RESOLUTION NO. 1739
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA, CALIFORNIA, APPROVING
CONDITIONAL USE PERMIT 2005-20 AND
ARCillTECTURAL DESIGN REVIEW 2005-40 TO PERMIT
TWO DRlVE- TURU TELLER UNITS, AND A
MODIFICATION TO ALLOW A CANOPY FOR THE DRlVE-
THRU TELLER UNITS TO BE LOCATED 5'-0" FROM THE
REAR PROPERTY LINE IN LIEU OF 20'-0" REQUIRED
FOR A NEW CITIZENS BANK AT lot W. HUNTINGTON
DRIVE.
WHEREAS, the City of Arcadia on October 12,2005, received an Architectural
Design Review application followed by a Conditional Use Permit application on
November 23, 2005 by Ron Morgan on behalf of Citizens Bank to permit drive-
thru teller units, and a modification to' allow the canopy for the drive-thru teller
units to be located 5'-0" from the rear property line in lieu of 20' -0" required for a
Citizens Bank at 101 W. Huntington Drive; and,
WHEREAS, pursuant to the provisions of the California Environmental Quality
Act, Public Resources Code Section 21000 et seq. ("CEQA"), and the State's
CEQA Guidelines, the City of Arcadia determined the project is Categorically
Exempt per Section 15311; and,

WHEREAS, a public hearing was held by the Planning Commission on

December 13, 2005, at which time all interested persons were given full
opportunity to be heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA RESOL YES AS FOLLOWS:
SECTION 1.
That the factual data submitted by the Development Services
Department in the attached report is true and correct.
SECTION 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be detrimental to the
public health or welfare, or injurious to the property or improvements in such zone
. or vicinity because the proposed use will be compatible with the surrounding uses,
and it will be an appropriate use for the subject site, and the proposed project will
provide adequate parking and queing for the drive-thru teller units and bank.
2. That the use applied for at the location indicated is a proper one for which a
Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to accommodate
said use. All yards, spaces, loading, landscaping, parking, and other features are
adequate to adjust said use with the land and uses in the neighborhood. The
proposed project complies with all related zoning requirements as set forth in the
.
Arcadia Municipal Code.

4. That the site abuts three streets that are adequate in width and pavement type to
carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely affect the
comprehensive General Plan because the land use and current zoning are consistent
with the General Plan.
6. That the use applied for will not have a substantial adverse impact on the
environment, and that based upon the record as a whole there is no evidence that
the proposed project will have any potential for an adverse effect on wildlife
resources or the habitat upon which the wildlife depends.
SECTION 3. That for the foregoing reasons this Commission grants
Conditional Use Permit No. CUP 05-020 and Architectural Design Review No. 05-
40 to permit two drive-thru teller units, and a modification to permit the canopy for
the drive-thru teller units to be located 5'-0" from the rear property line in lieu of
20'-0" required for a Citizens Bank at 101 W. Huntington Drive, upon the
following conditions:
I. All the light fixtures shall be hooded and arranged to reflect away from the
adjoining properties and streets.

2. A minimum of 19 on-site parking spaces shall be provided. All parking
spaces must be double striped in accordance with Municipal Code Section
9269.8.1.
3. A landscape and irrigation plan shall be submitted for review and approval
by the Community Development Administrator, or his/her designee prior to
issuance of a building permit.
4. Approval of CUP 2005-20 and ADR No. 2005-40 shall not take effect until
the property owner(s) and applicants have executed and filed the Acceptance
Form available from the Development Services Department to indicate
awareness and acceptance of these conditions of approval.
5. The business hours for the drive-up teller units will be from:
. Monday through Thursday - 8:30 a.m. to 5:00 p.m.
. Friday - 8:30 a.m. to 6:00 p.m.
The business hours for the branch will be from:
. Monday through Thursday - 10:00 a.m. to 5:00 p.m.
. Friday-10:00 a.m. to 6:00 p.m.
6. The applicant shall defend, indemnify, and hold harmless the City of Arcadia
and its officers, employees, and agents from and against any claim, action, or
proceeding against the City of Arcadia, its officers, employees or agents to attack,
set aside, void, or annul any approval or condition of approval of the City of

Arcadia concerning this project and/or land use decision, including but not limited
to any approval or condition of approval of the City Council, Planning
Commission, or City Staff, which action is brought within the time period provided
for in Government Code Section 66499.37 or other provision of law applicable to
this project or decision. The City shall promptly notify the applicant of any claim,
action, or proceeding concerning the project and/or land use decision and tlle City
shall cooperate fully in the defense of the matter. The City reserves the right, at its
own option, to choose its own attorney to represent the City, its officers,
employees, and agents in the defense ofthe matter.
SECTION 4.
The decision, findings and conditions contained in this
. Resolution reflect the Commission's action of December 13, 2005, by the

The Secretary shall certify to the adoption of this Resolution

SUMMARY
The subject applications were filed by Ron Morgan on behalf of Citizens Bank to
permit a canopy with two drive-thru teller units fora new Citizens Bank at 101 W.
Huntington Drive.
The Development Services Department is recommending approval of the
applications, and adoption of Resolution No. 1739 approving a canopy with two
drive-thru teller units, subject to the conditions of approval outlined in this staff
report.
GENERAL INFORMATION
APPLICANT: Ron Morgan on behalf of Citizens Bank
LOCATION: 101 W. Huntington Drive
REQUESTS: A Conditional Use Permit and Architectural Design Review to
permit two drive-thru teller units, and a modification to allow a
canopy for the drive-thru teller units to be located 5'-0. from the
rear property line in lieu of 20'-0" required at the subject location.

EXISTING LAND USE & ZONING:
The subject site is improved with an existing 4,686 square foot
vacant commercial building that was previously occupied by
several different restaurant tenants. The property is zoned C-2
(General Commercial). and is within the City's Rede~elopment
Project Area.

GENERAL PLAN DESIGNATION:

BACKGROUND
The applicant intends to consolidate the two existing Citizens banks in Arcadia
(630 W. Duarte Road and 125 N. First Avenue) to the subject location.
PROPOSAL
The existing site is within the City's Redevelopment Project area, and is located
on the northwest comer of Santa Clara Street and Huntington Drive. The
applicant proposes to remodel the existing building into a commercial bank. and
construct an 828 square foot detached canopy for the drive-thru teller units that
will be located 5'_0" from the rear property line in lieu of 20'-0", as shown on the
submitted site plan.
The branch and drive-up teller units will be open Monday through Friday, and
closed on Saturdays and Sundays.

The business hours for the drive-up teller units will be from:

An A TM is proposed at the southwest comer of the building that faces Huntington
Drive.
Parkino
The Arcadia Municipal Code requires that a financial institution provide 1 parking
space for every 250 square feet of gross floor area. As a result. a total of 19 on-
site parking spaces are required. The proposed project exceeds the minimum
parking requirements since a total of 41 parking spaces will ,be provided.
In regards to the drive-thru teller units, the drive-thru lanes allow for a stacking of
12 vehicles for both lanes. Based on information provided by Citizens Bank, a
total of eight customers typically use the drive-thru teller units per hour.
Therefore, the drive-thru teller units should not create any significant traffic
circulation problems from the on-site use or disruption to the traffic on Huntington
Drive and Santa Clara Street.
Access to the site will be provided via a new driveway on Santa Clara Street. and
the existing driveway on Huntington Drive.
Architectural Desion Review
A. Bank and Canopy
The existing 4,686 square foot, one-story building will remain at its current
location, as shown on the submitted site plan. The overall height of the building
will remain at 22'-0". The existing building currently complies with the C-2 zoning
requirements.
The applicant.also proposes to improve the site by replacing the westerly parking
stalls that are currently located at the southerly side of the building with a new
decorative walkway to provide access from the street to the site and ATM, re-
stripe the parking spaces, and landscape the lot. Decorative paved walkways

are also proposed in front of the easterly and westerly side of the building, and
within 20'-0. of each driveway entrance.

In regards to the new 828 square foot canopy, it is 17'-0" in height, and it will be
located 5'-0" from the rear property line, 54'-0" from the westerly side property
line, 120'-0" from Santa Clara Street.
The proposed project will not exceed the maximum floor area ratio of 50%
(proposed at 11.76%), which is permitted for the site.
B. Architectural Style
Staff supports the proposed fa98de improvements. The new material on the
bank will consists of new metal framed windows, arched columns on all four
sides of the building that will extend 2'~0" from the main building wall to provide
shadow relief, rounded planter beds at the easterly and westerly side of the
building, ledgestone, and a galvanized copper metal roof.
As for the proposed canopy, it will match the bank building with a galvanized
metal copper roof, ledgestone at the base of each column, and pre-cast concrete
trim between the ledgestone and stucco.
New signage will be processed after the consideration of the Conditional Use
Permit, since the applicant requested additional time to design an appropriate
. monument sign.
ANALYSIS
A bank use is permitted in the C-2 zone, and does not require any special
permits. However, in this case the drive-thru teller units require a conditional use
permit. It is staffs opinion that the drive-thru teller units will not create any
significant impacts since the business hours should be less intense than the
previous restaurant tenants. The canopy is situated at the rear of the property
away from the parking stalls, and the volume from the teller speakers will comply
with the City's noise requirements.
CODE REQUIREMENTS
All City requirements regarding disabled access and facilities, occupancy limits,
building safety, health code compliance, parking and site design shall be
complied to meet the satisfaction of the Building Official, Community
Development Administrator, Fire Marshall, and the Public Works Services
Director.

CEQA
. This project is categorically exempt from the requirement of the California
Environmental Quality Act per Section 15311.
FINDINGS
Section 9275.1.2 of the Arcadia Municipal Code requires that for a Conditional
Use Permit to be granted, it must be found that all of the following prerequisite
conditions can be satisfied:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one for
which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking,
loading, landscaping, and other features required to adjust said use
with the land and uses in the neighborhood.

4.
That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed
use.
5. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive General Plan.
RECOMMENDATIONS
The Development Services Department recommends approval of Conditional
Use Permit No. 2005-20 and Architectural Design Review No. 2005-40 to permit
two drive-thru teller units, and a modification to allow the canopy for the drive-
thru teller units to be located 5'-0" from the rear property line in lieu of 20'-0"
required at the subject location, subject to the following conditions of approval:

Denial
If the Planning Commission intends to deny this Conditional Use Permit, the
Commission should state the specific reasons for denial and direct staff to
prepare the appropriate resolution incorporating the Commission's decision and
specific findings.
