TO,
PLANNING COMMISSION
FROM:
PLANNING DEPARTMENT
SUBJECT: ZONE CHANGE APPLlCA nON Z-64-5 - ALPHA BETA
MARKET - DUARTE ROAD AND SECOND AVENUE
The applicants' architects have submitted revised plots and elevations, indicating the following
changes:
,
---'A. 25 ft. maximum market building height at the ridge line,
-lB. 14 ft. maximum market building height at the extremities (north and south),
C. 20 ft. minimum open space at south side of site (15 ft. access all'lY drive
with a 5 ft. wide planting area next to the south property line for its
entire length,
D. Loading docks to be relocated on the west elevation of the market to
I? a more northerly location. .a/Lyu..
Ii E. 10 ft. high solid wing building wall extensionJ,9-separate loading activities
{I from the properties to the south.
\F.&iJLoading areas and ramps to be roofed ove~ with sound absorbant materials.
These changes were arrived at and agreed upon at a meeting attended by the Greenfield
property owners, the developers, the architects and the Planning Staff.
The Greenfield property owners agreed to withdraw their objections to the proposed development
because of one major factor; the lowering of the market building height at a point 20 ft. from
their properties from 25 ft. to 14 ft. due to the use of a modified "A" frame building with a
porticularly low silhouette.
From a planning viewpoint, regarding design, aesthetics and general appearance, it was
deemed mare desirable ta have a less manumental market building constructed which would
interfere much less with the light, air and visibility of the property owners on Greenfield
than to have a taller, larger, overall building which might have a front facade (facing east)
of perhaps somewhat more elegance, -
The Planning Department continues to recommend approval of the zone change application with
the following revisions, deletions, and additions in the recommended conditions of approval
in the August 25 report regarding this application.
Condition No.4 - delete the words (either) and (or effectively screened from
view) causing all equipment to be located inside the building.
Delete the words (The sound level from this equipment measured at the
south property line shall not exceed 50 decibels) and add the words "No
noise eminating from the loading or unlO!'ding activities or mechanical
equipment shall be discernible at the south property line."
