RESOLUTION NO. 1757
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA, RECOMMENDING TO THE CITY COUNCIL APPROVAL OF
SPECIFIC PLAN 05-01, GENERAL PLAN AMENDMENT NO. 05-01,
ZONE CHANGE NO. 05-04, THE DEVELOPMENT AGREEMENT AND
ARCHITECTURAL DESIGN REVIEW AND DESIGN GUIDELINES FOR
THE SHOPS AT SANTA ANITA PARK
WHEREAS, in April 2006, Caruso Property Management submitted applications
for a Specific Plan (05-01), General Plan Amendment (05-01). Zone Change (O~),
Development Agreement and Architectural Design Review and Design Guidelines for
the Shops at Santa Anita Park (the .Project) for: (1) development of an 829,250 square
foot (sf) commercial, retail and office development on the southern parking lot which will
be arranged as a new pedestrian-oriented Main Street (804,250 sf of retail commercial
uses and 25,000 sf of office uses); (2) demolition of the existing Saddling Barn and
south ticket gates and construction of a replacement Saddling Barn in the Paddock
Gardens to the west of the existing Kingsbury Memorial Fountain; and (3) construction
of an approximately 98,000 sf Simulcast Center to be located within the westerly portion
of the existing Grandstand; and
WHEREAS, on March 19, 2007, a duly noticed public hearing was held before
the Planning Commission on said applications, including the Final Environmental Impact
Report (FEIR) at which time all interested persons were given full opportunity to be
heard and to present evidence; and
WHEREAS, after the public hearing the Planning Commission voted to
recommend to the City Council approval of Specific Plan (05-01), General Plan
Amendment (05-01), Zone Change (05-04), the Development Agreement and
Architectural Design Review and Design Guidelines for the Shops at Santa Anita Park
and certification of the FEIR, as recommended by the Development Services
Department and subject to the conditions of apProval recommended by the
Development Services Department.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOllOWS:

Section 1. That the factual data submitted by the Community Development
Division in the attached report and Final EIR is true and correct.
Section 2. This Commission finds, based upon the entire record:
1. That the proposed Specific Plan (including the Design Guidelines and
Architectural Design Review Package) is consistent with the General Plan as amended
and the goals, objectives, polices and action programs of the City's General Plan as
amended; the proposed Specific Plan will not adversely affect the public health, safety
and welfare or result in an illogical land use pattern; the proposed Specific Plan is a
desirable planning tool to implement the provisions of the City's General Plan; and the
proposed Specific Plan is consistent and compatible with the terms of the General Plan,
as amended by the proposed General Plan Amendment.
2. That the proposed General Plan Amendment will not be materially detrimental
to the public health or welfare, or injurious to the property or improvements in such zone
or vicinity; the proposed General Plan Amendment will promote the goals and objectives
of the Land Use Element of the General Plan as amended; and the proposed General
Plan Amendment is consistent and compatible with the terms of the General Plan as
amended.
3. That the proposed Zone Change is consistent with the General Plan and
proposed Specific Plan; and that public necessity, convenience, general welfare and
good zoning practice justify the proposed zone changes.
4. That the proposed Development Agreement 'is consistent with the objectives,
policies, general land uses and programs specified in the General Plan and the Specific
Plan; is compatible with the uses authorized and described in the land use district in
which the land is located; is in conformity with the public convenience, general welfare
and good land use practice; will be beneficial to the health, safety and general welfare;
and will not adversely affect the orderly development of property or the preservation of
property values.
5. That each of the reasons stated in the Statement of Overriding Considerations
constitutes a separate and independent basis of justification for the Statement of
Overriding Considerations, and each is able to independently support the Statement of
Overriding Considerations and override the unavoidable environmental effects of the

Project. In addition, each reason is independently supported by substantial evidence
contained in the administrative record.
Section 3. That for the foregoing reasons the Planning Commission recommends
to the City Council approval of Specific Plan (05-01), General Plan Amendment (05-01),
Zone Change (05-04), the Development Agreement and ArchitectUral Design Review
and Design Guidelines, and adoption of the Statement of Overriding Considerations for
the Shops at Santa Anita Park with the recommendation that the Saddling Barn be
relocated rather than demolished and buildings be relocated off the Los Angeles County
Flood Control Channel, and certification of the FEIR.
Section 4. The Secretary shall certify to the adoption of this Resolution and shall
cause a copy to be forwarded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted at a regular
meeting of the Planning Commission held on the 21 st day of March, 2007, by the
following vote:
