SECTION 1. That this Commission on its 01~ motion instituted
proceedings for the purpose of holding hearings, receiving evidence
and m~{ing recommendations concerning the reclassification to some
~ more restrictive zone and also to Zone D Architectural Overlay and
the regulations to be imposed under any such D Zon~ of the following
described property in the City of Arcadia, County of Los ~1geles, State

of California, to wit:
Parcel l: Beginning at a point 165.85 feet westerly from the
northwest corner of Huntington Drive and Third Avenue; said point being
the southwest corner of Lot No.6, Tract No. 6860; thence north along
the west line of said Lot No.6, a distance of llO feet to the northwest
corner of said Lot No.6; thence east a distance of 15.87 feet to the
southwest corner of said Lot No. 37 of said Tract 6860; thence northerly

Pursuant to Which publiC hearings were, after notice duly given, held
by and before this Commission on June 23, 1964, which hearing was con-
tinued to July 14, 1964, at each of which times all interested persons
were given full opportunity to be heard and to present evidence.
SECTION 2. That there appears to be no need for more restric-
tive classification of the above-described properties at this time.
However, in order that buildings, structures, signs and landscaping
will be harmonious within the area and not detrimental to other prop-
erties and improvements in the vicinity comprising the Central Area,
it is necessary that the f'ollowing regulations be imposed on the above-
described property under said Zone D Architectural Overlay, to wit:

SECTION 3. That for the foregoing reasons, this Commission
recommends to the City Council of the City of Arcadia, that the prop-
erty hereinbefore described in Section 1 be reclassified to Zone D
Architectural Overlay and that the restrictions hereinbefore enumerated
in Section 2 be imposed with respect thereto under such D. Zone.
SECTION 4. The Secretary shall certify to the adoption of
this resolution and shall cause a copy of the same to be forwarded to
the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the 11th
day of AugJ, 1964, by the following vote:

SUBJECT: PROPOSED REGULATIONS - ZONE C-2 ARCADIA CENTRAL AREA
The purpose of this report will be to suggest standards for those properties proposed to remain
in Zone C-2 within the Centrol Area.
ZONE C-2 CENTRAL AREA
In order to guarontee that the C-2 districts locoted along Huntington Drive, on the eost and
west ends of the Central Area, develop in a manner compatible and consistent with those goals
and objectives for the balance of the Central Area's zoning districts, it is recommended that
these areas be placed in Zone "0" (Architectural Design Zone).
The standards suggested for Zane "0" as it applies to those specific C-2 zoning districts are
as follows:
I. PLAN REVIEW - Prior to the issuance of a building permit to alter, construct,
or reconstruct any structures, preliminary plans shall be submitted to and
approved by the Planning Department. Such preliminary plans shall be drawn
to scale and shall include the following:
A. Adjocent streets ond alleys,
B. Sidewalks, curbs, gutters and porkway trees,
C. Entire ownership of lot being developed,
D. Floor plan layout of structures,
E. Accurate elevations of all building sides,
F. Completely dimensioned parking loyout with all spaces indicated,
G. Location and method of 011 exterior lighting,
H. Landscape planting layout with all plant materials identified,
I. Method of irrigation,
J. Groding and drainage plan,
K. Locations and sizes of 011 signs to be located on the property,
L. Any other data the Planning Department indicates as necessary
to properly evoluote such pions.
2. DESIGN FACTORS
A. Building Height, Bulk ond Area - No building hereafter erected shall
exceed a height of three (3) stories or th irty-five (35) feet. No
bulk or orea requirements are suggested sinf'e the parking and land-
scaping will to a large extent accomplish this purpose.

Side Yards - None
Rear Yards - Twenty (20) feet
C. Signs
a. Signs shall contain only such subject matter which refers
to the name of the establ ishment or to the goods ond
services sold on the premises on which the sign is located.
b. No one sign shall exceed an area of 100 sq. ft.
c. Themaximum height of signs shall not exceed thirty-five (35) feet.
d. The total area of signs on the property shall not exceed two (2)
square feet of sign area for each lineal foot of property frontage.
e. No billboards shall be permitted.
f. No ottraction boards shall be permitted.
g. Signs shall not be permitted on telephone or Edison Company poles
or trees
h. No signs shall project more than twelve (12) inches over. public
right-of-woys.
i. For sale or lease signs shall not exceed four (4) square feet.
j'. No moving sign or signs with ony moving parts sholl be permitted.
Blinker, flashing, travelling or moving lights or signs shall not
be permitted.
k. Signs sholl not cause any glare or reflection or light on other
property or bu i1dings.
I. All signs which become non-conforming as a result of adoption of
these regulations sholl be completely removed from the premises
with in a three year period from the effective date of these
regu lations.

D. Parking
a. Area Parking Requiremenl1i- Provide not less than 3 sq. ft. of off street
parking area for each, I sq. ft. of gross floor area of building being served.
(Ratio - Parking to G.F.A. = 3:1)
NOTE: Hoving satisfied the ratio requirement, 400 sq. ft. shall be
used as 0 design computational figure to determine the number of
parking spaces a lot area will facilitate. The 400 sq. ft. includes
access drives, outomobile spaces and incidental uses such as land-
scaped areas and unuseable corners. This figure is likewise based
upon 0 porking stall size of not less than 9 ft. by 20 ft.
b. Use Parking Requiremenl1i - The following uses, due to their unique
traffic generation characteristics, shall be excepted from the above
requirement and shall provide off street parking on the following
use basis:

Offices (Medical & Dental)
8 spaces per 1000 sq. ft. of floor area.
Public Buildings
To be determined by Planning Deportment
at time of plan preparation.
c. Location of Off Street Parking - The space for porking facilities shall be locoted
on the same lot or site, or on a lot or site contiguous thereto, or within 400 feet
of the building or land use which these facilities will serve. When the required
off street porking facilities are provided on a separate lot from the main building
or land use, there sholl be recorded in the office of the County Recorder a covenont
to the effect that such owner or owners will continue to maintain such parking space
as long as soid building or land use is maintoined.

d. Setbacks- Off street parking facilities shall be permitted in required rear
yard providing thot all other parking requirements such as walls, landscaping,
irrigation, etc., are complied with.
e. Dimensions for Parking Stalls - Access Aisles - Driveways
Stall Size
Open and covered parking stalls shall be not less than nine (9) feet wide
and twenty (20) feet long.
Aisle Width (0 - 45~
Parking spaces laid at angles through forty-five (45) degrees to the aisles
or driveways shall have a one-way aisle or driveway of not less than sixteen
(16) feet.
Aisle Width (46 - 600)
Parking spaces laid out at angles from forty-six (46) degrees through sixty (60)
degrees to the aisle or driveway shall have a one way aisle or driveway width
of not less than twenty (20) feet.. '
Aisle Width (61 - 900)
Parking spoces laid out at angles from sixty-one (61) degrees through ninety
(90) degrees to the aisle or driveway, shall have an aisle or driveway width
of not less than twenty-five (25) feet.
Porallel Porking
Parallel parking shall have twelve (12) foot minimum aisles and ten (10)
foot by twenty-four (24) foot (10' x 24') parking stall sizes.
f. Circulation - porking areas having more thon one aisle or driveway shall have
painted directional signs provided in each aisle or driveway.
Automobile parking so arranged as to require the moving of any vehicle
on the premises in order to enter or leave any other stoll shall be prohibited.

Automobile parking so arranged as to require the backing of motor vehicles
onto a major or secondory highway shall be prohibited.
g. Paving - All parking areas shall be paved with a concrete or asphaltic surface
to specificotions and standards meeting the approval of the Department of Public
Works.
h. Drainoge - Drainoge of a parking areo sholl meet the approvol of the Deportment
of Public Works. Drainage into a street shall be by means of a conduit beneath
the parkway.
i. Marking of Spaces - Each parking space shall be clearly morked with paint
or other easily distinguishable materiol. Either hairpin or single line marking
will suffice.
i. Wheel Stops - Wheel stops shall be provided for all required porking spaces
and shall be constructed of concrete.
k. Walls - Except for driveway and other entrances, parking lots shall be
properly enclosed with an arnomental masonry wall as follows:
Adjacent to Non-Re,sidential Zone
I.
Where such oreas front, side, or rear on 0 street which is a boundory
with a non-residential zone, there shall be a landscaped border not less
than five (5) feet in width on the street side, and a solid masonry wall
four (4) feet in height shall be erected between the landscaped area ond
the paved park ing areo.
2.
A wall not less than four and one-half (4 - 1/2) feet in height shall be
erected on all property lines not abutting a street.
3.
Community off street parking lots sholl be permitted and the requirement
for walls between separate buildings and uses disposed with provided that
o covenant in recordable form by its terms to be for the benefit of, enforce-
able by, and to be released only by the City, is executed by the owners of
all property affected thereby.
The covenont shall state that such joint use of such off street porking shall
be useoble by the tenant and owners of the properties proposed to be served
by such porking area.'

NOTE: Wall heights shall be meosured from contiguous properties and in
no cash shall such woll height be more than six (6) inches above or below the
prescribed height when measured from adjacent interior parking lot paving.
Ornamental Masonry Wall shall consist of the use of solid wall materials"
e.g. brick, stone, concrete, slump, stone, etc., but shall not mean cinder
block, fibre block or concrete block or similar such materials.
I.
Lighting - Lighting shall be hooded and arranged ta reflect light oway from
adjoining properties and streets. Light stondords shall be a moximum of ten
(10) feet in height.
m.
landsca~ing - A minimum of two (2) percent of the interior of a public parking
area sha I be landscaped with plant material and shall have a complete irrigotion
system; be well maintained in perpetuity; be reviewable annually by the Building
Superintendent.
Required planting areas on the street side of walls shall not be considered as
port of the two (2) percent interior landscaping.
Where a parking area obuts the buildings on the subject property, the border
plantings adjacent to those buildings shall not be considered as part of the
interior landscaping.
In complying with the two (2) percent landscaping requirement, the planting
beds sholl be distributed throughout the entire parking areo as evenly as possible.
Any plot plan showing the entire two (2) percent landscaping in one or two large
planting beds, or concentrated on only one portion of the parking area is not
acceptable.
Any unused spoce resulting from the design of the porking spoces shall be
used for planting purposes. No planting area or island shall have on average
width of less than three (3) feet. The planting areas or islands must be drawn
to scale and the plants within clearly located and labeled. All planting
areas or islands shall be surrounded by a continuous raised concrete curb.
To facilitate the plot pions, a plant I ist should be prepared giving the
botonical and common names of the plants to be used, the sizes to be plonted,
i.e., 1,5, or 15 gallon containers, the quantity of each and when possible and
appl.icable, the spacing shall be shown. The plants should be listed alphabetically
and assigned key numbers to be used in locating the plants on the plan.

Except as stated below, it shall be required that the plant material include
trees with a ground cover and shrubs beneath. Ground cover alone is not
acceptable. A combination of ground cover and shrubs are acceptable in places
where there is a problem of overheod space for trees; however, wherever
possible, trees are required. All plant material shall be evergreen. Plants
selected for the design will be checked for suitability in regard to eventual
size and spread, susceptibility to diseases and pests, and adaptability to
existing soil and climatic conditions. A local landscape architect or
nurseryman is a suitable source for plant material information.
n. Irrigation - Alllondscaped areas shall be provided with a permanent, below
grade (except for sprinkler heads,) irrigation system.
All domestic water supply lines to which irrigotion systems are connected,
sholl when necessary be protected by installation of otmospheric or pressure
type vaccuum breakers.

At leost one hose bibb be located each one hundred (100) lineal feet,
starting with one hose bibb ot the front wall. Hose bibbs, wherever possible,
shall be located in planting beds. In no cose shall hose bibbs be located
where they will interfere with pedestrian or vehicular circulation.

Loading Requirements - On the same land therewith, every building, structure,
or part thereof, erected or occupied for a permitted Zone C-2 use involving
the receipt or distribution by vehicles of moterials or merchandise incidentol
to carrying on such activity shall be provided with sufficient space for standing,
loading and unloading vehicles to avoid undue interference with the public use
of streets and olleys. Such space shall be no less than ten feet by twenty-five
feet (10' x 25') for every ten thousand (10,000') feet of floor area or outdoor
storage area with a fourteen (14) foot minimum height clearance, but sholl not
be a part of any area required for use as off street parking stalls.

Additions - Structures which ore enlarged in area shall provide parking
facilities per the stondard Zone C-2 requirements.
q.
Changes in Use - Whenever the existing use of a structure or lot is changed to
another use, porking facilities shall be provided per standard Zone C-2 requirements.

r. Mixed Uses - In the event that two or more uses occupy the some building, lot
or parcel of lond, the total requirements for off street parking sholl be the sum of
the requirements of the various uses computed separately.

s. Computation of Required Off Street Parking Spaces - When a fractional
figure is found as a remainder in computations made to determine the amount
of required off street parking, such fraction shall be construed to be a whole
number.
t. Accessory Structural Items - Towers, chimneys, spires, gables, roof structures,
etc. sholl not exceed a height of ten (10) feet above the roof of any building
ond sholl be odequately screened.
u. Storage - All permanent and temporary storoge of ware and merchandise
crates, bottles, trach, garbage and refuse shall be within the building.
v. Modificotions - The Planning Commission shall reserve the right without
necessity of further notice, to make minor modification of any of the
foregoing conditions.
