A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A REQUESTED ZONE VARIANCE TO
PERMIT THE USE OF PROPERTY AT 721
LEMON AVENUE AND ZONED R-1 FOR
OFF-STREET PARKING AND TO USE THE
EXISTING RESIDENCE FOR SUNDAY SCHOOL
PURPOSES.

~~AS, there was filed with this Commission on the 1st day
of July, 1964, the application of Arcadia Christian Reformed Church for
a zone variance to permit the use of property zoned R-1 and located
at 721 Lemon Avenue to be used for off-street parking and to use the
eXisting residence for Sunday School purposes, which property is
specifically described as follows:
The West 60 feet of the East 294 feet of Lot 8,
Block G, of the Santa Anita Land Company's Tract,
per map recorded in Book 6, page 157, of Maps in
the office of the County Recorder of said County;
and,
\iHEREAS, after due notice as required by the Zoning Ordinance
of said City, a public hearing was duly held on the matter by and before
this Commission on the 28th day of JUly, at which time all interested
persons were given a full opportunity to be heard and to present evi-
dence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLDI'lS:
SECTION 1. That subject property is 60 feet wide and 300 feet

deep, is Zoned R-1, and is surrounded on all sides by Zone R-1 property.
That it is proposed to use the eXisting house and garage located on the
front portion of said property for Sunday School class rooms and the
rear portion of said property for automobile parking supplying 26 addi-
tional vehicle spaces, twenty of such spaces to be along the west
property line and to be 9 feet x 25 feet and parallel to the east

property line. That the additional parking is intended to compensate
for the contemplated balcony addition which will provide 65 additional
seats.
SECTION 2. That there are no exceptional circumstances or
conditions applicable to the subject property that do not apply gen-
erally to properties in the area, as the balance of the properties in
the same vicinity are zoned R-1 and used for single family purposes.
That the requested variance is not necessary for the preservation
and enjoyment of property rights possessed by other property in the
same zone and vicinity, as it can be readily used for the purposes
for which it is zoned. That the use of the existing old wood-frame
building for Sunday School purposes would be detrimental to the public
. health, and would have to be reconstructed to comply with applicable
building regulations. Such reconstruction would only perpetuate the
life of the structure and extend the term of a use not conforming to
the vicinity, to the detriment of the neighborhood.
SECTION 3. For the foregoing reasons, this Commission
recommends to the City Council that the requested variance to permit
off-street parking and the use of an existing building for Sunday
School purposes be denied.
SECTION 4. The Secretary shall certify to the adoption of
this resolution and shall cause a copy hereof to be forwarded to the
City Council of the City of Arcadia.

at a regular meeting of the City Planning Commission held on the 11th

SUBJECT: ZONE VARIANCE APPLICATION V - 64 - 13 , PARKING LOT. 721 LEMON AVENUE
1. APPLICATION
The Arcadia Christian Reformed Church requests a zone variance to allow the use
of an R-l lot at 721 Lemon Avenue for Sunday School and parking lot purposes.
2. SUBJECT PROPERTY AND SURROUNDING LAND USE
The church itself is located on the northwest corner of Baldwin and Lemon
Avenues on properties known as 1735 and 1741 South Baldwin Avenue.
The property in question is 60 feet wide and 300 feet deep in Zone R-l and
surrounded on all sides by zone R-l property. The applicants propose to
use an existing house and garage located on the front portion of the property
for Sunday School class rOOms and the rear portion of the property for auto"
mobile parking providing 26 additional vehicle spaces, Twenty of the spaces
are proposed along the west property line and are shown to be 9 ft. x 20 ft.
in size. The remaining six spaces are shown to be 9 ft. x 25 ft. and parallel
to the east property line.
The additional parking is proposed to provide for the contemplated balcony
addition which will provide 65 additional seats.
3. ANALYSIS
This application will be examined on a dual basis. First to determine whether
or not the application meets the four basic requisites of a variance and second
to analyze the proposed site development in terms of sound land planning prin-
ciples.
A.
COMPLIANCE WITH VARIANCE REQUISITES
Variance by definition means a modification of the specific regulations of
an ordinance for the purpose of assuring that no property, because of special
circumstances applicable to it, shall be deprived of privileges commonly
enjoyed by other properties in the same 'vicinity and zone.
It must be kept clearly in mind that the sole legitimate purpose of such
variance is to bring the privileges of a property to a parity with other
properties similarly located and classified.

BEFORE THE
ARCADIA CITY PLANNING COMMISSION
WHEREAS, ARCADIA CHRISTIAN REFORMED CHURCH, the Owner of real property
located within the City of Arcadia, California, and hereinafter described, has
filed with the Planning Commission of the City of Arcadia, a petition requesting
a zoning variance as follows:
West 60 feet of the east 294 feet of

West Huntington Drive, Arcadia, California, said Planning Commission will hold
a public hearing on the question of said proposed variance, and an opportunity
will be afforded to persons particularly interested, and the public generally,
to be heard on all matters concerning said variance.
