'Jl2JU U A RESOLUTION OF THE CITY PLANNING CO~f1ISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECor.ThIENDING THE GRANTING OF A VARIANCE TO PERMIT THE RELOCATION OF AN EIGHT STORY APAR~lENT BUILDING WITH PENTHOUSE LOUNGE HERETOFORE APPROVED BY THE CITY COUNCIL, BUT RECO~~rnNDING DENIAL OF A VARIANCE FOR TWO ROOF- TOP PENTHOUSES THEREON. THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI- FORNIA, DOES DETERlUNE AND RESOLVE AS FOLLOI'1S: SECTION 1. That there was filed with the City Planning Commission on April 29, 1963, the application of Mike T. Vallone, as . owner, for a zone variance to permit the construction of a 220 unit eight-story apartment bUilding with penthouse lounge on property located at 614, 620, 624, 630, 634 and 642 West Huntington Drive in the City of Arcadia, described as follows: Lots 6, 7, 8, 9, lO and II of Tract No. 2828, as shown on map recorded in Book 33, page 03, of Maps, Records of Los Angeles County. That upon conclusion of public hearings held after due notice as re- quired by the Zoning Ordinance of said City, the City Planning Commis- sion on July 9, 1963, adopted its certain Resolution No. 486 wherein and whereby it recommended the denial of the requested variance. That within ten (10) days thereafter a written appeal from said decision and recorrunendation was duly filed, pursuant to which, after notice duly given, public hearings were duly held by and before the City Council ~ of the City of Arcadia, at the conclusion of which said Council adopted its Resolution No. 3642 wherein and whereby it made certain findings and determinations and granted a variance for the construction of a 220 unit eight-story apartment building with penthouse lounGe on the property hereinbefore described and located at 614, 620, 624, 630, 634 and 642 tlest Huntington Drive in said City, upon the conditions therein specified. v -1- 517 "- / , . . . . . . .; ...A , SECTION 2. That on May 12, 1964, there was filed with this Co~nission the application of Mike T. Vallone, as owner, requesting permission to relocate the apartment building thus approved on prop- erty known as bOO, 602-012, 614, 620, 630 and 634 I'lest Huntington Drive in the City of Arcadia, more particularly described as follows: Lot 7, except the westerly 2.5 feet thereof; all of Lots 8, 9, 10, 11 and 12 and the westerly 3 feet of Lot 13 of Tract No. 2828, as shown on map recorded in Book 33, page 63, of Maps, Records of Los Angeles County; and to construct two of the 220 units thus approved as roof-top pent- houses at the location of and in lieu of a portion of the penthouse lounge area previously approved by the City Council, pursuant to \~hich application, after notice duly given as required by the Zoning Ordi- nance of said City, a public hearing was held on the matter by and before said City Planning Commission on ~1ay 26, 1964, \/hich hearing was duly continued to June 9, 1964, at each of which times all interested parties were given a full opportunity to be heard and to present evidence. SECTION 3. That the relocation of the apartment building previously authorized by the City Oouncil will be a decided improve- ment over the present location and will permit the more orderly de- velopment of the remainder of the block in which it is located. That for the sole purpose of permitting such desirable relocation of site, this Commission adopts as its findings and incorporates herein by reference the findings of the Arcadia City Council contained in its aforesaid Resolution No. 3642. That this Commission therefore recom- mends to the City Council that the portion of the requested variance to relocate the eight-story apartment building on the property de- scribed in Section 2 hereinbefore be approved upon the conditions previously contained in its said Resolution No. 3642, and upon the further condition that a covenant, in the form approved by the C~ty Attorney, be executed and recorded by the property owners agreeing that Lots 4, 5 and 6 and the westerly 2.5 feet of Lot 7 of Tract No. ~828, as shown on map recorded in Book 33, page 63, of Maps, Records of Los Angeles County, shall be developed contemporaneously as one unit. -2- 517 " . ... ... . SECTION 4. That the construction of two of the 220 dwelling . units as roof-top penthouses in the lounge area is not within the policy heretofore established by the City Council in the creation of the H Special Height Zone, nor is it within the policy of the variance granted by its said Resolution No. 3642. That the construction of penthouses for dwelling purposes on top of eight stories already devoted to dwelling purposes in fact creates nine floors devoted at least in part to dwelling units. That such further relief from the Zoning Ordinance is not neces- sary for the preservation of any substantial property right of the property owner enjoyed by other properties in the same zone or vicinity. That the granting of such a variance would adversely affect the general comprehensive plan. That for the foregoing reasons this Commission recom- mends to the City Council that the variance for the construction of two of the 220 dwelling units as roof-top penthouses be denied. . SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy of the same to be forwarded to the City Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing resolution was adopted at an adjourned regular meeting of the City Planning Commission held on the 15th day of June, 1964, by the following vote: AYES: Commissioners Golisch, Hanson, Kuyper, Norton, Parker, Turner and Ferguson NOES: None ABSENT: None . Bec:ause the project Is approved, it now appears that every attempt should be macle to insure that the building becomes one of the finest In the area. One way to help in this regard is to make sure that the tll\vitotlm.nt around the building is developed to high standards. At the present time there Is a vacont lot on the east side betwe.... the Medical offices and the propo$8d building. This lot is only 70 feet wide and about 500 plus feet deep.
