A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, GRANTING CONDITIONAL USE PERMIT NO.
CUP 06-15 AND APPROVING ARCHITECTURAL DESIGN REVIEW NO,
ADR 06-20 FOR A WIRELESS TELECOMMUNICATION FACILITY
COMPRISED OF A 50-FOOT TALL MONOPOLE ANTENNA SUPPORT
WITH ONE (1) ARRAY OF SIX (6) PANEL ANTENNAS AND ONE (1)
TWO-FOOT (2'-0") PARABOLIC DISH ANTENNA CAMOUFLAGED AS A
PINE TREE (MONOPINE) AND SIX (6) GROUND-MOUNTED
EQUIPMENT CABINETS IN A CONCRETE BLOCK ENCLOSURE AT
THE LONGLEY WATER WELL SITE AT 2401 EL MONTE AVENUE.
WHEREAS, following the processing of Architectural Design Review No. ADR
06-20, Conditional Use Permit application no. CUP 06-15 was filed by Mr. Joseph J.
Spieler of Avila, Inc. representing Omnipoint Communications, Inc, a subsidiary of T-
Mobile USA, Inc, on November 14, 2006 for a wireless telecommunication facility
. comprised of a 50-root tall monopole antenna support with one (1) array of six (6) panel
antennas and one (1) two-foot (2'-oj parabolic dish antenna camouflaged as a pine
tree (monopine) and six (6) ground-mounted equipment cabinets in a concrete block
enclosure at the Longley Water Well site at 2401 EI Monte Avenue;
WHEREAS, pursuant to the provisions of the Califomia Environmental Quality
Act, Public Resources Code Section 21000 et seq, ("CEQAj and the State's CEQA
Guidelines, the Development Services Department completed an Initial Study for the
proposed project, which did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by the project.
The Development Services Department determined that when considering the record
as a whole, there is no evidence that the proposed project will have any potential for
. adverse effect on wildlife resources or the habitat upon which the wildlife depends.

Therefore, the Development Services Department prepared a Negative Declaration for
this project; and
WHEREAS, a publiC hearing was held by the Planning Commission on January
23, 2007, at which time all interested persons were given full opportunity to be heard
and to present evidence,
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Development Services
Department in the attached reports are true and correct,
SECTION 2. This Commission finds:
1. That the approval of Conditional Use Permit No, CUP 06-15 and
Architectural Design Review No. ADR 06-20 for a wireless telecommunication facility
comprised of a 50-foot tall monopole antenna support with one (1) array of six (6) panel
antennas and one (1) two-foot (2'-0") parabolic dish antenna camouflaged as a pine
tree (monopine) an~ six (6) ground-mounted equipment cabinets in a concrete block
enclosure will not be detrimental to the public health or welfare, or injurious to the
property or improvements in the zone or vicinity.
2. That a wireless telecommunication facility at the location indicated is
properly one for which a Conditional Use Permit is authorized based on the specific
conditions of approval stated herein relating to the proposed use and design.
3. That the site for the proposed wireless telecommunication facility is
adequate in size and shape to accommodate said use, and all yards, spaces, walls,
fences, parking, loading, landscaping and other features required to adjust said use
with the land and uses in the neighborhood.

4. That the site for the proposed wireless telecommunication facility abuts
streets and highways adequate in width and pavement type to carry the kind of traffic
generated by the proposed use,
5. That the subject property is designated for single-family residences in the
General Plan, that the proposed wireless telecommunication facility is consistent with
that designation, and that the granting of the Conditional Use Permit will not adversely
affect the comprehensive general plan.
6. That a Negative Declaration is appropriate and that based upon the record
as a whole, there is no evidence that the proposed project will have any potentially
adverse effect on wildlife resources or the habitat upon which wildlife depends.
SECTION 3. That for the foregoing reasons this Commission grants
Conditional Use Permit No. CUP 06-14 and approves Architectural Design Review No.
ADR 06-32 for a wireless telecommunication facility comprised of a 50-foot tall
monopole antenna support with one (1) array of six (6) panel antennas and one (1) two-
foot (2'~.) parabolic dish antenna camouflaged as a pine tree (monopine) and six (6)
ground-mounted equipment cabinets in a concrete block enclosure at the Longley
Water Well site at 2401 EI Monte Avenue, subject to the following conditions:
1. The wireless communication facility and the site shall be improved,
operated and maintained in a manner that is consistent with the proposal and plans
submitted and conditionally approved for CUP 06-15 and/or ADR 06-20,
2. The equipment cabinets shall be painted to blend in with the surroundings,
subject to the approval of the Public Works Services Director; landscaping shall be
provided to the satisfaction of the Public Works Services Director; the materials and
color of the block wall enclosure shall be subject to the approval of the Public Works

Services Director; all the colors, materials and amounts of simulated foliage for the
monopine shall be subject to the approval of the Public Works Services Director; and
the SWAT training equipment shall be relocated to the satisfaction of the Chief of
Police.
3. The wireless communication faCility shall be able to accommodate the
collocation of additional equipment and antennas, The monopine shall be designed
and constructed so that it can support additional antenna installations and camouflage.
Collocations shall not be limited to any particular service providers. Collocations and
any expansion shall be subject to the Architectural Design Review process, and if
deemed appropriate by the Development Services Director, the Conditional Use Permit
process may be imposed.
4. The two (2) holly oak trees are to be preserved and all construction
activities that may affect the two (2) holly oak trees shall be supervised by a certified
arborist. Progress reports from the certified arborist shall be provided before each
building inspection to document any impacts to the trees and the condition of the trees.
Any trimming for maintenance purposes shall be supervised by a certified arborist. If
either or both of the holly oak trees does not survive the installation of the proposed
facility, the tree(s) shall be removed by the applicant; if either or both of the trees needs
to be removed due to the installation of the proposed facility, or is damaged to such an
extent that the City's arborist determines that it should be removed, removal shall be
done by the applicant. For each tree removed, three (3) replacement oak trees shall be
planted by the applicant; the sizes, species, and locations for the replacement trees
shall be determined by the Public Works Services Director, and may be planted at other
City properties,

5. A grading and drainage plan shall be prepared by a registered engineer and
submitted for review and approval by the City Engineer prior to or concurrently with the
Building Services plan checking of the construction documents; after the issuance of a
building permit, a Rough Grading Certificate will be required prior to the placing of any
concrete on the site; and a Final Grading Certificate shall be required prior to initiating
the final building inspection process. Said certificates shall be signed and wet-stamped
by the project engineer and will certify that the grading operations and drainage
improvements have been done in compliance with the final grading plan approved by
the City Engineer, and said certificates shall be filed with, and subject to approval and
acceptance by the Development Services Director,
6. The wireless communication facility shall comply with all development
requirements and policies determined to be necessary by the Building Official, City
Engineer, Development Services Director, Fire Marshall, Public Works Services
Director, and any service districts and utility providers that will serve the proposed
wireless communication facility.
7, The applicant shall defend, indemnify, and hold harmless the City of
Arcadia and its officers, employees, and agents from and against any claim, action, or
proceeding against the City of Arcadia, its officers, employees or agents to attack, set
aside, void, or annul any approval or condition of approval of the City of Arcadia
conceming this project and/or land use decision, including but not limited to any
approval or condition of approval of the City Council, Planning Commission, or City
Staff, which action is brought within the time period provided for in Govemment Code
Section 66499.37 or other provision of law applicable to this project or decision. The
City shall promptly notify the applicant of any claim, action, or proceeding concerning

the project and/or land use decision and the City shall cooperate fully in the defense of
the matter. The City reserves the right, at its own option. to choose its own attomey to
represent the City, its officers, employees, and agents in the defense of the matter.
a, Noncompliance with the plans, provisions, requirements of various City
departments, and the conditions of approval for CUP 06-15 and/or ADR 06-20 shall be
grounds for immediate suspension and/or revocation of any approvals, which shall
result in suspension of construction and/or removal of those improvements that are the
subjects of this Conditional Use Permit,
9, Approval of CUP 06-15 and/or ADR 06-20 shall not take effect until the
property owner, applicant and applicant's agent have executed and retumed the
Acceptance Form from the Development Services Department to document
acknowledgement and acceptance of the conditions of approval, and all conditions of
approval shall be satisfied prior to final inspection sign-offs for the wireless
communication facility.
10. The applicant shall obtain a lease agreement with the City, the provisions of
which will be at the City's sole and .absolute discretion.
SECTION 4, The decision, findings, and conditions of approval contained in
this Resolution reflect the Planning Commission's action of January 23, 2007, by the
following vote:
AYES: Commissioners Baderian, Beranek, Hsu, Parrille and Olson
NOES: None
SECTION 5, The Secretary shall certify to the adoption of this Resolution
and shall cause a copy to be forwarded to the City Council of the City of Arcadia.

SUBJECT: CUP 06-15 and ADR 06-20 for a wireless communication facility with a 50-
foot tall antenna structure camouflaged as a pine tree at the City of
Arcadia's Longley Plant water well site, 2401 EI Monte,Avenue
SUMMARY
Conditional Use Permit Application No, CUP 06-15 and Architectural Design Review
No. ADR 06-20 were submitted by Omnipoint Communications. Incorporated, a
subsidiary of T-Mobile USA, Incorporated, to construct a wireless telecommunication
facility comprised of a 50-foot tall monopole antenna support with one (1) array of six
(6) panel antennas and one (1) two-foot (2'-Oj parabolic dish antenna camouflaged as
a pine tree (monopine) and six (6) ground mounted equipment cabinets in a concrete
block enclosure at the City of Arcadia's Longley Plant water well site, 2401 EI Monte
Avenue, The well is not in operation. The facility will be situated toward the rear of the
lot between two (2) mature holly oak trees. The Development Services Department is
recommending approval of the proposed facility, subject to the conditions in this staff
report.
GENERAL INFORMATION

REQUESTS:
A Conditional Use Permit and Architectural Design Review for a
wireless telecommunIcation facility comprised of a 50-foot tall
monopole antenna support camouflaged as a pine tree, one (1) array of
six (6) panel antennas, one (1) two-foot (2'~j parabolic dish antenna,
and six (6) ground-mounted equipment cabinets in a concrete block
enclosure.

SITE AREA: Approximately 8,914 square feet (0.205 acre)
e FRONTAGES: Approximately 145,71 feet along EI Monte Avenue
Approximately 55.71 feet along Palm Drive
EXISTING LAND USE:
City of Arcadia Longley Plant water well site (abandoned) - The area at
which the proposed facility will be situated is toward the rear of the lot
between two (2) mature holly oak trees. This property is used by the
Arcadia Police Department for SWAT training,
ZONING CLASSIFICATION:
Unzoned - The omnibus clause in Section 9232.6 of the zoning
regulations, however; designates,all property not otherwise specifically
classified as being zoned R-1 - One-family residential with a minimum
lot size of 7,500 square feet and a density of one dwelling unit per lot.
GENERAL PLAN DESIGNATION:
SFR-4 - Single-family residential at a maximum density of four (4)
dwelling units per acre.

SPEQIAL INFORMATION
Communications equipment facilities are permitted in any zone with a Conditional Use
Permit. Typically, however; Conditional Use Permits are not required for projects on
City property. This is because a City project that has been authorized by City officials is
done on behalf of the community. In this case, the City is the landlord, and not the
proponent of the project. Therefore, the Conditional Use Permit process is being
required to provide those residents and property owners that may be affected by the
proposed project adequate notification, and an opportunity to participate in the review
process,
There are several City properties that could accommodate a cellular antenna
installation. City staff has applied the following criteria to determine which locations are
suitable for consideration:

e . Size of the property.
. Vegetation on the site that would provide visual buffering (e.g., large trees)
. Available distance from other uses, especially residential.
Notwithstanding the above criteria, however; any proposal would be evaluated on a
case-by-case basis.
PROPOSAL AND ANALYSIS
e
Conditional Use Permit Application No. 06-15 and Architectural Design Review No.
ADR 06-20 are for a wireless telecommunication facility comprised of a 50-foot tall
monopole antenna support camouflaged as a pine tree (monopine) one (1) array of six
(6) panel antennas, one (1) two-foot (2'_0") parabolic dish antenna, and six (6) ground-
mounted equipment cabinets in a concrete block enclosure, The location of the
proposed facility is an 844 square foot area to be leased from the City of Arcadia
toward the rear of the Longley Plant water well site. The well is not in operation, The
monopine antenna structure will be situated between two (2) mature holly oak trees,
The area is unimproved, except for equipment used by the Arcadia Police Department
for SWAT training, which the applicant will relocate at the Police Departmenfs direction,
Attached is the applicanfs project description.
The locating of cellular antennas depends primarily on technical criteria such as system
and network linkages, and utility accessibility. To help explain this, the applicant has
provided the attached brochure, Wireless Communications - Connectina Peoole and
Communities.
The improvement to T -Mobile's coverage by the proposed facility is depicted on the
attached coverage maps, and is projected to improve from mostly fair to mostly good.
(And, in conjunction with the facility proposed under Conditional Use Permit Application
No, CUP 06-14, will prOVide at least fair coverage for the area between EI Monte
Avenue and Holly Avenue from Campus Drive to Live Oak Avenue.) There are;
however, other considerations, which include land use compatibility, zoning regulations,
site availability, and maintenance and construction costs. The applicant has
determined that this proposal best serves the technical needs of their system for this
area, and satisfies these other considerations.
Modification
A Modification is necessary for the 50-foot height of the antennas and the overall height
of up to 55 feet for the monopine. The 50-foot height for the antennas is for the desired
coverage by this facility, and some additional height (up to five (5) feet) is needed for
the camouflage material above the antennas,

The R-1 zone allows a maximum building height of 25 feetfor a lot that is less than 75
feet wide, but Modifications may be granted for the height of noncommercial structures.
Staff supports the proposed height of 50 feet for the antennas because a lower height
could render this location infeasible or would limit the coverage improvement by this
facility, and that could necessitate the selection of an alternative nearby location or
additional antenna installations to achieve the desired coverage. Also, an additional
five (5) feet to camouflage the antenna structure as a pine tree is a good way to screen
it and the added height is appropriate for this purpose, As a reference, the existing
utility poles along the west side of EI Monte Avenue are over 70 feet tall.
Staff recommends that this proposal be required to accommodate the collocation of
additional equipment and antennas. The proposed monopine should be designed and
constructed so that it can support additional antenna installations and camouflage.
Collocations should not be limited to any particular service providers. Collocations and
any expansion should be subject to the Architectural Design Review process, and if
deemed significant enough by staff, subject to the Conditional Use Permit process.
Oak Tree Encroachment
The proposed monopine is to be constructed between two (2) holly oak (Quercus i1ex)
trees. Attached is a report by a certified arborist who has evaluated these trees and
this proposal. According to the arborist, the holly oak trees are not native to this region,
have trunk diameters of about 17 inches, are about 40 feet tall, and are in good health.
The arborist concludes that if the prescribed precautions are taken, the holly oak trees
should survive the construction of the proposed facility without sustaining major
damage. Staff recommends approval of the encroachment upon the two (2) holly oak
trees, subject to all construction activities that may affect the trees being supervised by
a certified arborist. Progress reports should be provided before each building
inspection to document any impacts and the continued good condition of the trees,
If a holly oak tree does not survive the installation of the proposed facility, or is
damaged so that it should be removed, replacement trees should be provided and
planted by the applicant at a ratio of up to three (3) oak trees per one (1) tree that is
removed. The sizes, species, and locations for the replacement trees should be
determined by the Public Works Services Director, and may need to be planted at other
City properties.
Architectural Desian Review
The purpose of Architectural Design Review in this case is to have the antenna
structure blend in with the area around it as much as possible. There will be six (6)
metal equipment cabinets mounted on a concrete slab inside a block wall enclosure,
The cabinets and the block wall will be finished to match the surroundings. The
monopole will support a total of six (6) panel antennas mounted in three (3) pairs on
metal struts, The pOle and struts will be painted to simulate the bark material of a live
pine tree, and simulated pine branches and needles will be attached to the pole to

camouflage the structure, The antennas will be painted to match the colors of the
simulated tree branches and pine needles. A monopine design was selected for this
location because there are pine trees along EI Monte Avenue, and the narrow profile of
a pine tree will be easier to fit between the two (2) mature holly oak trees. Attached are
before-and-after photo-simulations of the site.
Other Reauirements
The applicant is required to comply with all development requirements and policies
determined to be necessary by the Building Official, City Engineer, Community
Development Administrator, Development Services Director, Fire Marshall, Public
Works Services Director, and any service districts and utility providers that will serve the
proposed wireless communication facility. '
FINDINGS
Section 9275.1.2 of the Arcadia Municipal Code requires that for a Conditional Use
Permit to be granted, it must be found that all of the following prerequisite conditions
can be satisfied:
1. That the granting of such Conditional Use Permit will not be detrimental to the
public health or welfare or injurious to the property or improvements in such zone or
vicinity.
. 2. That the use applied for at the location indicated is properly one for which a
Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to accommodate
said use, and all yards, spaces, walls, fences, parking, loading, landscaping, and
other features required to adjust said use with the land and uses in the
neighborhood,
4. That the site abuts streets and highways adequate in width and pavement type to
carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely affect the
comprehensive General Plan,
CECA

PLANNING COMMISSION ACTION
ADoroval
If the Planning Commission intends to approve this proposal, the Commission should
move to approve Conditional Use Permit No. CUP 06-15 and Architectural Design
Review No, ADR 06-20, adopt the Negative Declaration based on staff's determinations
or other determinations by the Commission; state the supporting findings; and direct
staff to prepare a resolution incorporating the Commission's decision, speCific
determinations and findings, and the conditions of approval.
Denial,
It the Planning Commission intends to deny this proposal, the Commission should
move to deny Conditional Use Permit Application No. CUP 06-15 and Architectural

PROJECT DESCRIPTION
T -MOBILE WIRELESS TELECOMMUNICATIONS FACILITY

INTRODUCTION
Omnipoint Communications Inc., a subsidiary of T-Mobile USA Inc., is a registered pUblic utility,
receiving licensing and regulation from the Califomia Public Utilities Commission (CPUC) and the
Federal Communications Commission (FCC). T-Mobile is developing its wireless network in Southem
Califomia, T -Mobile utilizes an all digital high frequency low power system that operates between 1800
and 1900 MHz range. Avila Inc. seeks land use entitlements, for the location, installation and operation
of an unmanned T -Mobile wireless telecommunications facility on an Arcadia City owned parcel, located
at 2401 EI Monte Ave, Arcadia 91007, and having APN 5787'{)18-900, which currently is used as a
water pumpllreabnent facility.
PROJECT OVERVIEW
T-Mobile is Proposin9 to locate and build a wireless telecommunications facility, to solve a specific
adjacent area wireless coverage problem, while also attempting to locate and design the site to be
attractive, and as unnotice<lble as reasonably possible. When possible, existing structures are selected
for co-location, however there were no existing structures in the search area that could be used as an
adequate antenna support This proposed wireless telecommunications facility location includes the
installation of six T -Mobile equipment cabinets and one, SO' high imitation pine tree antenna support
(Monopine). The equipment cabinets are to be mounted on a slab on grade and hidden from view
within a CMU enclosure, stucco & painted to match the existing walls on the property. The Monopine
height of SO' is the minimum height needed to be able to clear the existing tree tops, and to be able to
provide an" adequate level of wireless service. As can be seen in the attached photo simulations, the
proposed Monopine blends in well, and its height is similar in height to the existing trees in the
neighborhood, and substantially lower than the existing + 7rJ high utility poles on the East side of the
property.
OVERVIEW OF COVERAGE OBJECTIVE
Radio frequency (RF) engineers at T -Mobile have identified the proposed facility as an integral site in
Improving T -Mobile's wireless network coverage in and around the residential areas of the W. Palm I EI
Monte Intersection. T -Mobile radio engineering objectives are to irUill coverage as well as add
inaeased capacity to the network. The attached detailed 'Existing' and 'Proposed' RF coverage
propagation maps further illustrate the 'Existing' coverage deficiency, and the 'Proposed' coverage
improvement.
COMPATIBILITY OF DESIGN
The location, size, design and operational characterlstics of the proposed wireless facility will, not create
unusual noise, traffic, or other conditions or situations that may be objectionable, detrimental or
incompatible with the surrounding land uses. The equipment does not emit fumes, smoke, or odors
that could be considered objectionable. The use will have no substantial adverse impact on properties
or Improvements in the surrounding neighborhood. The proposed telecommunications facility is
unmanned and only requires periodic maintenance, approximately 4 times per year. The proposed
communications facility will not result In conditions or circumstances contrary to the public health, safety
and general welfare.

THE BENEFITS TO THE CITY OF ARCADIA
INireless telecommunications ~s have become increasingly popular in helping Families get and
stay .connected" wirelessly. This increase in Family type of wireless phone usage highfights and
increases the need to improve the quality of wireless phone coverage in residential areas. In addition,
wireless telecommunications syslems have proven to be an invaluable communications tool in the
event of emergencies (such as reporting medical emergencies, traffic accidents and fires), and natural
disasters (earthquakes, floods, etc,) where normal landline communications are often disrupted,
overlooked or inaccessible after such events have occurred. INireless technology is utilized by
numerous govemmental and quasi-govemmental agencies that provide emergency service. INireless
communications have also proven to be invaluable tools in business communications and everyday
personal use. The proposed wireless telecommunication facility location and the resulting coverage
improvement will be desirable to the City of Arcadia pUblic convenience. Installation of the proposed
wireless telecommunications facility will help provide a seamless integration of a communication
networK, an inherenUy beneficial use where the general public will benefit by the improved service. The
number of dropped and blocked calls in the area surrounding the site will be reduced. Further, the
existing T -Mobile customers, and those who are on the other end of the wireless phone call, will have
better service once this site become operationaL

SUBJECT: Impacts to oa~ trees at EI Monte andW. Palm Drive in Arcadia
BACKGROUND: You asked me to look at two trees on the subject site where a
cell tower will be installed and write a report for the City of Arcadia outlining any
impacts from the planned construction,
OBSERVATIONS: The trees on the site are non-native holly oaks (Quercus ilex).
They have trunk diameters of between 16 and 18 inches, are about 40 feet tall,
and are in good health,
The construction will include the installation of a pole of approximately two feet
diameter, placed within approximately eight feet of the tree ,trunk at its closest.
There will presumably be a concrete foundation for the pole extending closer to
the tree and supporting the pole. It may be necessary to remove one large limb
from each of the two trees to clear the pole. An array of cabinets will be built on
grade within the dripline of both trees. These cabinets will be enclosed within a
block wall that will require a 24-inch footing. Underground utilities will come in
from the east of the trees and should have little impact,
Other significant impacts would include damage to the canopies of the trees by
equipment such as cranes, backhoes, etc during installation.
MITIGA TION MEASURES: The following measures should be implemented as
they apply to minimize the impacts to the trees.
1. All work conducted in the ground within the protection zone of any protected
tree should be accomplished with hand tools only, (The protection zone is
defined as the area within a circle with a radius equal to the greatest distance
from the trunk to any overhanging foliage in the canopy),
2. Where structural footings are required and major roots (greater than 6 inches
diameter) will be impacted, the footing depth should be reduced to 12". This may

require additional "rebar" for added strength. An alternative would involve
bridging footings over roots and covering each root with plastic cloth and 2-4" of .
Styrofoam matting before pouring concrete.
3. Any required trenching which has options as to the trench path should be
routed in such a manner as to minimize root damage. Radial trenching (radial to
the tree trunk) is less harmful than tangential trenching because it runs parallel to
tree roots rather than diagonal or perpendicular to them. If roots can be worked
around, cutting of roots should be avoided (Le. place pipes and cables below
uncut roots whenever possible). Whenever possible, utilize the same trench for
as many utilities as possible.
4. "Natural" or pre-construction grade should be maintained for as great a
distance from the trunk of each tree as construction permits. At no time during or
after construction should soil be in contact with the, trunk of the tree above natural
grade,
5. In areas where grade will be lowered, or where footings will be dug, some root
cutting may be unavoidable. Cuts should be made cleanly with a sharp saw or
pruning tool, far enough behind the damage that all split and cracked root
portions are removed. The cut should be made at right angles to the root so that
the wound is no larger than necessary. When practical, cut roots back to a
branching lateral root. Do not apply any prunIng wound treatment to cuts.
6, When removing pavement, as little disruption of soil as necessary should be
attempted.
7. Pruning of oaks should be limited to the removal of dead wood and the
correction of potentially hazardous conditions, as evaluated by a qualified
arborist. Pruning oaks excessively is harmful to them, Removal or reduction of
major structural limbs should be done only as required for actual building
clearance or safety. If limbs must be removed, cuts should be made
perpendicular to the branch, to limit the size of the, cut face. The branch bark
collar should be preserved (Le, no "flush cuts"), and cuts should be made in such
a way as to prevent the tearing of bark from the tree. All pruning should be done
in accordance with ANSI A300 pruning standards. No pruning wound treatment
(e.g. "Tree Seal") should be applied.
8. Keep all activity and traffic to a minimum within the protection zone of the trees
to minimize soil compaction,
9. It is importantthat the protection zone not be subjected to flooding incidental to
the construction work, or to disposal of construction debris such as paints,
plasters, or chemical solutions. No equipment fueling or chemical mixing should
be done within the root protection zone,

10. In general, it is best to minimize the amount of environmental change which
trees will be subjected to, This includes drastic changes in watering practices
from historic conditions, especially drastic increases.
11, Care should be exercised not to allow equipment to physically damage the
tree's trunk, root crown, or lower scaffold branches during construction. This
includes but is not limited to 1) impact damage by scrapers, buckets, or hoes; or
2) damage by tires, wheels, ortracks from operating in close proximity to trees.
MAINTENANCE PRUNING: There is r:to problem with T Mobile pruning this oak
as needed over the years to maintain it at its present height, as long as they hire
a qualified (ISA Certified) arborist to do the work.
CONCLUSIONS: If the precautions above are taken I believe that the oak trees
will survive this construction project without sustaining major damage. It is
important that the contractor convey the precautions to the technicians installing
the facility in the field.

impact simply does not apply to projects like the one involved (e,g. the project falls outside a fault
rupture zone). A 'No Impact" answer should be explained where it is based on project-specific
factors as well as general standards (e.g. the project will not expose sensitive receptors to pollutants,

T-MOBILE WIRELESS TELECOMMUNICATIONS FACILITY

INTRODUCTION
Omnipoint Communications Inc., a subsidiary of T-Mobile USA Inc., is a registered public utility,
receiving licensing and regulation from the Califomia Public Utilities CommisSion (CPUC) and the
Federal Communications Commission (FCC). T-Mobile is developing its wireless network in Southem
California. T-Mobile utilizes an all digital high frequency low power system that operates between 1800
and 1900 MHz range. Avila Inc. seeks land use entitlements, for the location, installation and operation
of an unmanned T -Mobile wireless telecommunications facility on an Arcadia City owned parcel, located
at 2401 EI Monte Ave, Arcadia 91007,and having APN 5787-018-900, which currently is used as a
water pumpltreatment facility.
PROJECT OVERVIEW
T -Mobile is proposing to locate and build a wireless telecommunications facility, to solve a specific
adjacent area wireless coverage problem, while also attempting to locate and design the site to be
attractive, and as unnoticeable as reasonably possible. When possible, existing structures are selected
for co-Iocation, however there were no existing structures in the search area that could be used as an
adequate antenna support. This proposed wireless telecommunications facility location includes the
installation of six T -Mobile equipment cabinets and one 50' high imitation pine tree antenna support
(Monopine). The equipment cabinets are to be mounted on a slab on grade and hidden from view
within a CMU enclosure, stucco & painted to match the existing walls on the property. The Monopine
height of SO' is the minimum height needed to be able to clear the existing tree tops, and to be able to
provide and adequate level of wireless service. As can be seen in the attached photo simulations, the
proposed Monopine blends in well, and its height is similar in height to the existing trees in the
neighborhood, and substantially lower than the existing +70' high utility poles on the East side of the
properly.
OVERVIEW OF COVERAGE OBJECTIVE
Radio frequency (RF) engineers at T -Mobile have identified the proposed facility as an integral site in
improving T-Mobile's wireless network coverage in end around the residential areas of the W. Palm I EI
Monte Intersection. T -Mobile radio engineering objectives are to infill coverage as well as add
increased capacity to the network. The attached detailed 'Existing' and 'Proposed' RF coverage
propagation maps further illustrate the 'Existing' coverage deficiency, and the 'Proposed' coverage
improvement.
COMPATIBILITY OF DESIGN
The location, size, design and operational characteristics of the proposed wireless facility will not aeate
unusual noise, traffic, or other conditions or situations that may be objectionable, detrimental or
incompatible with the surrounding land uses. The equipment does not emit fumes, smoke, or odors
that could be considered objectionable. The use will have no substantial adverse impact on properties
or improvements in the surrounding neighborhood. The proposed telecommunications facility is
unmanned and only requires periodic maintenance, approximately 4 times per year. The proposed
communications facility will not result in conditions or circumstances contrary to the public health, safety
and general welfare.

THE BENEFITS TO THE CITY OF ARCADIA
Wireless telecommunications systems have become increasingly popular in helping Families get and
stay "eonnected" wirelessly. This increase in Family type of wireless phone usage highlights and
Increases the need to Improve the quality of wireless phone coverage in residential areas. In addition,
wireless telecommunications systems have proven to be an invaluable communications tool in the
event of emergencies (sucl1 as reporting medical emergencies, traffic accidents and fires), and natural
disasters (earthquakeS, floods, etc.) where normal landline communications are often disrupted,
overlooked or inaccessible after such events have occurred. Wireless technology is utilized by
numerous governmental and quasi-govemmental agencies that provide emergency SE!lVice. Wireless
communications have also proven. to be invaluable tools in business communications and everyday
personal use. The proposed wireless telecommunication facility location and the resulting coverage
Improvement will be desirable to the City of Arcadia public convenience. Installation of the proposed
wirelE!$S telecommunications facility wili help provide a seamless integration of a communication
network, an inherently beneficial use where the general public will benefit by the improved service. The
number of dropped and blocked calls in the area surrounding the site will be reduced. Further, the
existing T -Mobile customers, and those who are on the other end of the wireless phone call, will have
better SE!lVice once this site become operational.
