. GENERAL PLAN DESIGNATION
Planned Development - 1
SITE INFORMATIO:t'l
.
On January 6, 1989 the Redevelopment Agency approved the design for the
proposed mixed-use project (Arcadia Landmark Development) consisting of retail
and office space. They also approved the concept of two restaurants, totaling
12,000 sq. ft. on the site.
Based upon the plans in plan check, the project will contain approximately 70,700
sq. ft. of office and retail space and 12,000 sq. ft. of restaurant space. A parking
structure will be located along the north property line.
There will be 433+ parking spaces; 437 spaces are required based upon the above
uses. The applicant has indicated that the plans will be modified to provide
parking which complies with code. There are 190 surface parking spaces and 343
spaces within the parking structure.
In January, 1989, a parking study was prep~ed by Barton-As..hmAn Associates,
Inc. for the proposed project. The report noted that:
"the iIl1pact of the Arcadia Landmark development project on the area
roadwllY system, with the exception of race-day conditions at the
intersection of Huntington Drive and Second Avenue, will not exceed level-
of-service standards put forth by the City of Arcadia. Although race-day
conditions at the intersection of Huntington Drive and Second Avenue.will
not satisfy City standards, police control of this intersection will improve
operational conditions to meet the city's requirements."
PROPOS-u. AND ANALYSIS
The applicant is requesting a conditional use permit to construct a 5,000 square
foot restaurant. The restaurant will be located on the southwest comer of the site
across the street from the Souplantation.
The applicant is proposing seating for 170 persons. Based upon the Fire
Department', requirements, a mA.nmum seating of 168 persons is allowed; 138 in
the dining area and 30 in the lounge area.
Entrance to the restaurant will be from the east side of the building. On-site
parking for the center, including the proposed two restaurants will comply with
code.
.
C.U.P.89-007
June 13, 1989
Page 2
.
Pursuant to the provisions of the California Environmental Quality Act, the
plsmr'ling Department has prepared an initial study for the proposed project. Said
initial study did not disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise and objects of
historical or aesthetic significance. Therefore, a Negative Declaration has been
prepl11'ed for this project.
ARCHITECTURAL DESIGN REVIEW
Concurrent with the consideration of this conditional use permit, the Planning
CoIDIDission may approve, conditionally approve or deny the applicant's design
concept.
The design of the restaurant is compatible with the design of the proposed center
approved by the Redevelopment Agency on January 6, 1989. The building is
primllrily plaster (french vanilla color) with an aged copper shingle roof.
Entrance to the building will be on the east side and highlighted with green
marble. The awnings will be green in color, compatible with the marble color.
Landscape planters adjacent to the building, comer quoins and the trash
enclosure will be constructed of an off-white Santa Maria Stone.
.
It is staffs opinion that the restaurant complies with the intent of the design
criteria set forth in the City's Architectural Design Review Regulations and the
CPD-1 regulations.
The proposed restaurant is located within the Redevelopment Area. Agency
Design Review will be required.
RECOMMENDATIOli
The Planning Department recommends approval of C.U.P. 89-007 subject to the
following conditions:
1. Conditions as outlined in the attached report from the Department of Public
Works shall be complied With to the satisfaction of the Director of Public
Works.
2. That seating shall comply with the requirements set forth by the Fire
Department.
3. That the proposed plans shall be submitted to the Redevelopment Agency
for Agency Design Review.
4. That C.U.P. 89-007 shall not take effect until the owner and applicant have
executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.

FINDINGS AND MOTIONS
Annroval
If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Declaration and find
that the project will not have a significant effect on the environment and direct
staff to prepare the appropriate resolution incorporating the specific findings and
conditions of approval set forth in the staff report (or as modified by the
Commission).
Denial
If the Planning Commission intends to take action to deny Conditional Use Permit
89-007, the Commission should move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and supporting findings. The
Planning Commission may wish to consider the following motions and findings which
should be expanded upon with specific reasons for denial:
D.1 Find that the granting of this conditional use permit will be detrimental to the
public health or welfare or injurious to the property or improvements in such
zone or vicinity.
D.2
Find that the use applied for at the location indicated is not properly one for which
a conditional use permit is authorized.
Find that the site for the proposed use is not adequate in size and shape to
accoD1lD.odate said .use, and all yards, spaces, walls, fences, parking, loading,
landscaping, and other features required to adjust said use with the land and
uses in the neighborhood.
Find that the site abuts streets and highways inadequate in width and pavement
type to carry the kind of traffic generated by the proposed use.
Find that the granting of this conditional use permit will adversely affect the
comprehensive general plan.
Find that the location and configuration of the structures are not visually
harmonious with their sites and with surrounding sites and structures, and that
the structures dominate their surroundings to an extent inappropriate to their
use.

D.4
D.5
D.6

June 13, 1989

.
.
D.7 Find that the architectural design of the stroctures and their-materials and colors
are not visually harmonious with surrounding development.
0.8 Find that the plans for the landscaping of open spaces do not conform to the
requirements set forth in the code, and that they do not provide visually pleasing
settings for stroctures on the site and on adjoining and nearby sites and conflict
with the natural landscape.
0.9 Find that the design and location of signs and their materials and colors are not
consistent with the character and scale of the buildings to which they are attached
or which are located on the same site, and that the signs are not visually
harmonious with surrounding development.
D.10 Find that the architectural design does not enhance the visual environment of
the city, preserve and protect property values and mitigate against degradation
and depreciation.
D.ll Find that the proposal does not promote and protect the health, safety, comfort
and general welfare of the community and does not promote the standards of
appearance in the community or encourages the appropriate use of land within
the City.
D.12 Find that the project contains expanses of flat building walls which needs
additional architectural indentations and/or projections so as to provide
opportunity for shade, shadow, and visual relief.
