaration has been drafted for this project.
RECOMMENDATION
The Development Services Department recommends approval of General Plan
Amendment No. GP 02-001.
PLANNING COMMISSION ACTION

The Planning Commission should direct staff to prepare the appropriate
resolution for adoption at its next meeting.

EVALUATION OF ENVIRONMENTAL IMPACTS:
1. A brief explanation is required for all answers except "No Impact' answers that are adequately
supported by the information sources a lead agency cites in the responses following each question. A
"No Impact" answer'is adequately supported if the referenced information sources show that the impact
simply does not apply to projects like the one involved (e.g., the project falls outside a fault rupture
zone). A "No Impact" answer should be explained where it is based on project-specific factors as well
as general standards (e.g., the project will not expose. sensitive receptors to pollutants, based on a
project-specific screening analysis).
2. All answers must take account of the whole action involved, including off-site as well as on-site,
cumulative as well as project-level, indirect as well as direct, and construction as well as operational

The following are our comments on the above referenced project.
1. Fire protection requirements, including fire hydrants, shall be as stipulated by the Arcadia
Fire Department.
2. If the designation of the fire sprinkler system Is NFPA 13-0 or 13-R, separate backflow
preventers shall be installed at the point of connection between the domestic water
supply riser to each unit and the fire sprinkler system. Ifthe fire sprinkler system Is
designated NFPA 13, a Double Check DetectorAssembly shall be installed with a
separate water service.
3. Backflow preventers on the fire sprinkler system shall be as approved by the Arcadia
Water Section. Installation location shall also be as approved by the Arcadia Water
Section.
4.
A separate, new domestic water service shall be required for each unit. Installation
of all water services shall be by the Developer. Installation shall be according the
specifications of the Public Works Services Department, Engineering Section. Demolition
of existing water services, if any, shall be by the Developer, according to Public Works
Services Department, Engineering Section specifications.

5. A Water Meter Clearance Application, filed with the Arcadia Water Section, shall be
required prior to permit issuance to ensure adequate meter/service size.
6. No water service lateral, meter, flush-out, backflow prevention device or fire hydrant may
be located in any driveway nor may be closer than 3 feet from the top of "x" of any
driveway or other utility.
7. All backflow devices shall be screened from public view. The screening is subject to
Planning Department approval.
8. A separate water meter will be required for the irrigation system. The irrigation system
shall be installed in accordance with the requirements of the Uniform Plumbing Code and
Arcadia City Ordinances. Backflow protection shall be a reduced pressure backflow
preventer.
9. All pipe, valves, hydrants, meters, fittings, and appurtenances, including disinfection and
flushing, shall meet the specifications of the Arcadia Public Works Department,
Engineering and Water Sections.
10. Water services and water meters shall be installed in the location marked on the curb, or
as otherwise Indicated. Any deviation from this requirement must be approved in
advance of installation.
