This agenda item will enable the City Council to take action to fill vacancies on the Arcadia Beautiful Commission, Human Resources Commission, Library Board of Trustees, Planning Commission, Recreation and Parks Commission, and Senior Citizens’ Commission. It is recommended that the City Council make the necessary appointments to fill vacancies on Arcadia’s Boards and Commissions effective July 1, 2023. BACKGROUND Arcadia’s Boards and Commissions exist to advise the City Council on designated matters that impact the community. There are seven City Boards and Commissions: Arcadia Beautiful, Arcadia Museum, Human Resources, Library Board of Trustees, Planning, Recreation and Parks, and Senior Citizen’s, all with terms beginning on July 1 and ending by June 30, unless there is an unplanned vacancy and someone is asked to fill the remainder of an unexpired term. Most City Boards and Commissions are advisory in nature except for the Human Resources Commission, the Library Board of Trustees, and the Planning Commission, who have been granted additional duties and powers. Each Board and Commission is governed by the protocols in the Boards and Commissions Handbook as well as any specific provisions in their authorizing ordinances. Each Spring, the City Clerk’s Office initiates a recruitment process for City Boards and Commissions. The recruitment period begins a few months before appointments are made by the City Council in June. Board and Commission Appointments June 20, 2023 Page 2 of 2 The City advertises Board and Commission openings through its communication channels that include the City’s website, social media channels, monthly Hot Sheet, and quarterly Newsletter. If there are any mid-term vacancies, the City Clerk’s Office revisits the list of applicants that were not appointed, but have kept their resume and application on file with the City. Any interested applicants are then recommended to the City Council for appointment. Each member of a City Board and Commission may generally serve up to two (2) consecutive four-year terms. The exception to this rule is the Senior Citizens’ Commission, where members may serve up to two (2) consecutive two-year terms. The Senior Citizens’ Commission also maintains five openings that are filled by local service club organizations that include one member each from the Arcadia Golden Age Club, Arcadia Traveler’s Club, Arcadia Senior Men’s Club, Arcadia Senior Friendship Club, and the Assistance League of Arcadia. For these three appointments, each service club recommends a member who will represent their organization and serve on the City’s Senior Citizens’ Commission. DISCUSSION All City Boards and Commissions have openings this year except for the Museum Commission. This year, there are 11 openings sought by 12 new applicants plus 6 incumbents seeking reappointment, for a total of 18 applicants. All five districts of Arcadia are represented in the 18-person applicant pool. It is recommended that the City Council fill vacancies on the following Boards and Commissions. • Arcadia Beautiful Commission (2 positions open) • Human Resources Commission (1 position open) • Library Board of Trustees (1 position open) • Planning Commission (1 position open) • Recreation and Parks Commission (2 positions open) • Senior Citizens’ Commission (1 At-large and 3 Service Club positions open) In order to facilitate City Council action, the following documents are attached to this report: 1. Attachment No. 1 - “Appointment Summary,” shows the number of vacancies open on each Board/Commission, which members are eligible for reappointment, and the names of individuals who have submitted resumes and are interested in serving on that Board/Commission. Attachment No. 3 - Citizen Service Resumes and letters of recommendation from Arcadia Service Clubs, if required. Per City requirements, all applicants have been verified as residents, being at least 18 years of age, and registered voters of the City. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT There is no fiscal impact as a result of City Council action on this item. RECOMMENDATION It is recommended that the City Council determine that this action is exempt under the California Environmental Quality Act (“CEQA”); and make appointments to fill vacancies on Arcadia Boards and Commissions effective July 1, 2023.
