RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, June 14, 2023 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:02pm. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Cheung reported she attended the City's Red Carpet Volunteer Dinner on May 11 and had an enjoyable evening celebrating the City's volunteers. Commissioner Chu reported he attended the City's Red Carpet Volunteer Dinner on May 11. He enjoyed the evening and seeing volunteers win raffle prizes. Commissioner Vanni — No Report REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tern Verlato reported on the recent City Council meeting. Mayor Pro Tern Verlato reported the City will be co -sponsoring the Annual Law Day on June 24. Mayor Po Tern Verlato reported she has requested having a Homelessness Summit. This request will be discussed at the next City Council meeting. The purpose of a Homelessness Summit would be to network with neighboring cities and become educated on the various plans of action included in each city's Homelessness Plan. Mayor Pro Tern Verlato reported the City Council has adopted the City Budget for the Fiscal Year 2023-24. Mayor Pro Tern Verlato reported the City has a surplus in FY 2021-22 and FY 2022-23 from Measure A, a sales tax measure that was voted in by the City of Arcadia voters. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of May 10, 2023. It was moved by Commissioner Vanni, seconded by Commissioner Chu, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director of Public Works Services (DDPWS) Carmen Masud reported annual slurry seal will be taking place on designated streets throughout the City. DDPWS Masud reported a water main replacement project will begin in a few weeks. DDPWS Masud reported Public Works is working with California's Office of Emergency Services (Cal OES) for funding for Wilderness Park storm damage. DDPWS Masud reported Public Works is working with Los Angeles County to coordinate a tour of Wilderness Park for City Council members to come see the damages. DDPWS Masud reported the Newcastle Park design is complete and Public Works is working on a timeline for the project. b. Report from Recreation and Community Services Department Monthly Reports Deputy Director Recreation and Community Services (DDRCS) Candice Cheung reported on May senior programs and activities. DDRCS Cheung reported table tennis had 221 participants. Table Tennis has become popular. The players requested barriers be provided to help control the balls from rolling too far away. The request was met, and the players are very happy. DDRCS Cheung reported Walk & Talk has been moved to 9am during the summer to beat the heat. There were 24 seniors who participated in the month of May. DDRCS Cheung reported on Taste the Town, a monthly program seniors can attend to try different restaurants in the City. In May, 30 seniors attend and enjoyed Outback Steak house. DDRCS Cheung reported on several recreation programs beginning with the Adult Basketball League with 29 teams in the spring season and a total of 341 participants for the month of May. DDRCS Cheung reported the summer season is already full at 32 teams with a waitlist. The department is looking in to opening another league on Saturdays since there is space and time during the summer months. DDRCS Cheung reported the Volunteen program had 38 volunteens who gave a total of 187 hours of service. DDRCS Cheung reported the Presidential Volunteer Service Award program has been implemented for teen volunteers who work 50-100 hours during the year, seven volunteens were presented this award. DDRCS Cheung announced Concerts and Movies in the Park begins on Thursday, June 22 at 6:30pm. The band Electric Vinyl, the movie Minions: Rise of Gru, and the Environmental Fair are on the schedule. Financial Statements DDRCS Cheung reported the financials should be at about 83% for ten months into the fiscal year. Expenditures are under at 71% and revenue is right at 83%. DDRCS Cheung reported the Parks and Recreation Fund typically stays the same until supplies are purchased and renovations begin at parks or facilities in the City. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 611 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for our senior patrons the Check second Tuesday of the month, from 10-1lam in the Community 16 Center billiard room. Exercise plays a vital role in health and wellness. Some of the classes offered are line dance, cardio plus, Zumba, and more. Classes These courses contribute to bone density improvement, 1,377 increased muscle strength, flexibility, the reduction of stress, and improved cardio. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 32 The gift shop provides a venue for senior crafters to sell their 11 —Visitors Gift Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $459 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 19 address their daily living concerns. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors free Sight vision care. Prospective clients are screened by senior services 2 staff that make the necessary arrangements for the service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 70 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday Monday Dance is held the first, third, and fifth Monday of every Dance month. This program provides a good element for participants 181 and has a good ratio of male and female dancers. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 21 Senior Meals A nutritious meal is provided Monday -Friday. For many seniors 1,679 Program this is the only hot meal they have daily. Average/Day 73 Sing Along with Every Wednesday from 1-3pm James Iranfar plays his guitar and James Iranfar sings with a group of seniors. Everyone has the words to each 80 song and enjoy singing as it makes them ha Table Table Tennis is available Monday -Friday, from 8:30am-4pm. Tennis Seniors can drop in and play to gain exercise and socialization. 211 Tech Talk is a program for seniors who need assistance with Tech Talk their electronic devices. Volunteens are available the first and 8 third Friday of the month from 4-5pm. Every Thursday at 10am, seniors join a staff member for a short, Walk & Talk leisurely walk around the Community Center and surrounding 32 areas. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. 93 Free seminars on various topics are available each month. In Free Senior June the following topics were presented: Seniors Helping Seminars Seniors, Head & Neck Disorders, and Aging in Arcadia. 80 Seminars take place at the Community Center. Each month, seniors meet at a new restaurant in Arcadia to enjoy Taste the Town different foods, meet new people, and socialize. On June 21, 29 everyone enjoyed lunch at New Fusion Cafe. Bunco was held on Friday, June 2 with a tropical theme. Bunco Tropical Bunco includes eight games, raffles, lunch, and refreshments. One 29 lucky winner took home a gift card. There were 29 registered participants. On Friday, June 9, Senior Services hosted the sold -out Summer Luau event with 136 registered participants. The event was held Senior Luau at the Community Center where participants enjoyed lunch and 136 Polynesian dance performers who had participants up and dancing on stage. Everyone was excited to fill their bags with a variety of sweets at the candy bar. Support services include registering members for trips, signing Meeting: 70 Arcadia up new members, and managing the club's correspondence. A Passes Sold: 124 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 95 future trips and provide a social gathering. Total: 289 Cumulative total for senior services 5,119 Connection Total number of monthly newsletters distributed this month. 1,200 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 29 adult basketball teams participating in the spring 530 league at the Dana Gym on Sundays from 8am to 10pm. On Thursday, June 22, 463 people came out to see the band Electric Vinyl. At dusk, 151 people stayed to watch the movie Concerts and Minions: Rise of Gru. On Thursday June 29, 593 people came out Movies in the to enjoy the band, Beach Street A Go Go. At dusk, 172 people Concerts 1,056 Park stayed to watch the movie Hotel Transylvania: Transformania. The Movies 323 crowd picnic and dance to the music while kids participate in activities and fun games at the free Kids Fun Zone. The Summer Fun N' Play Program provides children from ages 5- Summer Fun N' 12 weekly recreational activities in a group environment. The Play program runs from June 12 and will end August 11. The children 1,550 enjoy a variety of games, crafts, and a weekly demonstration from outside organizations. Volunteen The Volunteen Program provides teens with valuable volunteer 48 Volunteens Program experiences to help prepare them for college and future jobs. 573 hours During the month of June, a total of 573 hours were volunteered. Community Examples of classes offered at this location include exercise Center Classes classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,132 painting, and line dancing. Dana Gym Examples of classes offered at this location include exercise Classes classes, youth basketball classes, volleyball, and badminton. 883 MEC Classes Examples of classes offered at this location include guzheng, 184 karate, tai chi, and line dancing. Merit Badge Merit Badge classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 135 rank.
