HomeMy WebLinkAbout05/16/2023ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, MAY 16, 2023 CALL TO ORDER - Mayor Cheng called the Study Session to order at 5:05 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cao, Kwan, Wang, Verlato, and Cheng ABSENT: None PUBLIC COMMENTS — No one appeared. STUDY SESSION Mayor Cheng moved Item b. to the first part of the agenda. b. Report, discussion. and direction regardin4 the creation of a City Health Commission. CEQA: Not a Project Recommended Action: Provide Direction After City Council discussion, a motion was made by Council Member Cao, seconded by Mayor Cheng, and carried on a roll call vote to bring forward a Resolution establishing a City Council Health Committee that would provide a health fair and health education for the community. AYES: Cao, Cheng, Wang, and Verlato NOES: Kwan ABSENT: None a. Retort. discussion, and direction reqardinq the proposed Operatinq Budget for Fiscal Years 2023-25. and Proposed Caoital Improvement and Equipment Plan for Fiscal Years 2023-28. CEQA: Not a Project Recommended Action: Provide Direction City Manager Lazzaretto provided the PowerPoint Presentation. After discussion, the City Council directed staff to prepare the necessary Resolutions for City Council consideration at the June 6, 2023, City Council Meeting, related to the adoption of the Operating Budget for Fiscal Years 2023-25, and Capital Improvement and Equipment Plan for Fiscal Years 2023-28. The Study Session ended at 6:47 p.m. Regular Meeting City Council Chambers, 7:00 p.m. 1. CALL TO ORDER — Mayor Cheng called the Regular Meeting to order at 7:02 p.m. 2. INVOCATION — Pastor Terrence Shay, First Chinese Baptist Church of Walnut/Arcadia Resident 05-16-2023 3. PLEDGE OF ALLEGIANCE — City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cao, Kwan, Wang, Verlato, and Cheng ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Maurer reported that prior to the Regular Meeting the City Council met in a Study Session to discuss the two items listed on the posted agenda; he indicated that direction was provided on those items; and that those items will be brought back to the City Council for action at a future meeting. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto had nothing to report and welcomed City Clerk Glasco to the meeting. 7. PRESENTATIONS a. Presentation of Mayor's Certificate to Arcadia resident Wesley Beverlin for 30 years of service to the LA County Sanitation Districts. b. Presentation of the 2023 Arcadia Beautiful Spring Home Awards. c. Presentation by LA Metro for the 1-210 Soundwall Package 10 — a new decorative soundwall alone the 1-210 Freeway from Santa Anita Avenue to Baldwin Avenue in Arcadia. 8. PUBLIC COMMENTS Francine Chiu, an Arcadia business owner, and President of the Arcadia Chamber of Commerce appeared and announced the following upcoming events: Rise and Shine Arcadia Networking Breakfast on May 18; Networking at Noon on May 23; the Virtual Job Fair on May 31; and a Mixer hosted by the Arcadia Chamber and Los Angeles Chinese Chamber on June 1. Gerri Lyn, an Arcadia resident, appeared and expressed her concerns regarding possible home birthing centers near her residence; and explained her reasons for why her home should be zoned as a single-family residence. Anne Snyder, Director of the 8Eighty Homeowner's Board, and Dr. Deepa Nanayakkara appeared on behalf of the residents of the "8Eighty" community and expressed their opposition to a new bus stop at the entrance of their gated community; and urged the City Council to reconsider the construction of the new bus stop. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 9234]). Council Member Cao reported that he attended the Southern California Association of Governments meeting; Clean Power Alliance meeting; Arcadia Fire Department's Firefighters' Pancake Breakfast; Congresswoman Judy Chu's Annual Congressional Woman of the Year Awards; a City Council Budget Study Session; the USC Arcadia Hospital Week Celebration & 2 05-16-2023 Proclamation Presentation; the USC Arcadia Hospital Foundation Mardi Gras event; the Arcadia Volunteer Recognition Dinner; the Neighborhood Watch Meeting hosted by the Arcadia Police Department; and that prior to the Regular City Council Meeting, he attended a Budget Study Session. Council Member Kwan announced that May is Asian American and Pacific Islander Heritage Month; she noted that the City appears to be co -sponsoring Law Day with the Arcadia Chinese Association; that years ago in a cost cutting measure the City Council voted to no longer sponsor the event; she requested City Council support to place an item on a future agenda to discuss co -sponsoring the Law Day event; she reported that she attended the Foothill Gold Line meeting; she explained that the Board is requesting that letters from surrounding cities be sent to the State requesting additional funding to complete the Metro Gold Line project; and requested the City Council submit a letter of support. Council Member Wang announced that she attended the Arcadia Fire Department's Firefighters' Pancake Breakfast; the Annual Community Bike Ride; Congresswoman Judy Chu's Annual Congressional Woman of the Year Awards; a City Council Budget Study Session; the USC Arcadia Hospital Week Celebration & Proclamation Presentation; the Arcadia Chamber of Commerce meeting; the USC Arcadia Hospital Foundation Mardi Gras event; the Foothill Employment and Training Connection meeting; and the Arcadia Volunteer Recognition Dinner, among other events outside the City of Arcadia. She stated that she attended the Neighborhood Watch meeting with the Arcadia Police Department; and that prior to the Regular City Council Meeting, she attended a Budget Study Session. Mayor Pro Tem Verlato announced that she attended a City Council Budget Study Session; the USC Arcadia Hospital Foundation Mardi Gras event; the Arcadia Volunteer Recognition Dinner; she welcomed City Clerk Glasco; she congratulated Wesley Beverlin for all the work he did at the LA County Sanitation Districts; she reported that prior to the Regular City Council Meeting, she attended a Budget Study Session and there was brief discussion about neighboring cities providing shelter for Arcadia's unhoused, and she encouraged the City Council to meet with those cities. She further announced that May 17 is the Neighborhood Watch Meeting for District 1; May 18 is the San Gabriel Valley Council of Governments meeting; May 20 is the Arcadia Historical Society Garden Party; May 21 is the Arcadia Field of Honor Opening Day; and that she attended the funeral of Terry Muse, former Liaison for Waste Management. Mayor Pro Tem Verlato expressed her support for Council Member Kwan's request to place the topic of Law Day on a future agenda and stated that she would like this item presented at the June 6, 2023, City Council Meeting; Council Member Wang concurred with this request. Mayor Cheng announced that May 17 is the Neighborhood Watch Meeting for District 1; that May 20 the Arcadia Police Department is hosting its final Neighborhood Watch meeting; May 27 is Supervisor Kathryn Barger & Military Veterans Affairs' 25th Annual Tribute to Veterans & Military Families at Arcadia County Park; that on May 29 the Monrovia City Council and Turner and Stevens Oak Mortuary will be honoring Veterans; and that flags for the Field of Honor event can be purchased for $50. City Clerk Glasco thanked the City Council and City Manager Lazzaretto for their kind words; he announced that May 27 is Supervisor Kathryn Barger & Military Veterans Affairs' 25th Annual Tribute to Veterans & Military Families at Arcadia County Park. 3 05-16-2023 10. CEQA: Not a Project Recommended Action: Approve Resolution No. 7494 approving participation in Year 3 of the Los Angeles Urban County Permanent Local Housing Allocation "PLHA" Pro ram• identifying ro osed activities for $799.154 in PLHA Funding: and authorizing the Mayor, or designee, to sign a reimbursable contract with the Los Angeles County Development Authority ("LACDA"). CEQA: Not a Project Recommended Action: Adopt c. Resolution No. 7495 amending the Fiscal Year 2022-23 Equipment Acguisition Program Budget and authorizing a supplemental budget appropriation for the purchase of two L} mechanical cardiopulmonary devices in the amount of $8,320, offset by a $8,320 reduction in the American Rescue Plan Act("ABPA") Fund; and approving a Purchase Order with Stryker Sales, LLC for the purchase of two (2) mechanical cardiopulmonary devices in the amount of $60.320. CEQA: Not a Project Recommended Action: Adopt and Approve Resolution No. 7496 amending the Fiscal Year 2022-23 Eguipment Acquisition Program Budget and approving supplemental budget appropriation in the amount of $62.022 from the Equipment Replacement Reserve Fund for the purchase of a new 2023 Ranger Crew XP 1000 Northstar Ultimate Utility Terrain vehicle from Polaris Salem Inc. CEQA: Not a Project Recommended Action: Adopt and Approve e. Resolution No. 7497 amending the Fiscal Year 2022-23 Operating Budget authorizing a supplemental budget appropriation for the purchase of fireworks at the 2023 Patriotic Festival in the amount of $20,000. offset by a reduction in the General Fund Reserve, and waiving expenses related to police and fire support for the 2023 Patriotic Festival. CEQA: Exempt Recommended Action: Adopt Professional Services Agreement with Bateman Community Living. LLC d.b.a. Trio Community Meals to provide the Senior Meals Program for Fiscal Year 2023-24 in an amount not to exceed $103.700. CEQA: Not a Project Recommended Action: Approve g. Acce;Dt all work G)erformed by 316 Engineering and Construction Co.. Inc. for the Valve Renlacement Proiect as complete. CEQA: Exempt Recommended Action: Approve 05-16-2023 h. Accept all work performed by Onyx Paving Company, Inc. for the Fiscal Year 2021-22 Pavement Rehabilitation Project as complete. CEQA: Exempt Recommended Action: Approve City Attorney Maurer noted for the record that due to a conflict of interest, Council Member Kwan will abstain from voting on Consent Item 10.e. It was moved by Mayor Pro Tem Verlato, seconded by Mayor Cheng, and carried on a roll call vote to approve Consent Calendar Items 10.a through 10.h.
