INVOCATION — Secretary Riaz Khan, Mosque of San Gabriel 3. PLEDGE OF ALLEGIANCE — Council Member Cao 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cao, Kwan, Wang, Verlato, and Cheng ABSENT: None 5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that an email was received from the Santa Anita Oaks Homeowners Association related to Public Hearing Item 7.a and distributed to City Council prior to the meeting; and at the request of Mayor Cheng, City Manager Item 11.a. will be moved to after Item 6. Presentations. 6. PRESENTATIONS a. Presentation by, Kevin McManus. PR & Communications Manager, of adoptable dog by the Pasadena Humane Society. b. Presentation of Mayor s Certificates of Commendation to Kare Youth Lea ue President Chis Horton and Board Director Dean Sloan. c. Recognition of the Friends of the Museum 10t' Anniversary and presentation of $13,900 gift for the Gilb Museum. 11. CITY MANAGER a. Report, discussion, and direction recardinthe annual Law Day event. CEQA: Not a Project Recommended Action: Provide Direction City Manager Lazzaretto presented the Staff Report. Mayor Pro Tern Verlato requested video segments from the City Council Special Meeting on May 19, 2020, and the City Council Special Meeting on June 2, 2020, to be played. Mayor Cheng opened public comment for item 11.a. Dr. Edward Wong, Arcadia resident, Law Day event coordinator, and former President of the Arcadia Chinese Association, appeared and spoke about the great successes of past Law Day events with the co-sponsorship of the City and the Arcadia Chinese Association; he indicated there was a misrepresentation that the Arcadia Chinese Association sought sole responsibility of 06-06-2023 Law Day and asked City Council to consider restoring the co-sponsorship between the Arcadia Chinese Association and the City of Arcadia for this event. Angela Hui, an Arcadia resident, appeared and spoke about the history of Law Day; and indicated she looks forward to seeing a continued co-sponsorship of this event between the City of Arcadia and the Arcadia Chinese Association. Jaime Lee, Arcadia resident and former President of the Arcadia Chinese Association, appeared and indicated that the Arcadia Chinese Association had no intention of assuming sole sponsorship of Law Day; and she indicated that the Arcadia Chinese Association would like to continue a co- sponsorship with the City of Arcadia. Sonia Martin, an Arcadia resident, appeared and asked the City to refrain from partnering with the Arcadia Chinese Association on Law Day due to the litigation and associated costs initiated by a Board Member of the Arcadia Chinese Association. Mayor Cheng closed public comment and opened the City Council discussion on item 11.a. Mayor Pro Tern Verlato indicated her interest in asking questions of the speakers during public comment. Mayor Cheng reopened public comment to allow any more speakers to address the City Council. Susan Guo, an Arcadia resident and incoming Co -President of the Arcadia Chinese Association, appeared and expressed her interest in looking beyond the past and uniting as a City to help the residents and continue the co-sponsorship of Law Day between the Arcadia Chinese Association and the City of Arcadia. She stressed that she was not authorized to speak on behalf of the Association at this time so her comments should be considered her own. Mayor Pro Tern Verlato asked questions and received responses from speaker Susan Guo, Jaime Lee, and Dr. Edward Wong. Following the conclusion of City Council questions of public comment speakers, City Council discussion resumed. After City Council discussion a motion was made by Mayor Cheng, seconded by Council Member Cao, and carried on a roll call vote to proceed with co -sponsoring the Law Day event this year and return in 90 days to get an official position from the Arcadia Chinese Association to decide what will happen in the future for Law Day. AYES: Cheng, Cao, and Verlato NOES: Kwan and Wang ABSENT: None Mayor Cheng called for a recess at 9:41 pm. And reconvened at 9:50 p.m. 8. PUBLIC COMMENTS Beverly Street, an Arcadia resident and Campership Chair for the Arcadia Community Coordinating Council, appeared and spoke about potential campership opportunities for children of low-income families who live in Arcadia or attend Arcadia schools; and indicated that they can contact the Arcadia Recreation Department for more information. 2 06-06-2023 Gerri Lin, an Arcadia resident, appeared and expressed her frustration that her residence is zoned as a condo and not a single-family residence. City Attorney Maurer indicated that the following public comment is in relation to Public Hearing Item 7.a. Christine Lee, an Arcadia resident and incoming President for the Santa Anita Oaks Homeowners Association, appeared and indicated that several years ago the Sana Anita Oaks HOA had surplus funds and installed three Flock Safety Cameras, with guidance from the Arcadia Police Department; she further indicated that the HOA is no longer able to afford the annual renewal costs for the three cameras and requested the City's assistance in taking over those cameras and the annual costs. 7. PUBLIC HEARING a. Resolutions relating to the adoption of the Fiscal Year 2023-24 Operating Budget and the Fiscal Years 2023-24 through 2027-28 Capital Improvement and Equipment Plan. Resolution No. 7500 adopting a budget for Fiscal Year 2023-24 and appropriating the amounts specified therein as expenditures from the funds. CEQA: Not a Project Recommended Action: Adopt Resolution No. 7501 adopting a Capital Improvement and Equipment Plan for Fiscal Years 2023-24 through 2027-28. CEQA: Not a Project Recommended Action: Adopt City Manager Lazzaretto presented the PowerPoint presentation. Mayor Cheng opened the Public Hearing and no one appeared. Mayor Cheng closed the Public Hearing. After discussion, a motion was made by Mayor Pro Tern Verlato and seconded by Council Member Cao to incorporate two of the three Flock Cameras in the Santa Anita Oaks Homeowners Association, within the $77,000 budgeted for new Flock Cameras in Fiscal Year 2023-24. AYES: Verlato, Cao, Kwan, Wang, and Cheng NOES: None ABSENT: None City Attorney Maurer noted for the record that the City Council met the Public Hearing requirements by allowing for Public Hearing comments prior to opening the Public Hearing. A motion was made by Council Member Cao, seconded by Mayor Pro Tern Verlato, and carried on a roll call vote to adopt Resolution No. 7500 adopting a budget for Fiscal Year 2023-24 and appropriating the amounts specified therein as expenditures from the funds. AYES: Cao, Verlato, Kwan, Wang, and Cheng NOES: None ABSENT: None 3 06-06-2023 A motion was made by Council Member Cao, seconded by Mayor Pro Tern Verlato, and carried on a roll call vote to adopt Resolution No. 7501 adopting a Capital Improvement and Equipment Plan for Fiscal Years 2023-24 through 2027-28. AYES: Cao, Verlato, Kwan, Wang, and Cheng NOES: None ABSENT: None b. Resolution No. 7498 establishing and/or adjusting various fees for City services. A motion was made by Mayor Cheng, seconded by Council Member Wang, and carried on a roll call vote to adopt Resolution No. 7498 establishing and/or adjusting various fees for City services. AYES: Cheng, Wang, Cao, Kwan, and Verlato NOES: None ABSENT: None 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Cao reported that he attended First Avenue Service Awards; Baldwin Stocker Service Awards; District 4 Neighborhood Watch meeting; Arcadia Spring Garden Party; Rotary Club Field of Honor; Foothill Transit meeting; Dana Middle School Service Awards; Planning Commission Meeting; Camino Grove Service Awards; L.A. County's Military Veteran's Ceremony and Rotary Field of Honor; Live Oak Memorial Park Veteran's Ceremony; Clean Power Alliance Meeting; League of CA Cities meeting; and indicated that it is an honor to attend events for Veterans and he humbled by their service to our Country. Council Member Kwan had no comments. Council Member Wang reported that she attended Service Award Ceremonies at Baldwin Stocker, First Avenue, Camino Grove and Dana Middle School; she attended a convention party with California Speaker of the Assembly Anthony Rendon; and the Neighborhood Watch meeting; she thanked the Arcadia Fire Chief for his quick response to an accident on Duarte Rd.; she further thanked Public Works for removing abandoned furniture on Duarte and Huntington; and lastly she attended the L.A. County's Military Veteran's Ceremony and Field of Honor hosted by Rotary Club and thanked Veterans for their service. Mayor Pro Tern Verlato thanked the Friends of the Arcadia Museum for their generous donation; she thanked Public Works Services Department for diverting water into spreading grounds of the East Raymond Basin; she shared photos and spoke about the unhoused she sees in Downtown Arcadia; she announced that she will be attending the San Gabriel Valley Council of Governments Homelessness Committee Meeting on June 7 and invited all to attend; on July 15 she will be taking an Affordable Housing Bus Tour by Making Housing and Community Happen from Pasadena; she further announced that she will attend a Homelessness Summit in Downtown Los 4 06-06-2023 Angeles; and requested support from any Council Members who would be interested in pursuing a Homelessness Summit in Arcadia, with Council Member Kwan and Council Member Wang concurring; she provided reports of recent thefts in Arcadia and spoke about an alleged incident on May 25, near the elementary school on Woodruff Avenue. Captain Lachenmyer provided a brief description of the incident as it is still under investigation and advised that due to the location of the reports, Longley Way Elementary School was immediately placed on lockdown; after investigating it was learned that the call was not credible. In response to Mayor Pro Tem Verlato, Captain Lachenmyer indicated that the most accurate information and updates from the Police Department will be provided through Nixle. City Clerk Glasco expressed support for the Kare Youth League and the recognition they received for their good work; and indicated that he was involved with athletics through this organization when he was a child in Arcadia. Mayor Cheng thanked the City Council for being open and transparent with their thoughts during tough conversations. 10. CONSENT CALENDAR a. Rec{ular Meeting Minutes of May 16, 2023. CEQA: Not a Project Recommended Action: Approve b. Resolution No. 7499 establishing an aaorooriation limit for Fiscal Year 2023-24 pursuant to Article XIII-B of the California Constitution. CEQA: Not a Project Recommended Action: Adopt c. Resolutions initiating proceedings for the annual levy and collection of assessments, approving the Preliminary Engineer's Report, declaring intention to levy and collect assessments for Fiscal Year 2023-24, and appointing a time and place for a public hearing for the Arcadia Citywide Lighting District No. 1. Resolution No. 7503 initiating proceedings for the annual levy and collection of assessments for the Arcadia Citywide Lighting District No. 1 pursuant to the provisions of Part 2 of Division 15 of the California Streets and Highways Code and ordering the preparation of the Engineer's Report. CEQA: Not a Project Recommended Action: Adopt Resolution No. 7504 approving the preliminary Engineer's Report of Willdan Financial Services for the Arcadia Citywide Lighting District No. 1 CEQA: Not a Project Recommended Action: Adopt Resolution No. 7505 declaring its intention to levy and collect assessments within the Arcadia Citywide Lighting District No. 1 for Fiscal Year 2023-24 and appointing a time and place for a public hearing. Resolution No. 7506 setting Service Rates for the collection of residential refuse and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code for Fiscal Year 2023-24. CEQA: Not a Project Recommended Action: Adopt e. Resolution No. 7507 supporting Front -of -Package Food Labeling. CEQA: Exempt Recommended Action: Adopt f. Resolution No. 7508 establishing a City Council Health Committee. CEQA: Exempt Recommended Action: Adopt g. Gift of $13,900 from the Friends of the Museum for Museum Programming, Marketing, and Archival Supplies. CEQA: Not a Project Recommended Action: Accept h.
