1.PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON)
Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes
per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior
Citizen Commission is prohibited from discussing or taking action on any item not listed on the
posted agenda. The matter may automatically be referred to staff for appropriate response or
action or may be placed on the agenda of a future meeting.

July 6, 2023
SENIOR COMMISSION REGULAR MEETING
CALL TO ORDER – Chairperson Salazar called the meeting to order at 4:00pm.

ROLL CALL OF COMMISSIONERS
PRESENT: Robert Bolster, Joyce Platt, Nilo Salazar, Donna Salter, Steve Sherman,
and Margaret Swope
EXCUSED: Charlene Martinez, Kathrynn Penny
ABSENT: None
A motion was made by Commissioner Sherman seconded by Chairperson Salazar and
unanimously carried to excuse Commissioners Martinez and Penny.
ELECTION OF OFFICERS
Commissioner Bolster made a motion to nominate Nilo Salazar as Chairperson, seconded by
Commissioner Swope. Nilo Salazar accepted the nomination, and the motion was carried
unanimously. Commissioner Salter made a motion to nominate Margaret Swope as Vice-
Chairperson seconded by Commissioner Platt. Margaret Swope accepted the nomination, and the
motion was carried unanimously.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
1. PUBLIC COMMENTS - None
REPORTS FROM SENIOR CITIZENS COMMISSIONERS
Commissioner Salter reported the Bargain Box is doing well and open Wednesday and
Saturday from 10am to 1pm. The Assistance League is always looking for volunteers. If
interested, please visit their website. Commissioner Salter reported the next day of service is
August 13, 2023. Volunteers will fill backpacks with items for infants and expectant mothers and
have them ready to donate.
Commissioner Platt introduced herself as the new Travelers Club representative. Commissioner
Platt reported there will be a board meeting on July 20, and their general meeting will be held on
July 28 with guest speaker Mindy Cummings from Collette Tours. Commissioner Platt reported
on the following trips: On July 27, participants are heading to Cachuma Lake to visit the nature
center and learn about the Chumash native Indians. On August 22, participants will enjoy a
sunset luau in San Diego with unlimited buffet and a Hawaiian dance show. On August 6,
participants will head to Marina Del Rey and aboard the Hornblower ship. On October 11,
participants will travel south to visit Julian for a four-course tea and a tour of a restored home
where everything is tea themed. Commissioner Platt reported there are also many extended
trips available and advertised in the Connection newsletter. Commissioner Platt reported the
Traveler’s Club recently joined the Chamber of Commerce.
Commissioner Bolster asked about the status of Wilderness Park and strongly believes the park
should open soon and has brought it to the Mayor’s attention at Coffee with the Mayor. Deputy
Director of Recreation and Community Services (DDRCS) Candice Cheung informed everyone
she will speak about this during her report. Commissioner Bolster asked if there is a physical
requirement for a senior to participate in an exercise class. DDRCS Cheung responded and
said instructors are aware of participant fitness levels. Instructors can modify exercises for those
of different fitness levels. DDRCS Cheung said there is a description of the class when a person
signs up for a class. DDRCS Cheung reported all instructors will be reminded to announce
modifications if needed.
Commissioner Sherman introduced himself and is the new representative for the Men’s Club.
Commissioner Sherman reported the Men’s Club currently meets every Monday at the Arcadia
Community Center to play cards followed by lunch.
Chairperson Salazar asked if there was any information on senior citizens with a fixed income
who are unable to afford their rent. Chairperson Salazar is concerned about citizens not being
able to pay their rent and ending up homeless. DDRCS Cheung responded and said she will
talk to Chairperson Salazar after the meeting on the subject.
Commissioner Swope introduced herself as the representative of the Friendship Club and
reported the club is doing well. Commissioner Swope said she was happy to receive new flyers
for the Friendship Club. Commissioner Swope asked for a follow up on the inaccurate
information given about the Friendship Club at the Travelers Meeting on April 28. DDRCS
Cheung responded there was a staff person present at the meeting and there was no mention
of the Friendship Club. Commissioner Platt also stated she was present at the meeting and
there was no mention of the Senior Friendship Club.

2. CONSENT CALENDAR

It was moved by Commissioner Sherman seconded by Commissioner Salter and unanimously
carried on roll call vote to approve Consent Calendar Item 2.a.

3. REGULAR ITEMS
a. Recreation Supervisor (RS) Gina Hernandez
Recreation Supervisor (RS) Gina Hernandez reported the lunch program meals are increasing.
The second Tuesday of each month birthdays are celebrated with cupcakes for everyone. RS
Hernandez reported the Walk & Talk program time has changed to 9am due to the heat and
invites everyone to join the program. RS Hernandez reported on July 13, Walk & Talk will visit
the Arcadia Police Department for a guided tour of the station.
b. Report of Recreation and Community Services Director
DDRCS Cheung reminded everyone the Summer Concerts and Movies in the Park are held
every Thursday and hopes to see everyone there. DDRCS Cheung gave an update on
Wilderness Park. Wilderness Park has been closed to the public since January 2022. The park
is very important to the Recreation Department as it is used for many City programs, summer
camps, senior day camp, and more. DDRCS Cheung informed everyone she received notice
from Public Works Services Department that due to the prolong rains it is not safe to conduct
improvements at this time. Wildreness Park will remain closed until the City is able to determine
the best course of action for cleanup. Public Works will be conducting tree inspections
throughout the park in the near future. The City has applied for Federal Emergency Relief
Funding through Cal OES and FEMA for cleanup and renovation. DDRCS Cheung said she will
continue to keep everyone informed with any updates on Wilderness Park.

SUBJECT: Senior Services, Programs and Activities for July 2023
Arcadia Senior Services play an integral part in the wellness of the senior community. The multitude
of programs, services, and activities offered supports the healthy and independent lifestyle of the
participants. A brief description of program attendance is listed below.
PROGRAM DESCRIPTION ATTENDANCE
Billiard Room Three pool tables are available Monday through Friday from
7:30am-4:30pm for seniors to enjoy and make new friends. 587
Blood Pressure
Check
Free blood pressure check is provided for our senior patrons
every month on Tuesdays, from 10-11am in the Community
Center Billiard Room.

Bridge
On Mondays and Wednesdays from 10am-1pm seniors can join
a game of bridge. Card games help to improve memory and
cognition, enhances motor skills, and promotes socialization.

Chess Club
Seniors meet in the lobby area from 9:30-11:30am every
Thursday to play chess. The game of chess can increase
creativity, critical thinking skills, improve concentration and
reading skills.

Classes
Exercise plays a vital role in health and wellness. Some of the
classes offered are line dance, cardio plus, Zumba and more.
These courses contribute to bone density improvement,
increased muscle strength, flexibility, the reduction of stress, and
improved cardio.

the Mayor
On the third Tuesday of the month, seniors listen and chat with
the Mayor about City issues and topics of personal interest. 37

Shop
The gift shop provides a venue for senior crafters to sell their
creations and allows the community to purchase one-of-a-kind
items at a great price.

This program assists seniors and their families with issues that
affect their quality of life by providing information and referral that
address their daily living concerns.

Lions
Sight
The Lions Sight program is offered in conjunction with the
Arcadia Lions Club. The program offers low-income seniors free
vision care. Prospective clients are screened to make the
necessary arrangements for the service.

Legal
Assistance
The Neighborhood Legal Services of Los Angeles Organization
is available once a month at the Community Center to provide
seniors with legal insight.

Mahjong
Mahjong is a game of Chinese origin usually played by four
people with 144 tiles that are drawn and discarded until a player
secures a winning hand. Mahjong meets every Friday at 1pm.

Monday
Dance
Monday Dance is held the first, third, and fifth Monday of every
month. This program provides a good element for senior
participants and has a good ratio of male and female dancers.

Bus Pass
Dial A Ride bus passes are sold at the Community Center and
can also be mailed to seniors. Bus passes are $5 per month. 18

Program
A nutritious meal is provided Monday-Friday. For many seniors,
this is the only hot meal they have daily.

Table Tennis is available Monday-Friday, from 8am-4pm.

Tech Talk
Tech Talk is a program provided for seniors who need assistance
with their electronic devices. Volunteens are available the first
and third Friday of the month from 4-5pm.

Walk & Talk
Every Thursday at 9am, seniors join a staff member for a
leisurely walk around the Community Center. On July 13, there
were eight participants who walked from the Community Center
to the Arcadia Police Department for a tour of the station.

Movie
New movie releases or classic movies are shown on a theater
size screen every Wednesday for free. 103
Sing Along with
James Iranfar
Every Wednesday from 1-3pm James plays his guitar and sings
with a group of seniors. Everyone has the words to each song
and enjoy singing as it makes them happy.

Senior
Seminars
Free seminars on various topics are available each month. The
following topics were presented in July: USC Arcadia Hospital
Q & A, Healthy Aging Tips, Memory Loss and LA Found.
Seminars take place at the Community Center.

You’ve Got a
Friend
This program provides a friendly phone call to those in need.
Once a week a volunteer calls to chat with them and to check
how they are doing. New friends are made, and great
conversations are enjoyed by both parties.

Patriotic Picnic
On Monday, July 3, the Patriotic Picnic event was held and
included games, prizes, lunch, refreshments, music, and fun.
The Patriotic Picnic is held each year, to celebrate the 4th of July.

Travelers Club
Support services include registering members for trips, signing
up new members, and managing the club’s correspondence. A
monthly club meeting is held at the Community Center to discuss
future trips and provide a social gathering.
