That for the foregoing reasons this Commission recommends to the Arcadia City Council that the following portion of the above described property, to wit: All that portion thereof lying east of a line parallel to and 120 feet westerly of the westerly line of Second Avenue and northerly of a line parallel to and 120 feet south~~ of ~arte Road; A-_ . \-tN.. EXCEPT therefrom the easterly 12 feet. and, WHEREAS, after due notice as required by the Zoning Ordinance of said,City, a public hearing was duly held on the matter by and before this Commission on August 25, 1946, which hearing was duly continued to September 8, 1964, at each of which times all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That the greater portion of the subject property is already classified Zone C-l and has not been developed commercially. That the reclassification to Zone C-l, particularly with the classification of all of subject property also to Zone D (A~chitectura1 Overlay) with the imposition of adequate regulations under such Zone D, is amply justified by good zoning practice, will foster the proper development of the area, and will afford adequate SEC,TION 2. Increase the parking ratio to at least 2 to 1. 2. Provide a five (5) foot planting strip on the south side of the proposed alley. In this strip install a dense planting of trees or bushes to effectively screen the site from the R-l properties to the south. The size, type, and location -3- of these ~ ~ . . plants shall meet the approval of the Planning Department. To accomplish this condition the alley shall be irrevocably offered for dedication to the City but not accepted until it is deter- mined if it is required for the welfare of the general public. In the meantime it shall become a private accessway and may be re- , " duced in width to fifteen (15) feet. Because of this shallow width, only one way, westbound traffic shall be permitted. Signs designating the required direction of traffic flow shall be located in areas meeting the approval of the Department of Public Works. The six (6) foot masonry wall shown on the plot plan as well as the trees and planting areas adjacent to the southern part of the buildings shall also be required. (NOTE: Wall height shall be measured from adjoining properties and shall in no case be less than five feet six inches (5'6") high when measured from within the site at random points adjacent to the wall.) 3. There shall not be any advertising signs on the south or west sides of the buildings. 4. Mechanical equipment for the buildings shall be installed within the buildings. No noise eminating from the load- ing or unloading activities or mechanical equipment shall be discrenible at the south property line. 5. Deliveries to these buildings shall only be per- mitted between the hours of 7:00 A.M. to 9:00 P.M. 6. The service station shall not be self service. It shall not sell, lease, or provide storage trailers. It shall .,.. not sell peat moss, toys or anything not clearly incidental to the automotive industry. Service bays shall have access from the rear. 7. Walls thirty-six inches (36") high shall be pro- vided along the north and east property lines, except in areas where curb cuts are permitted. -4- j~L ~5~ ~ . . 8. All planting areas shall be separated from paving bearing vehicular traffic by a six (6) inch concrete curb and irrigated with a permanent underground irrigation system. 9. The entire site shall be developed contempora- neous1y as one building site. 10. All utilities, including electrical and telephone, shall be i~sta11ed underground in a manner meeting with the approval of the Department of Public Works. Vault space, when required, shall be provided, meeting with the approval of the Department of Public Works. 11. The illumination of buildings and parking areas shall be directed away from the neighboring properties and the public right-of-way. The parking lot light standards shall not exceed ten (10) feet in height. 12. street lights and street trees shall be insta11- ed in locations to the standards of the Department of Public Works. 13. Construct sidewalks along Duarte Road and Second Avenue the full width of the parkway in accordance with City standards. 14. Sewer connections shall be made in locations and to the satisfaction of the Department of Public Works. 15. The parking stall size shall not be less than nine (9) feet wide by twenty (20) feet long. 16. The asphaltic concrete surfacing shall comply with Section 1318.1 of the City Code. 17. Dedicate, for street purposes, the appropriate corner cut-offs for Duarte and Second Avenue. Dedicate and improve Second Avenue in accordance with the standards on file in the Department of Public Works. -5- ~v . 11:10 " . . 18. Only two (2) free standing signs identifying the name of the center and the service station will be permitted. The maximum height of these signs shall not exceed twenty-five (25) feet. All other signs permitted shall be mounted on the facades of the building and shall pertain only to the name of the busi- ness or the use conducted within the building. 20. The free standing signs shall not exceed an area of one hundred (100) square feet. 21. The amount of sign area permitted on the front facades of the buildings shall not exceed one (1) square foot of sign area for each lineal foot of building frontage. 22. Signs shall not project above the roof line of the building. 23. Billboards, attraction boards, and banners shall not be permitted. 24. For sale or lease ,signs shall not exceed four (4) square feet. 25. Moving or rotating signs, or signs having any moving parts, or blinking, flashing, or moving lights shall not be per- mitted. 26. All permanent and temporary storage of crates, bottles, trash, etc. shall be within the building. 27. Submit complete landscape planting and sprinkler irrigation plans prepared by a registered landscape architect as part of the working drawing package. Such plans to be approved by the Planning Department. 28. Submit complete grading and drainage plans showing existing elevations and existing excavations as part of the work- ing drawing package. A ten (10) foot high solid wing building wall extension <\ shall separate loading activities from the properties to the south. 33. All loading areas and ramps shall be roofed over with sound absorbent materials. 34. (Old 32) The City Planning etc. . . . . 29. Complete working drawings in substantial compliance with the approved revised plot plan shall be submitted within a one-year period. These plans shall be approved by the Planning Commission prior to the zoning becoming effective. 30. That the drainage of the property shall be such that the elevation of the property be not raised but be kept at approxi- mate1y the same level as now exists. The drainage facilities shall meet with the approval of the Department of Public Works. 31. That the construction of the proposed wall and the required planting shall be done at the outset of the development or as soon as possible, to protect the residential properties to the south and to allow for the maximum growth of the plants. 3d &I" e ~'?J.<.,.,',-, f . SECTION 3. The Secretary shall certify to the adoption of this Resolution and shall cause a copy hereof to be forwarded to the City Council of the City of Arcadia.
