RESOLUTION 1518
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA, CALIFORNIA, GRANTING AN
AMENDMENT TO RESOLUTION 582 TO EXTEND THE
HOURS OF OPERATION FOR A NURSERY SCHOOL AT 1511
S. TENTH AVENUE.
WHEREAS, on November 7, 1994, a request to amend Resolution 582
Section 3.2 of CUP 66-4 was filed by the Arcadia Parent Participation Nursery
School to extend the hours of operation at an existing nursery school, at
property commonly known as 1511 S. Tenth Avenue, more particularly
described as follows:
The south 57.5 feet of the north 147.5 feet of Lot 90, Tract 808, per
map recorded in Book 16, page 82, of Maps, in the office of the
Recorder of said County.
WHEREAS, a public hearing was held on December 13, 1994, at which
time all interested persons were given full opportunity to be heard and to
present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Planning Division
in the attached report is true and correct.
SECTION 2. This Commission finds:
1. That the granting of such Amendment will not be detrimental to the
public health or welfare, or injurious to the property or improvements in
such zone or vicinity.
2. That the use applied for at the location indicated is properly one for
which a Amendment is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and
uses in the neighborhood. The existing nursery school operates under
Conditional Use Permit No. CUP 66-4 (Resolution No. 582).
4. That the site abuts streets and highways adequate in width and

pavement type to carry the kind of traffic generated by the proposed use.
5. That the granting of such Amendment will not adversely affect the
comprehensive General Plan.
SECTION 3. That for the foregoing reasons this Commission grants an
Amendment to extend the hours of operation at the existing nursery school
at 1511 S. Tenth Avenue upon the following conditions:
1. The daily hours of operation shall be limited to 7:00 a.m. to 6:00 p.m.
Monday thru Friday, with two meetings per month not to exceed 10:00 p.m.
2. Approval of the request to amend Resolution 582 Section 3.2 of CUP
66-4 shall not take effect until the property owner and applicants have
executed and filed an Acceptance Form to indicate awareness and acceptance
of the conditions of approval.
3. Noncompliance with the provisions and conditions of this
Amendment shall constitute grounds for its immediate suspension or
revocation.
SECTION 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of December 13, 1994 and the
following vote:
AYES: Commissioners Bell, Clark, Daggett, Kalemkiarian,
Kovacic, Huang, Murphy,
NOES: None
ABSENT: None
SECTION 5. The Secretary shall certify to the adoption of this
Resolution and shall cause a copy to be forwarded to the City Council of the
City of Arcadia.

SUBJECT: A REQUEST TO AMEND RESOLUTION NO. 582 OF CUP 66-4 AT
1511 S. TENTH AVE.
SUMMARY
The Arcadia Parent Participation Nursery School is requesting to amend Resolution
582 Section 3.2 of CUP 66-4 to extend the hours of operation of the nursery school at
1511 S. Tenth Avenue. The Planning Division is recommending approval of the
applicants request.

GENERAL INFORMATION
APPLICANTS: Arcadia Parent Participation Nursery School
LOCATION: 1511 S. Tenth Avenue
REQUEST: To amend Section 3.2 of CUP 66-4 to increase the operation hours
for an existing nursery school. The proposed hours are from 7:00
a.m. to 6:00 p.m. Monday thru Friday.
SITE AREA:

The current operating hours are 8:45 a.m. to 11:30 a.m. Monday
thru Friday and with one meeting per month not to exceed 10:00
p.m. (Reso 582).
Approximately 22,300 square feet (.512 acre)

PROPOSAL AND ANALYSIS
The proposal is to amend Resolution 582, Section 3.2, which limits the operating
hours of the existing nursery school to 8:45 a.m. to 11:30 a.m. Monday thru Friday
with one meeting per month not to exceed 10:00 p.m.. The proposed hours are from
7:00 a.m. to 6:00 p.m. Monday thru Friday.
Background Information
The property is developed with a 2,094 sq. ft. building. The existing nursery school .
was approved on February 9, 1966 (CUP 66-4, Reso. 582). The increase in the
existing nursery school hours of operation requires that the Conditional Use Permit
be amended.
The applicants have indicated that the request for additional hours will enable them
to respond to the ever-increasing needs for E;xpanded child, care services and also
extend the opportunities for parent education classes. The parent education classes
allow the parents the opportunity to participate in student and teacher activities.
The existing operating hours do not allow for flexibility in the parents morning and
afternoon work schedules. Due to the increased number of single parents working
during the day, a need to expand the current hours of operation for child care and
parent education classes has resulted.
The request to increase the hours of operation will allow the school to expand the
daily program (ie., child care and parent education classes) and eliminate the added
one meeting per month not to exceed 10:00 p.m.. The number of parents and
students already attending the school will not increase, therefore, there will not be
an added demand on the required staff, parking, or size of the facility. The existing
school employs a director, a teacher, a custodian, a gardener and an accountant.

RECOMMENDATION
The Planning Division recommends approval of CUP 94-011 amending Resolution
582 Section 3.2 to allow the hours of operation to be expanded to 7:00 a.m. to 6:00
p.m. Monday thru Friday.

should move to approve and direct staff to prepare an appropriate resolution that
incorporates the Commission's decision and specific findings.

Dear Commissioners,
We are writing to you to encourage favorable support for the request before you regarding the
Atcadia Parent Participation NurseI)' School (APPNS). This forty year institution has provided
many, many young families in the Arcadia area a viable nurseI}' school experience for its
youngs ters,
As the economy has changed over the years, most young parents both need to work to provide .
for their young families. So too, the nurseI}' school must change to meet the needs of its parents
and their nursery school age youngsters. To accommodate this need, APPNS will begin to offer
SOme of its services at different hours than first instituted some forty years ago to meet the needs
of its working parents. Parent education classes, extended child care during seasonal times are
all valuable services that could be offered with this ,request for'extended operating hours.
The nursery school facility is situated on a vel}' deep lot with a high block wall surrounding its
play area. Most neighbors are also on deep lots with horses in their back yards. Disturbing the
neighbors is almoSt impossible due to the desirable setting of the facility.
We do hope you will conSider this request favorably for the young families in Arcadia,
