A RESOLUTION OF THE CITY PLMn~ING
CONMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMM~iDING UPON
SPECIFIED CONDITIONS THE RECLASSI-
FICATION OF THE PROPERTY LOCATED AT
1225 AND 1229 LOVELL AVENUE IN SAID
CITY FROM ZONE R-l TO ZONE PR-l.
vlHEREAS, there was filed with this Commission on June 9,
19,54, tile application of Henry H. Hege, as attorney and agent for
the optionee, for a change of zone from Zone R-l to Zone PR-l of that
certain property located at 1225 and 1229 Lovell Avenue; and,
WIi&REAS, after notice required by the Zoning Ordinance of
said City, a public hearin~ was duly held on said matter by and before
this COlnmission on June 23, 1964, at which time all interested persons
. were given a full opportunity to be heard and to present evidence;
N01Il, THEREFORE, THE CITY PLANNING COMl'USSION DOES HEREBY
DETERMINE AND RESOLVE AS FOLLOUS:
SECTION l. That subject property is to be used to provide
additional parking for the heiGht-limit building to be erected on the
adjoining property to the north IIhich I'Tas reclassified to Zones C-O,
H and D by Ordinance No. 1240 adopted by the City Council of the City
of Arcadia on April 7, 1964. That subject property is immediately
adjacent to the property thus reclassified and for Hhich it lIill pro-
vide parking space. That additional surface parkinG space ;/as made
neeessary by the elimination of proposed underground pal~<inG. That
public necessity and convenience require tile requested "p" classifi-
ca tioll in order to provide additional parking Ylhich will permit full

utilization of owner's adjacent property recently reclassified as
aforesaid. That such reclassification is justified by good zoning
practice and will not be detrimental to ot;ler properties or iT;lprove-
the vicinity.

SECTION 2. That for the foregoing reasons, this Commission
recol1D1lends to the City Council of the City of Arcadia, that the prop-
erty in the City of Arcadia, County of Los Angeles, state of California,
described as follows:
The southerly 10 feet of the easterly 213.50
feet of Lot 5, all of Lot 6 and Lot 7, Tract
No. 84B7, per map recorded in Book 114, page
48, Records of Los Angeles county Recorder;
be l:'cclassified to Zone PR-l upon the condition that subject property
:Jl1all be developed and maintained for parking and landscaping purposes
only and in accord with the City approved plan on record :in the Plan-
ning; Department.
SECTION 3. The Secretary shall certify to the adoption of
tl,is resolution and shall cause a copy of the same to be forwarded to

the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoinG resolution was adopted
at an adjourned regular meeting of the City Planning Commission held
on the 30th day of June, 1964, by the following vote:

1225 AND 1229 LOVELL AVENUE
1 . BACKGROUND
In April of 1964 the City Council, acting on a recommendation for approval
by the Planning Commission, adopted Ordinance No. 1240 which granted a zone
change, subject to D overlay conditions, to property known as 604, 612 and
620 West Duarte Road.
The zone change from Zone R-l to Zone C-O-D was granted in order to allow
the development of an eight story medical office building.
At the time, Lot 5, the first lot south of the subject proposal was not
rezoned although a part of the subject site, since its use was contemplated
for parking which is automatically permitted in a transitional zone.
Recently, the Planning Commission approved design changes in the subject
property and this has necessitated the addition of two additional lots known
as 1225 and 1229 Lovell Avenue to the total site.
These additions became necessary in order to provide sufficient additional
surface parking area due to the elimination of the subterranean parking area.
2. RECOMMENDATION
The Planning Department considers the request in the interests of sound
planning and entirely in order, based upon previous Planning Commission and
City Council decisions and therefore recommends that zone change application
Z 64-3 be approved, subject to the following condition:
A. The subject properties shall be developed for parking and
landscaping purposes only and in accord with the City approved
plan on record in the Planning Department.
