Date: May 18, 2023 Mtg. Time: 6:30 PM City Council Chamber Conference Room I. The meeting was called to order at 6:55 PM II. ARB Members: Bob Erikkson Ernie Boehr via zoom Greg Medeiros- Chair Mindy Huang Lou Pappas via zoom Neighbors: Email from neighbors at 885 San Vicente Road. III. Review of tear down and construction of new Two Story Single Family Residence at 895 San Vicente Road - Applicant: Ming Lee Plan Presentation: This home was previously approved by the ARB as a remodel and addition to an existing single family residence including a second story. The Applicant described that due to foundation issues and discovery of termite damage the entire house was demolished. The applicant stated the entire exterior is the same as the originally approved project. Some slight interior modifications were made to respond to City comments regarding the construction drawings. The project will now be described as a tear down and construction of a new two story house. Public Comment: An email was received asking if the decibel rating of the three proposed air conditioner units are in accordance with the City code requirements. The email also raised a concern regarding the location of the pool relative to the east/west property line. The applicant indicated that the setback and decibel rating for the outside AC units will meet City standards. However, he is willing to work with the neighbors and suggested planting hedges to hide the units. The applicant also explained that the swimming pool was dug larger than the pool dimensions. Once the pool is installed, the hole will be backfilled. The applicant also noted that the pool equipment will be located within the pool structure. Summary of Board Comments: Most of the discussion by the ARB members centered on the requirement that the exterior of the house must match the rendering of the original approval on September 16, 2021. It was the rendering that convinced the ARB to approve the project, so the applicant must make sure the house looks like the rendering. The ARB reminded the applicant that the stone veneer is not approved and raised concerns that it is man-made. Final selection of the stone veneer was delayed until later in the construction process. The landscaping plan looks good, but the existing landscaping, which will be incorporated in the new design must be maintained during construction. There was some discussion regarding the type of stucco, and the applicant was reminded that any deviation from the approved plans and materials must be reviewed and approved by the ARB before it is implemented. Motion by Ernie Boehr, seconded by Mindy Huang to approve the project with the following conditions: 1) Exterior elevations will match the rendering originally approved by the ARB on September 16, 2021. 2) Outside AC units must meet City standards regarding setback requirements and noise. Hedges may be planted to hide the units as agreed to by the neighbors and applicant 3) The pool location must comply with the ARB approved plans and City setback requirements 4) Revise plans to show that pool equipment will be located within the pool structure 5) The stone veneer shown on the material board is not approved. Final stone veneer shall not be applied until reviewed and approved by the ARB at the time of construction. Mindy Huang will coordinate this review for the ARB. 6) The existing landscape must be maintained, particularly shrubs, so that they can be incorporated into the proposed landscaping. Bob Erikkson will visit the site prior to planting to finalize plant placement , sizing , trimming of existing vegetation to address privacy issues from neighbors 7) Any changes to the originally approved plans and rendering (9-16-2021) must be brought to the ARB for review and approval Motioned passed 4 - 1 IV. Old Business None. V. New Business The ARB Chair announced that Philip Chan has resigned from the ARB effective immediately. The Chair thanked Philip for his service and that he will be missed.
