RESOLUTION 1529
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA, CAUFORNlA, GRANTING CONDmONAL
USE PERMIT 95-009 FOR A CLASSROOM EXPANSION WITHIN
AN EXISTING SCHOOL AT1900 S. SANTA ANITA A VENUE.
WHEREAS, on September 18, 1995, an application was filed by the Arcadia
Christian School for a Conditional Use Permit for a classroom expansion for art classes
within an existing school, Planning Department Case No. C.U.P. 95-009, on property
commonly known as the Arcadia Christian School at 1900 S. Santa Anita Ave., more
particularly described as follows:
Part of lot 38 of Tract 14036 in the City of Arcadia, County of Los Angeles, State
of California, as per Map recorded in Book 10 - 18 of Maps, in the office of said
County Recorder.
WHEREAS, a public hearing was held on November 14, 1995, at which time all
interested persons were given full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE OTY OF
ARCADIA HEREBY RFSOL VES AS FOLLOWS:
Section 1. That the factual data subrnitted by the Planning Division in the
attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be detrimental to
the public health or welfare, or injurious to the property or improvements in such zone
or vicinity.
2. That the use applied for at the location indicated is. a proper use for which a
Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, parking, loading, landscaping
and other features are adequate to adjust said use with the land and uses in the
neighborhood.
4. That the site abuts streets and highways adequate in width and pavement
type to carry the kind of traffic generated by the proposed use.

5. That the granting of such Conditional Use Permit will not adversely affect
the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact on the
environment.
Section 3. That for the foregoing reasons this Commission grants a Conditional
Use Permit for a classroom expansion upon the following conditions:
1. That fire safety shall be provided to the satisfaction of the Arcadia Fire
Department.
2. That the classes shall not exceed a maximum number of 50 students at any
one time (within the subject "youth hut" building).
3. That C.U.P. 95-009 shall not take effect until the owner and applicant have
executed an Acceptance Form available at the Planning Division, indicating awareness
and acceptance of the conditions of approval.
4. Noncompliance with the provisions and conditions of this Conditional Use
Permit shall constitute grounds for its immediate suspension or revocation.
Section 4. The decision, findings and conditions contained in this Resolution
reflect the Commission's action of November 14, 1995 and the following vote:

SUMMARY
This Conditional Use Permit was filed by the, Arcadia Christian School for an expansion of
their faclities to include the usage of an existing building for classroom purposes. The
Development Services Department is recommending approval subject to the information
contained in the staff report.

GENERAL PLAN DESIGNATION
Residential
BACKGROUND
The subject site has maintained a school for approximately 45 + / - years. A Conditional Use
Permit was never recorded for said use at the site. The original school name was the Santa
Anita School. According to the applicant, for the last 15 years the school has been leased
from the Arcadia Unified School District under the name of the Arcadia Christian School (a
private entity).
PROPOSAL
.
The CU.P. process was initiated by the school's proposal to use an existing building for art
classes. The subject building, named the "youth hut," has been used by private/non-
school entities such as the Boy Scouts of America, the Cub Scouts and Brownies to conduct
meetings after school hours. The Development Services Department sees the annexation of
the youth hut for school purposes as an expansion of the existing facilities. Therefore the
filing of a C U.P. was deemed a requirement.
The school will be conducting art classes for students within the youth hut/ classroom
(during regular school hours) approximately 5 hours a day, Monday through Friday. The
maximum number of students anticipated at anyone time is approximately 20 to 30.
The existing youth hut/proposed classroom is approximately 960 square feet with male
and female lavatories currently under construction. According to the applicant, the
adjacent room (designated as a storage facility on the submitted site plan) will not be a part
of the proposed classroom expansion.
ANALYSIS
By staff's observation, the youth hut building, located in an uninhabited rear comer of the
school grounds, is not in the best condition at this time. The proposed exterior and interior
re-model (re-roof, electrical upgrade and bathroom additions) will be an improvement to
an otherwise substandard condition.

Because the school and youth hut buildings are pre-existing, staff does not feel that the
subject classroom expansion will result in any negative impact upon the property. The
request involves a minimal amount of square footage and therfore, the normal or existing
daily operation of the school should go unchanged.

. Pursuant to the provisions of the California Environmental Quality Act, the Community
Development Division has prepared an initial study for the proposed project. Said
initial study did not disclose any substantial or potentially substantial adverse change
in any of the physical conditions within the area affected by the project including land,
air, water, rninerals, flora, fauna, ambient noise and objects of historical or aesthetic
significance. When considering the record as a whole, there is no evidence that the
proposed project will have any potential for adverse effect on wildlife resources or the
habitat upon which the wildlife depends. Therefore, a Negative Declaration has been
prepared for this project.
RECOMMENDATION
The Planning Division recommends approval of C.U.P. 95-009 subject to the following
conditions:
1. The maximum number of students within the youth hut shall not exceed 50 at any
one time. If the proposed number of students is to be increased beyond 50 persons,
two exits shall be maintained per City of Arcadia Fire Department requirements.

2. Building Code compliance and conditions of approval must be met to the complete
satisfaction of the Building Division.
3. Fire safety shall be provided to the complete satisfaction of the Fire Department.
4. That C.U.P. 95-009 shall not take effect until the owner and applicant have executed
an Acceptance Form (available at the Planning Division) indicating awareness and
acceptance of all conditions of approval.
5. Noncompliance with the provisions and conditions of this Conditional Use permit
shall constitute grounds for the immediate suspension or revocation of said Permit.
FINDINGS AND MOTIONS

If the Planning Commission intends to take action to approve this project, the Commission
should move to approve and file the Negative Declaration and find that the project will not
have a significant effect on the environment and adopt resolution 1529 incorporating the
specific findings and conditions of approval set forth in the staff report (or as modified by
the Commission).
