PROPOSAL AND ANALYSIS
The center will utilize the 2,016 sq. ft. unit recently occupied by the cleaners. The
language center provides both one on one tutoring and group lessons as well as
translation and interpretation services.
Based on information submitted by the applicant, instruction is for persons 15 years
old and up. The hours of operation are Monday through Friday 9:00 a.m. to 9:00
p.m. and Saturdays 9:00 a.m. to 12 noon.
The applicant has noted that the maximum number of people on the premises at
anyone time, including employees will be ten. Their busiest hours of operation are
Monday through Friday between 9 a.m. and 11 a.m, and 6 p.m. to 9 p.m. and
Saturdays from 10 a.m. to 12 noon.
Ms. Pilic currently operates language centers in Alhambra and Claremont.
There are 55 on-site parking spaces. Based upon code requirements for a retail use,
10 parking spaces are required for a 2,000+ sq. ft. unit. If the use operates based upon
Ms. Pilic's statements, the maximum number of people in the language center at
anyone time would be ten persons.
Although staff feels that limiting the number of persons to ten is too restrictive,
because there is limited on-site parking, staff would recommend that the maximum
number of students and employees be restricted to twenty at anyone time.
Staff has conducted several site inspections, and has not observed any parking
problems in this center.
Based upon the parking needs and the property location, staff feels that the
requested use is appropriate for this location.
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project. Said
initial study did not disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise and objects of
historical or aesthetic significance. When considering the record as a whole, there is

no evidence that the proposed project will have any potential for adverse effect on
wildlife resources or the habitat upon which the wildlife depends. Therefore, a
Negative Declaration has been prepared for this project.
RECOMMENDATION
The Planning Department recommends approval of CU.P. 92-002 subject to the
following conditions.
1. That there shall be no more than 20 persons at anyone time on the premises.
2. That fire safety shall be provided to the satisfaction of the Fire Department as
per the attached memo.
3. That the applicant shall comply with the Building Division's regulations as
per the attached memo.
3. That Cu.P. 92-002 shall not take effect until the owner and applicant have
executed a form available at the Planning Department indicating awareness
and acceptance of the conditions of approval.
4. Noncompliance with the provisions and conditions of this Conditional Use
permit shall constitute grounds for the immediate suspension or revocation
of said Permit.
FINDINGS AND MOTIONS
Approval
If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Declaration and find
that the project will not have a significant effect on the environment and direct staff
to prepare the appropriate resolution incorporating the specific findings and
conditions of approval set forth in the staff report (or as modified by the
Commission).
Denial
If the Planning Commission intends to take action to deny this project, the
Commission should move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and findings in support of that
decision.

WHAT CAN WE DO FOR YOU?
Programs at the LANGUAGE ACADEMY are
tailor-made to meet every language need and
objeclive of both the business and private
sectors of our community. We provide a
wide variely of effective language programs
of every foreign language as well as English
as a seoond language.
An added feature are our cultural
orientation and awareness courses which
completely familiarize students with the
business and social customs and traditions of
a particular country or region. The success
of our program is due to our high-quality
staff of native-speaking professional
instructors who quickly develop students'
conversalional ability and fluency.
Our primary purpose is for you to develop a
foundation in your new language. Each new
step of learning is crilically dependent upon
the preceding step. The proper combination
of these steps provides the student with a
strong and solid foundation upon which more
complex and abstract sentences, ideas, and
situalions are easily learned. The student
retains what she or he has learned by
immediately using the new material in a
conversation. In addition. the LANGUAGE
ACADEMY'S materials kit (consisting of
books and cassettes) is coordinated to
reinforce classroom instruction and
accelerate progress.
HOW DOWE DO IT?
The LANGUAGE ACADEMY'S unique, fast,
effective, and easy method consists of a step
by step natural approach. The basic concept
is thaI you learn your new language in the
exact way that you learned your native
language as a child : by hearing and then
repeating. Through use of a strictly oral
communication technique, we teach you first
to SPEAK and CONVERSE in your new
language. and then to read and write. By
speaking only the language you are learning,
we eliminate the step of translation and
immerse you in your new language. This
method results in an ability to "think" in
the language. Thus, you start speaking and
comprehending your new language
immediately.
INSTRUCTORS: WHO ARE THEY?
All of our instructors at Ihe LANGUAGE
ACADEMY are well-trained. professional
instructors with native fluency in the
language they teach. This is an imporlant
advantage for you because it will enable you
to learn the precise pronunciation and
intonation and natural correct grammar. In
addition, since all of the LANGUAGE
ACADEMY'S instructors are native speakers
of the language they teach. they will pass on
to you the most frequently used and up-Io-
date vocabulary.
Since the LANGUAGE ACADEMY has an
extensive slaff oi qualified instructors,
students will be exposed to more than one,
in order 10 understand various voices (both
male and female), accents, and speech
panerns. Therefore, you will be able to
understand .alLnative speakers of the
language you are learning.
.
WHICH PROGRAM IS BEST FOR YOU?
All programs at the LANGUAGE ACADEMY are
tailor-made to meet each individual's needs
and goals. In order to reach your language
objectives, we provide PRIVATE, SEMI.
PRIVATE. and GROUP courses. We also offer
SPECIAL INTENSIVE, ESL, TOEFL, and
PRONUNCIATION instruction as well as
TUTORING to help meet any school or
university requirement. Choosing the right
course for you depends upon your tirr
available for study. your background in t.
respective language, and your desired level
of achievement. At the LANGUAGE ACADEMY,
we provide flexible schedules to suit every
client's needs. Classes can be arranged
anytime Monday through Friday 8:00 am -
9:00 pm and Saturdays 8:00 am - 3:00 pm.

suited for you, call us today and sel up an
