HomeMy WebLinkAbout7493RESOLUTION NO. 7493 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING THE FISCAL YEAR 2019-20 CAPITAL IMPROVEMENT PROGRAM BUDGET, AUTHORIZING A SUPPLEMENTAL BUDGET APPROPRIATION FOR DESIGN OF THE NEW GOLDRING MUNICIPAL WATER SUPPLY WELL IN THE AMOUNT OF $111,350, OFFSET BY A REDUCTION IN THE WATER RESERVE FUND WHEREAS, design of a new well (the Goldring Municipal Water Supply Well) was adopted in the Fiscal Year 2019-20 Capital Improvement Program; and WHEREAS, funds in the amount of $250,000 were budgeted in the Fiscal Year 2019-20 Capital Improvement Program for Arcadia's portion of the New Goldring Municipal Water Supply Well design; and WHEREAS, design, construction, operation, and maintenance of this new well is a joint venture between the Cities of Arcadia and Sierra Madre, formalized through an agreement approved by the Arcadia City Council; and WHEREAS, each city is responsible for 50% of the cost of all matters related to the new well; and WHEREAS on May 4, 2021, the City Council approved a Professional Services Agreement with Stetson Engineers, Inc. for the design of the New Goldring Municipal Water Supply Well in the amount of $496,600, with Arcadia's required portion being $248,300; and WHEREAS, during the design phase, concerns were raised that the well may be contaminated with PFAS due to the well's proximity to other well sites that have been found to be contaminated; and 1 WHEREAS, the Environmental Protection Agency has published new proposed regulations that would set new Maximum Contaminant Levels for identified PFAS contaminants; and WHEREAS, PFAS contamination at the project site would require on-site treatment to meet water quality standards; and WHEREAS, the Professional Services Agreement with Stetson Engineers, Inc. will be amended to include water treatment facility design and related services for the potential installation of water treatment equipment; and WHEREAS, the total cost for the contract amendment is $222,700, with Arcadia's required portion being 50% or $111,350; and WHEREAS, a supplemental budget appropriation in the amount of $111,350, offset by a reduction in the Water Reserve Fund is being requested; and WHEREAS, the City Manager has certified that there are sufficient reserves available in the Water Reserve Fund for appropriation. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. The sum of One Hundred Eleven Thousand Three Hundred Fifty Dollars ($111,350) is hereby appropriated in the FY19-20 Capital Improvement Program Budget, offset with an equal reduction in the Water Reserve Fund.
