A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA, CALIFORNIA, GRANTING AN
AMENDMENT TO RESOLUTION 1271 TO REQUEST 38
PARKING SPACES IN LIEU OF 40 FOR THE EXISTING
RETIREMENT FACILITY AT 601 SUNSET BOULEVARD.
WHEREAS, on August 22, 1995, a request to amend Resolution 1271
Section 3,3 of CUP 84-19 was filed by Erica Lloyd requesting 38 parking spaces
in lieu of 40 for the existing retirement facility, at property commonly known
as 601 Sunset Boulevard, more particularly described as follows:
Portion of Lot 3, Tract 14846 in the City of Arcadia, County of Los
Angeles, State of California, as recorded in Map Book 241, Pages
8-9 of Maps in the office of the County Recorder of said County,
WHEREAS, a public hearing was held on September 12, 1995, at which
time all interested persons were given full opportunity to be heard and to
present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Development
Services Department in the attached report is true and correct.
SECTION 2. This Commission finds:
1. That the granting of such Amendment will not be detrimental to the
public health or welfare, or injurious to the property or improvements in
such zone or vicinity.
2, That the use applied for at the location indicated is properly one for
which a Amendment is authorized,
3, That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and
uses in the neighborhood, The existing retirement facility operates under
Conditional Use Permit No, CUP 84-19 (Resolution No, 1271),
4, That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use,

5. That the granting of such Amendment will not adversely affect the
comprehensive General Plan.
SECTION 3. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of September 12, 1995 and the
following vote:
A YES: Commissioner's Bell, Huang, Kovacic, Sleeter, and
Daggett
NOES: None
ABSENT: Murphy, Kalemkiarian
SECTION 5. The Secretary shall certify to the adoption of this
Resolution and shall cause a copy to be forwarded to the City Council of the
City of Arcadia.
I, HEREBY CERTIFY that the foregoing Resolution was adopted at a regular
meeting of the Planning Commission held on the 26th day of September, 1995

A request to amend Resolution No. 1271 of CUP 84-019 at 601
Sunset Boulevard.
SUBJECT:
SUMMARY

A request has been received from the Wellington Court Leisure Care Retirement
Community to amend Section 3.3 of Resolution 1271 which granted approval of
conditional use permit 84-019 for the retirement facility. The applicant is seeking
approval for the construction of a storage unit in the existing garage area which results
in the elimination of two of the required 40 parking spaces.
The Development Services Department is recommending approval of the applicant's
request.
GENERAL INFORMATION

lieu of 40 for the existing retirement facility.

PROPOSAL & ANALYSIS
The proposal is to amend Section 3.3 of Resolution 1271, which granted a modification
for 40 spaces in lieu of 117 parking spaces required. The proposed amount of parking
spaces will be 38 in lieu of 40 due to the construction of a storage unit in the garage
area.
Background Information
The property is developed with a 97 unit retirement facility which is currently
operating at 100 percent occupancy. The existing facility was approved on August 6,
1984 (CUP 84-019, Reso. 1271). Concurrent with the consideration of CUP 84-019, there
was a request for 40 on-site parking spaces in lieu of 117 required. Based on various
studies, the Planning Commission approved the request for a reduction in parking.
Recently, the Building Section received a call regarding the construction of a storage
space in the garage of the retirement home. Upon inspection it was determined that
the appropriate permits had not been obtained and that two of the parking spaces were
being eliminated. The decrease in the number of approved parking spaces requires an
amendment to the existing conditions of approval for c.u.P. 84-019. Also, if approved,
construction of the storage facility will require the appropriate building permits.
The applicant has indicated that due to the 100 % occupancy, the need for more tenant
and facility storage has become a necessity; the storage within the building is no longer
adequate.
Based on the figures submitted by the applicant, less than six residents own and park
their cars at Wellington Court. In addition, 12 to 14 employees utilize the on-site
parking during the peak periods and Wellington Court provides transportation for
residents. A parking survey was conducted by Wellington Court between the peak
hours from 8-15-95 to 8-19-95. Based upon the number of resident owned cars and the
number of employees, an average of 14 to 16 empty spaces are available at peak
periods. Staff has verified these numbers by randomly visiting the facility.

The applicant has submitted plans to the Building Office indicating the location and
construction of the storage unit. The storage unit must comply with all building code
requirements and conditions of approval.
RECOMMENDATIONS
The Development Services Department recommends approval of the proposed
amendment to Resolution 1271, Section 3.3, to reduce the required number of parking
spaces from 40 to 38 with the condition that the existing storage unit must comply
with all building code requirements.
FINDINGS AND MOTIONS
Approval
If the Planning Commission intends to approve this request, the Commission should
move to approve and direct staff to prepare the appropriate resolution incorporating
the Commission's decision and specific findings.
Denial
If the Planning Commission denies this request, no further action is necessary and the
facility will be required to remove the existing storage unit in the garage area.
