RESOLUTION NO. 525 I A RESOIDTION OF THE CITY PLANNING CO~~ISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECONl',lENDING THE CLASSIFICATION TO ZONE C-l AND ZONE D ARCHITECTURAL OVERLAY OF THE R-3 PROPERTY KNotm AS 840, 842, 844, 846, 848, 852 AND 856 \lEST DUARTE ROAD AND 1206, 1212, 1218 AND 1224 SOUTH GOLDm~ UEST A. VENUE IN SAID CITY. ( f,~EREAS, there was filed with this CommiSSion on the 20th day of r,lay, 1964, the application of Harold J. Berg, as optionee, by Hen~J H. Hege', ~ttorney, for the reclassification from Zone R-3 to Zone C-2 and D Architectural Overlay of property located in the City of Arcadia, County of Los Angeles, State of California, known as 840, 842, 81,4, 84o,81~8, 852 and 856 '.~est Duarte Road and 1206, l2l2, 1218 . and l224 South Golden \-lGst Avenue and specifically described as follows: The ~esterly 368 feet, measured along Duarte Road, of Lot 2, Block A, Santa Anita Land Company's Tract, per map recorded in Book 6, Page 137, of Naps, in the office of the Coun~y Recorder of said County; and, IJHEREAS, after due notice as required by the Zoning Ordinance of said City, a public hearing ~as dUly held on the matter by and be- fore this Commission on June 23, 1964, which hearing was duly continued until July 14, 1964, at both of which times all interested persons weru given full opportunity to be heard and to present evidencej NOH, THEREFORE, THE CITY PLANNING CO]V]]\uSSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES RESOLVE AS FOLL01'~S: . SECTION l. That the reclassification of the above-described even vIi th property to Zone C-2 as requested will, ~ the imposition of regulations under the Zone D Architectural Overlay, permit uses that will be detri- mental to adjacent properties, improvements and uses and the requested C-2 reclassification is neither necessary for the proper utilization of subject property nor is it justified for good zoning practice and the requested C-2 classification should be denied. That for the most part the uses proposed by applicant on subject property would be per- missible under Zone C-l and the uses permissible in Zone C-l would not be unduly or unreasonably detrimental to adjacent properties, improve- ents or uses and the reclassification of subject property, particularly -1- 525 . . )" . . . with the contemporaneous classification also to Zone D, is justified by good zoning practice. SECTION 2. For the foregoing reasons this Commission recommends that the requested classification of the above described property to Zone C-2 be denied. That the aforesaid property be reclassified to Zone C-l and to Zone D Architectural Overlay and that the following regulations be imposed under such Zone D, to wit: 1. A six foot high, solid, decorative, masonry wall shall be constructed along the east property line. The wall shall decrease to three feet in height twenty-five feet from the north and south property lines. NOTE: Wall height shall be measured from adjoining properties 'and shall, in no case, be less than five feet six inches when measured from within the site at random points adjacent to the wall. 2. Walls three feet high shall be provided along the north, west and south property lines, except in areas where curb cuts are permitted. 3. All planting areas shall be separated from paving bearing vehicular traffic by a six inch concrete curb and irrigated with a permanent underground irrigation system. 4. The entire site shall be developed contemporaneously as one building site. 5. All utilities, including electrical and telephone, shall be installed underground in a manner meeting with the approval of the Department of Public Works. Vault space, when required, shall be provided, meeting with the approval of the Department of Public Works. 6. Any service facilities placed on the roof shall be screened from view and in a manner approved by the Planning Department. In no case shall these appurtenances exceed eight feet in height. 7. The parking lot light standards shall not exceed ten feet in height. 8. Install street lights and street trees in locations and to the satisfaction of the Department of Public Works. 9. Construction of 6 ft. wide sidewalks along Duarte Road, Golden West and Naomi Avenues, per Department of Public Works standards. 10. Sewer connections shall be maae in locations and to the satisfaction of the Department of Public Works. 11. The parking stall size shall be no less than nine feet wide by twenty feet long. -2- 525 " . . . 12. Dedicate, for street purposes, five feet for Naomi Avenue and twelve feet for Duarte Road. In each instance, the appropriate corner cut-offs shall also be dedicated. 13. Building heights architectural features shall not exceed twenty-five feet. 14. Only one free standing sign identifying the name of the center will be permitted. The maximum height of this sign shall not exceed twenty-five feet. All other signs permitted shall be mounted on the facades of the building and shall pertain only to the name of the business or the use conducted within the building. 15. The free standing sign shall not exceed an area of 100 square feet. 16. The amount of sign area permitted on the front facades of the buildings shall not exceed one square foot of sign area for each lineal foot of building frontage. Only one-half of the previously stated amount of sign area shall be permitted on the east, south, and north sides of the building. 17. Signs shall not project above the roof line of the building. 18. Billboards and an attraction boards shall not be permitted. 19. For sale or lease signs shall not exceed four square feet. . 20. Moving or rotating signs, or signs having any moving parts, or blinking, flashing, or moving lights shall not be permitted. 21. No illuminated signs shall be mounted on the east, south, and north wall of buildings. 22. All permanent and temporary storage of crates, bottles, and trash shall be within the building. 23. Submit complete land$c~pe planting and sprinkler irrigation plans prepared by a registered Landscape Architect as part of the working drawing package. Such plans to be approved by the Planning Department. 24. Submit complete grading and drainage plans showing existing elevations and existing excavations as part of the working drawing packsge. Such plans to be approved by the Department of Public Works. 25. Complete working drawings in substantial compliance with the approved revised plot plan shall be submitted within a one-year period. These plans shall be approved by the Planning Commission prior to the zoning becoming effective. . 26. The City Planning Commission shall reserve the right, without necessity of further notice of hearing, to make minor modifications of any of the foregoing conditions, if such modification will achieve substantially the same results and will in no way be detrimental to adjacent properties or improvements than will the strict compliance with said conditions. -3- 525 . . . . . . ..... . ,. .. . . June 23, 1964 TO: PLANNING COMMISSION FROM: PLANN lNG DEPARTMENT SUBJECT: Z-64-2 EAST SIDE OF GOLDEN WEST AVENUE BETWEEN DUARTE ROAD AND NAOMI AVENUE The Commission, in hearing this case, will be considering two items. 1. Should the area located on the east side of Golden West Avenue and approximately 330 feet north of Naomi Avenue be annexed to the City of Arcadia? 2. Should the area proposed for annexation, as well as the area presently in the City of Arcadia, be placed in a zoning category which would permit the development of a neighborhood shopping center? . The application specifically requests that the property presently in the City of Arcadia be changed from Zone R-3 to Zone C-2 and D, except for that property at the immediate corner of Golden West and Duarte Road that is presently in Zone C-2. From a planning viewpoint it appears that the area presently unincorporated should be annexed because: 1. The present development of the property does not appear to be in line with the market value of the property. Change, therefore, seems likely to occur in the immediate future. When the change of land use does happen, it would be advantageous to the City to be able to guide the new development in a direction compatible with the areas presently developed in the City rather than to have this power ex- ercised by the County. 2. The annexation would straighten out the City boundaries in this area. If the Commission decides to recommend to the City Council that the subject property should be annexed to the City, it should also recommend the proper zoning for the area. The balance of this report is, therefore, devoted to the characteristics of the development proposed, an analysis of those characteristics, and a summary and conclusions which are the Planning Depart- ment's recommendations. Z-64-2 June 23, 1964 ,Page Three D. PARKING Total spaces 400 Parking ratio to floor area 3.38 to 1 ANALYSIS The evaluation of this proposed shopping center is based on the following four factors: 1. Feasibility and economic analysis 2. Site evaluation 3. Site planning 4. Type of center FEASIBn.ITY AND ECONOMIC ANALYSIS . An economic analysis would determine the type and size of the project by measuring the trading area and spendable income. Such a study would also evaluate the competition and estimate the buying power which might be attracted to the center. However, in this case the Department has not had sufficient time to make such a study, nor is it aware of one completed by the developers of the project. In fact, in the past, such evidence has not been required. The mere fact that investment money was available to buy the land and build a center gave commercial projects their justifications. However, because of the many commercial developments proposed for the City, the Commission may want to make such studies mandatory as part of future applications. SITE EVALUATION 1. LOCATION The site is accessible for both walk-in trade and customers using automobiles. 2. SIZE AND SHAPE The site is under one ownership and undivided by dedicated streets or alleys. SUMMARY 1. The subject property is developed ~ith older structures. 2. The subject property is in Zone R-3 except for the immediate corner of Duarte and Golden West, ~hich is C-2. 3. One-half of the subject site is in the county area. 4. The site can either remain as is (~hich is not like1y~; develop ~ith apartment buildings; or develop as a neighborhood shopping center. Of the possible alternatives, the Planning Department recommends that the area in the County be annexed to the City, and that the entire site be developed as a neighborhood shopping center in accordance ~ith an approved plot plan. The latter recommendation also means that rather than place the property in Zone C2-D, it be placed in Zone C1-D. The C-l classification should also include that portion of the site presently in Zone C-2. . . July 14, 1964 . TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: Z - 64 - 2 REVISED CONDITIONS OF APPROVAL NEIGHBORHOOD SHOPPING CENTER - DUARTE ROAD, GOLDEN WEST AVENUE AND NAOMI AVENUE. As a result of a meeting held between the proposed developers of this site and the Planning Depart- ment, a revised plot plan has been submitted. It embodies many of the stated requirements of the conditions of approval and the report section regarding these conditions has been suitably rev ised. The Planning Department once again emphosizes that if this application is opproved, the property should be reclassified to Zone C-1-D and the following conditions of opproval be made 0 part of the "0" regulations. . 1. A six foot high, solid, decorative, masonry wall shbll be constructed along the east property line. The wan shall decrease to three feet in height twenty-five feet from the north and south property lines. NOTE: Wall height shall be measured from adjoining properties and sholl, in no case, be less than five feet six inches high when meosured from within the site at random points odjacent to the wall. 2. Walls three feet high shall be provided along the north, west and south property lines, except in areas where curb cuts are permitted. 3. All planting areas shall be separated from poving bearing vehicular traffic by a six inch concrete curb ond irrigoted with a permanent underground irrigation system. 4. The entire site shall be developed contemporaneously as one building site. 5. All utilities, including electrical and telephone, shall be installed underground in 0 manner meeting with the approval of the Department of public Works. Any service facilities placed on the roof shall be screened from view and in a.manner approved by the Planning Department. In no case shall these appurtenances exceed eight feet in height. 7. The i1luminotion of the buildings and parking areas shalll)e.directed away from the neighboring properties and the public right-of-way. Install street lights and street trees in locations and to the satisfaction of the Deportment of Public Works. 9. Sewer connections shall be made in locations and to the satisfaction of the Department of Publ ic Works. 11. The parking stall size shall be no less than nine feet wide by twenty feet long. 12. Dedicate, for street purposes, five feet for Naomi Avenue and twelve feet for Duarte Road. In each instance, the appropriate corner cut-offs shall also be dedicated. 13. Building heights architectural feotures shall not exceed twenty-five feet. . 14. Only one free standing sign identifying the name of the center will be permitted. The maximum height of this sign shall not exceed twenty feet. All other signs'permitted shall be mounted on the facades of the building and shall pertain only to the name of the business or the use conducted within the building. 15. The free standing sign sholl not exceed an area of 100 square feet. 16. The amount of sign area permitted on the front facades of the buildings shall not exceed one square foot of sign area for eoch lineal foot of building frontage. Only one-holf of the previously stated a":lount of sign area shall be permitted on the east, south, and north sides of the building. 17. Signs shall not project above the roof line of the building. 18. Billboards and attraction boards shall not be permitted. 19. For sale or lease signs shall not exceed four square feet. . 20. No signs shall be mounted on the east, south and north wall of buildings. 22. All permanent and temporary storage of crates, bottles, etc. shall be within the building. 23. Submit complete landscape planting and sprinkler irrigation plans prepared by a registered landscape Architect as port of the working drawing package. Such plans to be approved by the Planning Deportment. 24. Submit complete grading and drainage pions showing existing elevations and existing excavations as part of the working drawing package. Such plans to be opproved by the Deportment of Pub I ic Works. 25. Complete working drawings in substantial compliance with the approved revised plot plan shall be submitted within a one-year period. These plans shall be approved by the Planning Commission prior to the zoning becoming effective. 26. The City Planning Commission shall reserve the right, without necessity of further notice of hearing, to moke minor modifications of any of the foregoing conditions, if such modification will achieve substantially the same results and will in no way be detrimental to adjacent properties or improvements than will the strict compliance with soid conditions.
