RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, July 12, 2023 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Commissioner Cheung called the meeting to order at 6:OOpm. PLEDGE OF ALLEGIANCE — Commissioner Cheung ROLL CALL OF COMMISSIONERS PRESENT: Cheung, Chu, Mediana, and Vanni UNEXCUSED: Swinney ELECTION OF OFFICIALS Commissioner Vanni made a motion to nominate Commissioner Cheung as Chairperson, seconded by Commissioner Chu. Commissioner Vanni accepted the nomination and the motion carried unanimously. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Chu reported he participated in Law Day held at the Arcadia Public Library on June 15, 2023. Commissioner Chu reported he and several attorneys volunteered and met with residents to provide up to twenty minutes of free professional advice. Legal advice included areas such as landlord -tenant issues, real estate, immigration, bankruptcy, and more. Commissioner Chu reported over 170 people attended the event. Vice -Chairperson Vanni reported many of the local cities along the San Gabriel Mountain range have access to open forest areas. Aside from the approximate nine acres of enclosed public access to Wilderness Park, the City of Arcadia does not. Vice -Chairperson Vanni reported he would like to see if the City of Arcadia can work in conjunction with the City of Monrovia in opening the area between the two cities known as Clam Shell Canyon by connecting the cities through public hiking trails. Vice -Chairperson Vanni would like the Recreation and Parks Commission to try and set up a meeting with County Supervisor Kathryn Barger to discuss this issue. Chairperson Cheung — No Report Commissioner Mediana introduced himself to the Commission. Commissioner Mediana has been a long-time resident in the San Gabriel Valley and is a retired business owner. He is looking forward to giving back to the community he loves. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tem Verlato reported new commissioners were appointed at the June 20, 2023, City Council Meeting. Mayor Pro Tem Verlato reported City Council had a special meeting the end of June to discuss and vote on having a Moon Festival on September 30, 2023. This is an important cultural holiday for the Asian community and is celebrated by all Asian ethnicities in the community. Mayor Pro Tem Verlato reported The Patriotic Festival was held in Downtown Arcadia on July 1, 2023, with approximately 15,000 people in attendance. Mayor Pro Tem Verlato reported there was no City Council meeting on Tuesday, July 4, 2023. Mayor Pro Tem Verlato reported Wilderness Park has approximately 100 additional acres beyond the enclosed public access area. She said this may make a hiking trail between Arcadia and Monrovia feasible in the future. Mayor Pro Tem Verlato reported City Council will have the opportunity to tour the storm damaged Wilderness Park soon. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of June 14, 2023. It was moved by Vice -Chairperson Vanni, seconded by Commissioner Chu, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director of Public Works Services (DDPWS) Carmen Masud reported new wood chips have been placed at Camino Grove, Newcastle Park, and Hugo Reid Park. b. Report from Recreation and Community Services Department Monthly Reports Director Recreation and Community Services (DRCS) Sara Somogyi reported the Request for Proposal's (RFP's) for the concession stand at Bonita Park, the bleachers and shade structures for the three Little Leagues at Bonita Park, Longden Field and Windsor Field, as well as the Newcastle Park renovations should be going out to the public soon. DRCS Somogyi reported Public Works Services Department is working on scheduling a tour of Wilderness Park for City Council members and Recreation and Parks Commissioners, date and time is to be determined. DRCS Somogyi welcomed new Commissioner Mediana. DRCS Somogyi reported the Recreation and Community Services Department is currently working on the logistics for the Moon Festival. DRCS Somogyi reported the Homelessness Point in Time count will now be done at the regional level only and not at the individual city level as has been done in the past. The City of Arcadia will fall under the San Gabriel Valley, Service Provider Area (SPA) 3. DRCS Somogyi reported on June senior programs and activities. DRCS Somogyi reported the billiard room had 611 participants. DRCS Somogyi reported 16 seniors had their blood pressure checked in the month. DRCS Somogyi reported the gift shop had 119 visitors. DRCS Somogyi reported Mahjong is popular with 70 seniors participating. DRCS Somogyi reported an average of 73 seniors per day enjoyed the lunch program. DRCS Somogyi reported the growing Wednesday afternoon sing -along with James had 80 participants. DRCS Somogyi reported the special events were Tropical Bunco and the Senior Luau with over 160 seniors participating. These events included games, refreshments, entertainment, and raffle prizes. DRCS Somogyi reported on several recreation programs beginning with the 29 teams participating in the Adult Basketball League in the Dana Gymnasium on Sundays. DCRS Somogyi reported Concerts and Movies in the Park had more than 1,000 people attending the concerts and over 300 people enjoying the movies. DRCS Somogyi reported the City's 120th Birthday and National Night out will be on Thursday, August 3. DRCS Somogyi reported the Summer Fun 'N Play program had over 1,500 children participate in games, outdoor activities, and crafts. DRCS Somogyi reported 48 Volunteens donated 573 hours. DRCS Somogyi reported recreation classes remain popular with 3,255 participants at the various facilities throughout the City. DRCS Somogyi reported Community Center rentals have picked up with five non-profit organization's and over 1,000 participants utilizing the Community Center on weekends during the month of June. Financial Statements DRCS Somogyi reported the financials are at approximately 90% for eleven months into the fiscal year. Expenditures are under at 78% and revenue is approximately at 88%. DRCS Somogyi reported the Parks and Recreation Fund remains the same and will show change once supplies are purchased and renovations begin at parks or facilities in the City. M Valerie Cheung Chairperson Sara Somogyi Secretary STAFF REPORT Recreation and Community Services Department DATE: August 9, 2023 TO: Honorable Chairperson and Members of the Recreation and Parks Commission FROM: Sara Somogyi, Director of Recreation and Community Services % SUBJECT: PROGRAMS & ACTIVITIES — July 2023 SENIOR SERVICES DIVISION Arcadia Senior Services play an integral part in the wellness of the senior community. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 587 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for our senior patrons the Check second Tuesday of the month, from 10-1lam in the Community 12 Center billiard room. On Mondays and Wednesdays from 10am-1 pm seniors can join Bridge a game of bridge. Card games help to improve memory and 120 cognition, enhance motor skills, and promote socialization. Seniors meet in the lobby area from 9:30-11:30am every Chess Club Thursday to play chess. The game of chess can increase 12 creativity, critical thinking skills, improve concentration, and rea ing skills. Exercise plays a vital role in health and wellness. Some of the classes offered are line dance, cardio plus, Zumba, and more. Classes These courses contribute to bone density improvement, 1,826 increased muscle strength, flexibility, the reduction of stress, and improved cardio. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 37 The gift shop provides a venue for senior crafters to sell their Gift Shop creations and allows the community to purchase one -of -a -kind 85 Visitors Monthly items at a great price. Revenue $211 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 23 address their daily living concerns. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors free Sight vision care. Prospective clients are screened by senior services 2 staff that make the necessary arrangements for the service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 92 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday Monday Dance is held the first, third, and fifth Monday of every Dance month. This program provides a good element for senior 94 participants and has a good ratio of male and female dancers. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 18 Senior Meals A nutritious meal is provided Monday -Friday. For many seniors 1,399 Program this is the only hot meal they have daily. Average/Day 77 Free seminars on various topics are available each month. The Senior following topics were presented in July: USC Arcadia Hospital Q Seminars & A, Healthy Aging Tips, Memory loss, and LA Found. Seminars 80 take place in the Community Center. Sing Along with Every Wednesday from 1-3pm James plays his guitar and sings James Iranfar with a group of seniors. Everyone has the words to each song 67 and enjoy singing as it makes them ha Table Table Tennis is available Monday -Friday, from 8am-4pm. Tennis Seniors can drop in and play to gain exercise and socialization. 201 Tech Talk is a program for seniors who need assistance with Tech Talk their electronic devices. Volunteens are available the first and 4 third Friday of the month from 4-5pm. Every Thursday at 9am, seniors join a staff member for a Walk & Talk leisurely walk around the Community Center. On July 13, there 22 were eight participants who walked from the Community Center to the Arcadia Police Department for a tour of the station. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. 103 This program provides a friendly phone call to those in need. You've Got a Once a week a volunteer calls to chat with them and to check Friend how they are doing. New friends are made, and great 6 conversations are enjoyed by both parties. On, Monday, July 3, the Patriotic Picnic event was held and Patriotic Picnic included games, prizes, lunch, refreshments, music, and fun. 65 The Patriotic Picnic is held each year to celebrate the 4tn of July. Support services include registering members for trips, signing Meeting: 80 Arcadia up new members, and managing the club's correspondence. A Passes Sold: 97 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 165 future trips and provide a social gathering. Total: 342 Cumulative total for senior services 5,201 Connection Total number of monthly newsletters distributed this month. 1,200 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 32 adult basketball teams participating in the summer 513 league at the Dana Gym on Sundays from 8am to 10pm. July Concerts and Movies included a variety of entertainment. On July 6, Mobility, US Air Force Band played to 521 people and 231 Concerts and viewed Buzz Lightyear. On July 13, The Soto Band played to 738 Movies in the people and 236 viewed Vivo. On July 20, The Kelly Rae Band Concerts 2,235 Park played to 447 people and 139 viewed Little Giants. On July 27, Movies 827 Buffet Beach -A Jimmy Buffet Tribute played to 529 people and 221 viewed Paws of Fury: The Legend of Hank. The Summer Fun N' Play Program provides children from ages 5- Summer Fun N' 12 weekly recreational activities in a group environment. The Play program runs from June 12 and will end August 11. The children 2,630 enjoy a variety of games, crafts, and a weekly demonstration from outside organizations. Sports Camp is offered in the summer for four consecutive weeks from July 17 through August 11. Children ages 5-12 participate in Summer Sports a variety of sport activities including basketball, soccer, volleyball, July SC WK1 457 Camp and many others. Campers go swimming on Mondays and SC WK2 395 Wednesdays and a field trip on Thursday. Campers enjoyed golfing at Par 3 Golf Course in Arcadia the first week and a LA Sparks Total 852 game the second week. Volunteen The Volunteen Program provides teens with valuable volunteer 48 Volunteens Program g experiences to help prepare them for college and future jobs. 725 hours During the month of July, a total of 725 hours were volunteered. Community Examples of classes offered at this location include exercise Center Classes classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,288 painting, and line dancing. Dana Gym Examples of classes offered at this location include exercise Classes classes, youth basketball classes, volleyball, and badminton. 1,332 MEC Classes Examples of classes offered at this location include guzheng, 332 karate, tai chi, and line dancing. Merit Badge Merit Badge classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 74 rank.
