there is no other vacancy except the units to be converted for the proposed fitness
center. The site provides a total of 55 parking spaces shared by all tenants and
patrons, including three ADA accessible spaces. The complete list of tenant
information can be found in Exhibit 3.
PARKING CALCULATION
According to the City of Arcadia Municipal Code, the required parking for fitness
center is one space per 100 square feet in all workout and instructional areas.
The project providing 1,700 sq. ft. of workout and instructional areas is
required to provide 17 parking spaces, as shown in Table 1.

COMBINED PARKING DEMAND
Prior to consideration of time-of-day usage by various tenants, the
parking requirement for the entire plaza per Municipal Code is 60 spaces,
including 43 spaces for existing tenants and 17 spaces for the project. As detailed
calculation shown in Exhibit 3 and summarized in Table 2, the project site with a
capacity of 55 parking spaces has a parking deficit of 5 spaces.

PARKING SURVEY
Generally various uses in a shopping center may have different business hours and
their parking demands of each individual use may peak at different times. In order
to observe actual parking of existing tenants, the study conducted field observations
at the project site during the business hours of the proposed fitness center. Parked
vehicles were counted every 30 minutes on a typical weekday and a Saturday.
Complete survey data and area map can be found in Appendix A.
Within the survey periods, peak parking took place at 3:30 PM on Thursday with 25
spaces occupied among the capacity of 46 spaces. Peak parking by existing tenants
is equivalent to 45% of the parking capacity.
SHARED PARKING ANALYSIS
Parking demands corresponding to the proposed business hours are illustrated in Exhibit
4. The empirical peak parking demand is 46 spaces for the entire plaza based on
Thursday’s usages, including 25 spaces for existing tenants, 17 spaces for the project.
With consideration of all proposed and existing uses, the peak parking usage would be
76% of the capacity. The project site has an empirical parking surplus of 13 spaces.

SUMMARY
Based on the empirical parking analysis, this study concludes that the subject
commercial plaza has provided sufficient parking spaces to accommodate the
proposed yoga fitness center. The project is not expected to result in parking
overflow onto public streets.
