Date: April 20, 2023 Mtg. Time: 6:30 PM City Council Chamber Conference Room I. The meeting was called to order at 6:40 PM II. ARB Members: Bob Erikkson Ernie Boehr Greg Medeiros- Chair Mindy Huang Rick Fricke Neighbors: Jeff and Angela Wong - 400 Monte Vista Rd. Jerry and Cindy Ho – 975 Volante Drive III. Review of Remodel and Second Story Addition at 983 Volante - Applicant: James V. Coane Plan Presentation: The Applicant described the project as a new addition and remodel of an existing 2,416 square foot (SF) single family residence including a new second story. The total square footage of the new home will be 4,050 SF. The 2,750 SF first floor includes living, dining, kitchen, family, laundry, primary bedroom, library, office, two baths and powder room. The 1,480 SF second floor includes 3 bedrooms, 3 baths and a playroom. The existing basement will be expanded by 156 SF. The 616 SF garage/ workshop will remain as is. The roof height will be 21 feet and 5 inches. The plan includes landscaping improvements to the front and rear yards. The applicant explained that the prairie style architecture emphasizes the horizontal plane of the home and allows for a lower overall height. Public Comment: The following is a summary of public comments: be aware that local soil conditions along Volante Drive may complicate the basement expansion (will be addressed during plan check review), agreed to the reconstruction of an existing 6 foot fence along the west property line, verified that existing hedged along the west property line will remain., nice design, would like windows on east elevation be smaller and raise sill height, concerns with drainage from property (will be addressed during plan check review), AC compressor noise ( agree to construct brick surround with hedge), agreed to reconstruct fence along east property line. Summary of Board Comments: -Too many 2 story homes on Volante. Consider a one story design. -Several poor examples of prairie style homes near this house. Need to make sure to do a better job. -Plans do not appear to match the rendering. The rendering is much closer to what is expected. -The plans must be consistent with the rendering and provide enough detail that we know what is being built. Please add window details, garage door spec’s, gutters, downspouts, lighting, etc. - Composition asphalt shingles are not permitted in the HOA area - Overall square footage and percentage of second story square footage appears reasonable - Lower second story plate height to eight feet - Landscape plan is too drought tolerant. - Please redesign front walkway - Would not like to see a majority of first floor walls torn down to achieve the proposed nine foot plate height - Must use either true dived lite or simulated dived lite windows - Two story bump out in the front elevation makes the house look too massive. Consider revising interior floor plan to reduce bump out or consider a first floor porch -Make sure the rear balcony does not create a privacy issue for neighboring properties. This item was continued, so applicant can address ARB and neighbor’s comments and concerns. IV. Old Business The Chair informed the ARB that the City has issued a stop work at 895 San Vicente Road, since the entire house was demolished. The house was originally approved as an addition and remodel including a second story. An ARB public hearing must be scheduled and include notifying property owners by mail, describing the project as a tear down and construction of a new home. The ARB agreed to schedule this meeting for May 18, 2023 at 6:30 p.m. at the Arcadia City Council Chamber Conference Room. V. New Business The ARB discussed adding GAF Timberline HD Reflector Series Shingles for only craftsman style homes. The ARB decided to not modify its current prohibition of asphalt composition shingles in the HOA area. Meeting adjourned at 7:40 p.m. Minutes: Greg Medeiros
