RESOLUTION NO. 1637
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF GENERAL PLAN AMENDMENT NO. GP 01-001 TO
CHANGE THE G,:NERAL PLAN DESIGNATION FROM SINGLE FAMILY
RESIDENTIAL TO MULTIPLE FAMILY RESIDENTIAL (12 DUlAC
MAXIMUM) FOR THE PROPERTY LOCATED AT 1012-1026 S. FIRST
AVENUE.
WHEREAS, on February 12, 2001, Mr. Hank Jong of EGL Associates, Inc. filed an
application for a General Plan Amendment to change the General Plan Land Use
Designation from Single-Family Residential (0-6 DUlAC) to Multiple-Family Residential (12
DUlAC Maximum) for the property located at 1012-1026 S. First Avenue, more particularly
described as follows:
Lots 5, 6, 7 and E: of Tract 10532, City of Arcadia, County of Los Angeles,
State of California, as per map recorded in Book 117, Pages 21 and 22 of
Maps, in the Office of the County Recorder of Said County.
WHEREAS, a public hearing was held on March 27, 2001 at which time all interested
persons were given full opportunity to be heard and to present evidence.
NOW, THEREFOFIE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, HEREBY RESOLVE AS FOLLOWS:
Section 1. That the factual data submitted by the Community Development DiYision
of the Development Services Department in the attached report dated March 27, 2001 are
true and correct.
Section 2. The Planning Commission finds:
1. That the propo:3ed General Plan Land Use Designation change to Multiple Family
Residential is consistent with the current R-2 (Medium Density Multiple-Family Residential)
zoning of the subject properties. In addition, the properties are a transition site; the General
Plan Land Use designation to the south is Single Family Residential and the General Plan
designation to the north is Commercial. Property to the south is developed with single-family
homes and property to the north is developed with commercial uses.
2. That the requested General Plan Amendment does not conflict with the General
Plan Land Use Designations of any surrounding or nearby properties.
3. That the evalu~ltion of the environmental impacts as set forth in the Initial Study is
appropriate and that the project will have no significant effect upon the environment within
the meaning of the California Emiironmental Quality Act of 1970, and, when considering the
project as a whole, there was no evidence before the City that the proposed project would

have any potentially adverse effect on wildlife resources or the habitat upon which wildlife
depends, and therefore, a Negative Declaration should be approved.
Section 3. That for the foregoing reasons the Planning Commission recommends
to the City Council appr()val of General Plan Amendment No; GP 01-001 based upon the
information submitted by the Applicant to the City as of the date of this Resolution.
Section 4. The Secretary shall certify to the adoption of this Resolution and shall
cause a copy to be forwarded to the City Council of the City of Arcadia.

Hank Jong, filed an application fora General Plan change (GP 01-001) from Single
Family Residentiaf(o.~6 DUlAC) to Multiple Family Residential (12 DUlAC Maximum)
for the property at 10'1~!;1026 S. First Avenue. The four lots that are included in the
General Plan Amendment are all zoned R-2 Two-Family. The proposed General
Plan change would allciW the zoning designation to be consistent with General Plan
designation.
The Development Services Department is recommending approval of the proposed
General Plan Amendmf3nt.

GENERAL PLAN DESIGNATION:
The site is designated as Single Family Residential (0-6 DUlAC)
BACKGROUND
The inconsistency betw'3en the General Plan and the Zoning came to light when a
proposed 6-unit residential condominium project was submitted to the City for
development of the properties at 1020-1026 S. First Avenue. The proposed project
was designed in accordance with the City's R-2 regulations.
Although the subject properties are zoned R-2, the General Plan designation for the
properties is Single-Family Residential. The property was zoned R-2 in 1954, which
was consistent with the R-2 zoning to the properties to the north and west of the
properties.
As a result of the discrepancy between the zoning and' the General Plan, a tentative
map for condominium purposes cannot be approved at this location.
The applicant was informed of the inconsistency and was advised. by staff to request
a General Plan Amendrnentfrom Single Family Residential to Multiple-Family
Residential (12 DUlAC Maximum) for the site, in addition to the two lots north of the
subject site to provide c( transition zone from Commercial to Multiple Family
Residential (see attach'3d Land Use and Zoning Map).
PROPOSAL AND ANALYSIS
Genera.lly, Development Services staff does not encourage or support General Plan
changes. However, thEl Development Services staff supports this proposal for the
following reasons:
1. The zoning desi!~nation is R-2 Two-Family.
2. One of the four lots (1024-1026 S. First Avenue) is developed with two single-
family dwellings,

3. Properties on the west side of First Avenue, across the street fonn the subject
properties are zoned C-2, PR-1 (parking lot for commercial development) and
R-2 (developed with a church).
4. The General Plan Amendment would create a transition between the
commercial development to the north and the Single Family Residential
development to the sOllth. The R-2 zone is-a-mor.e desirable transition
between the service station and health club and church than an R-1 zone.

The proposed General Plan change would make the subject properties consistent
with current the zoning designation.
CEQA
Pursuant to the provIsions of the Califomia Environmental Quality Act, the
Development Services Department has prepared an initial study for the proposed
project. Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by the
project including land, air, water, minerals, flora, fauna, ambient noise and objects of
historical or aesthetic si!~nificance. When considering the record as a whole, there is
no evidence that the proposed project will have any potential for adverse effect on
wildlife resources or the habitat upon which the wildlife depends. Therefore, a
Negative Declaration ha.s been prepared for this project.
RECOMMENDATION
The Development Services Department recommends that the General Plan
designation for the subject site be changed to Single Family Residential (0-6 DUlAC)
to Multiple Family Residential (12 DUlAC Maximum).
PLANNING COMMISSION ACTION
The Planning Commission should direct staff to convey the Commission's
recommendations and comments to the City Council for its consideration at a
scheduled public hearing.

EVALUATION OPENVIRONMENTAL IMPACfS:

1) A brief explanation is required for all answers except "No Impact" answers that are
adequately supported by the information sources a lead agency cites in the parentheses following
each question. A "No Impact" Wlswer is adequately supported if the referenced information
sources show that the impact simply dOl:S not apply to projects like the one involved (e.g. the
project falls outside a fault rupture zone). A "No Impact" Wlswer should be explained where it is
