FOR THE MISCELLANEOUS SEWER MAIN REPAIR PROJECT AS COMPLETE CEQA: Exempt Recommendation: Adopt and Approve SUMMARY On December 20, 2022, the City Council approved a contract with Bonadiman Water, Inc. in the amount of $118,100 for the Miscellaneous Sewer Main Repair Project. The terms and conditions of this project have been met and the work has been performed to the satisfaction of the Project Manager for a total project cost of $128,900. This amount reflects the original contract amount of $118,100 plus changes totaling $10,800, or 9.1% more than the original contract amount. It is recommended that the City Council adopt Resolution No. 7512 amending the Fiscal Year 2022-23 Capital Improvement Program Budget, authorizing a supplemental budget appropriation for the Miscellaneous Sewer Main Repair Project in the amount of $10,800, offset by a reduction in the Sewer Reserve Fund, and accepting all work performed by Bonadiman Water Inc. for the Miscellaneous Sewer Main Repair Project as complete; and authorizing final payment to be made in accordance with the contract documents, subject to the retention of $6,445. BACKGROUND In 2006, the State Water Resources Control Board (“SWRCB”) adopted the Waste Discharge Requirement Program for all publicly-owned sanitary sewer collection systems Reso No. 7512 Accept the Miscellaneous Sewer Main Repair Project June 20, 2023 Page 2 of 3 in California with more than one mile of sewer pipeline. Under this program, the City is required to prepare and implement a Sewer System Management Plan (“SSMP”). The SSMP identifies routine and preventative operation and maintenance activities and preventative maintenance actions such as regular visual and CCTV inspections of manholes and sewer pipes. CCTV inspections provide evidence of the cleaning and maintenance that is performed as part of the SSMP as well as a record of the condition of the sewer mains and identification of deficiencies or sections requiring repair. The results of these inspections are reviewed and used to prioritize and prepare projects to repair damaged sewer pipe segments. On December 20, 2022, the City Council approved a contract with Bonadiman Water, Inc. for the Miscellaneous Sewer Main Repair Project. The work performed included repairing sewer mains on Colorado Street and at the intersection of Foothill Boulevard and Baldwin Avenue. In addition, six damaged manholes at the following locations were repaired: • Lemon Avenue; • Lower Azusa Road; • Highland Oaks Drive (two locations); • Singing Wood Drive; and • Loma Lisa Lane. DISCUSSION During construction, it was determined that additional work was needed to remove existing concrete surrounding the sewer pipe. Staff also found that CCTV inspections could be removed from the contractor’s scope of work and be more efficiently performed by City staff. Below is a breakdown of total contract change orders. CCO Description Amount 1. Added (1 LS) – Remove concrete encasement around sewer pipe $11,800 2. Deleted (1 LS) – Provide CCTV inspection of mainline repair locations ($1,000) Total: $10,800 The change orders listed above increased the overall contract amount by $10,800, or 9.1% more than the original contract amount. A supplemental budget appropriation is being requested to cover the cost of the change orders. The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Bonadiman Water, Inc. completed the work as defined by the City’s specifications in an efficient and timely manner. Reso No. 7512 Accept the Miscellaneous Sewer Main Repair Project June 20, 2023 Page 3 of 3 FISCAL IMPACT Funds in the amount of $100,000 were budgeted in the Fiscal Year 2022-23 Capital Improvement Program for the Miscellaneous Sewer Main Repair Project. On December 20, 2022, the City Council adopted Resolution No. 7474, which authorized a supplemental budget appropriation for the Miscellaneous Sewer Main Repair Project in the amount of $18,100. A 10% contingency was not included with the budget appropriation request. Project change orders were undertaken to proceed with the removal of existing concrete surrounding the sewer pipe and perform the necessary work, which resulted in higher costs than the original scope of work. The total construction cost for this project is $128,900. This amount reflects the contract amount of $118,100 plus change orders totaling $10,800, or 9.1% more than the contract amount. A supplemental budget appropriation in the amount of $10,800, offset by a reduction in the Sewer Reserve Fund is being requested to cover the cost of the change orders. ENVIRONMENTAL ANALYSIS This project involves the replacement and minor alteration of an existing utility system with no expansion of the system, and therefore, qualifies as a Class 2 categorical exemption per 15302(c) of the California Environmental Quality Act. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 7512 amending the Fiscal Year 2022-23 Capital Improvement Program Budget, authorizing a supplemental budget appropriation for the Miscellaneous Sewer Main Repair Project in the amount of $10,800, offset by a reduction in the Sewer Reserve Fund, and accepting all work performed by Bonadiman Water Inc. for the Miscellaneous Sewer Main Repair Project as complete; and authorizing final payment to be made in accordance with the contract documents, subject to the retention of $6,445.
