RESOLUTION NO. 516 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE CLASSIFICATION AND RECLASSIFICATION OF SPECIFIED PROPERTY IN THE CITY OF ARCADIA TO ZONE C-l AND D AND TO ZONE M-l-(P.I.D.). . WHEREAS~ pursuant to Division 3 of Part 9 of Chapter 2 of Article IX of the Arcadia Municipal Code, the City Planning Commis- sion of the City of Arcadia did, on May 12, 1964, institute pro- ceedings for the purpose of considering and making recommendations concerning the classification to Zone C-l and D (Architectural Overlay) and Zone M-l (heretofore recommended to become M-I-P.I.D. - Planned Industrial District) of property in the Central Area, pursuant to which notice was duly published and given and a public hearing duly held on the 26th day of May, 1964, at which time all interested persons were given a full opportunity to be heard and to present evidence relative to such proposed amendment of the Zoning O~dinance; and, WHEREAS, said Planning Commission has fully reviewed and conSidered the subject generally; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RECOMMEND AS FOLLOWS: SECTION 1. That the publiC necessity, convenience and general welfare and good zoning practice justify and require, and . this Commission hereby recommends to the City Council of the City of Arcadia, the reclassification to Zone C-l of that portion of the City of Arcadia indicated as C-l and D by the legend on the map attached hereto and incorporated herein and made a part by reference hereof. -1- 516 ~ . . . That the public necessity, convenience and general welfare and good zoning practice require and Justify, and this Commission hereby recommends to the City Council of the City of Arcadia, the reclassification to Zone M-l (which zone has here- tofore been recommended to be renamed M-I-P.I.D. - Planned In- dustrial District) of that portion of the City of Arcadia indi- cated as M-I-P.I.D. by the legend on the map hereinbefore re- ferred to in Section 1 and attached hereto and incorporated herein and made a part by reference hereof. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a 'copy hereof to be forwarded to the City Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Commission of the City of Arcadia held on the 26th day of May, 1964, by the following vote: AYES: Commissioners Golisch, Hanson, Kuyper, Parker, Turner and Ferguson. Because Zone D is an overlay zone which adds to the regulatians only where it is applied, it wauld be possible to vary the sign regulations to suit the individual areos. The sign regulations applicable to the Central area could be and probably should be different than those appl icable to other commercial oreas in the City. Therefore, it is recommended that the sign regulations suggested for the Central Area be listed in Zone 0 and after public hearings applied to the area either as suggested or modified after the hearings. ZONE "D" Regulations for the Central Area: 1. Any exterior signs displayed shall pertain only to the nome of the business or the use condu cted within the building. - 2 - . . . . . . . 'Zone Committee Report May 12, 1964 Page Three 2. No one sign shall exceed an area of 50 square feet. 3. Signs shall not project above the building roof line. 4. Signs shall not project mare than ten (10) inches over public rights-of way. 5. The total area of signs on the front of 0 building shall not exceed one (1) square foot of sign area for each I ineal foot of building frontage. The total area of signs on the side or rear of 0 building shall be the same as permitted on the front of the building. 6. Signs sholl not be permitted on trees or on telephone poles. 7. No billboards shall be permitted. 8. No ottraclion'.boar'ds,shcill' be, permitt~<;I. 9. For sale or lease signs shall not exceed four (4) square feet. 10. No moving sign or signs having any moving parts shall be permitted. Blinker, floshing, travelling or moving lights on signs shall not be permitted. 11. When signs are i1luminoted, such illumination shall come from within or behind the sign. 12. Signs shall not cause any glare or reflection of light on other property or buildings. 13. Any sign which lowfully existed and was maintained at the time this ordinance became effective may be continued although such structure does not conform to the provisions set forth in the (-1 Zone Sign Ordinance, provided that no structural alterations are odded; ond that all such non-conforming signs sholl be completely removed from the premises not later than three years from the effective date of this ordinance. 14. In addition to conforming with the above rules" the Building Superintendent prior ta the issuance of a permit shall submit all sign plan proposals to the Planning Department for approval. The pion sholl show the size and position of all proposed signs on the building and by word description indicate the colors, materials ond method of illumination, ond identification of the ~om'pany constructing and installing the sign. - 3 - . . . PARKING REQUIREMENTS (a) Area Parking Requirements: Provide not less than 3 sq. ft. of off street parking area for each I sq. ft. of gross floor area of building being served (Ratio - Parking to G.F.A. equols 3: 1) NOTE: Hoving satisfied the ratio requirement, 400 sq. ft. shall be used as a design computational figure to determine the number of parking spaces a lot area will facilitate. The 400 sq. ft. includes access drives, automobile spaces and incidentol uses such as landscaped areas and un- useable corners. This figure is likewise based upon 0 parking stall size of not less than 9 ft. by 20 ft. (b) Use Parking Requirement: The following uses, due to their unique traffic generation characteristics, shall be excepted from the obove requirement and shall provide off street parking on the following use basis: USE PARKING SPACES REQUIRED Banks 1 space per each 200 sq. ft. of floor area Restaurant and Bar Facil ities 1 space per eoch 50 sq. ft. of floor area Hotels spoce per each sleeping unit, plus space for each 3 employees Offices (Professional ond Business) 4 spoces per 1000 sq. ft. of floor areo Offices (Medical & Dental) 8 spaces per 1000 sq. ft. of floor area Publ ic Buildings To be determined by Planning Deportment at time of plan preparation. (c) Locotion of Off Street Park ing: The space for parking facilities shall be located on the same lot or site, or on a lot or site contiguous thereto, or within 400 feet of the building or land use which these facilities will serve. (d) Setbacks: Off street parking focilities shall be permitted in required rear yard providing that all other parking requirements such as wolls, londscaping, irrigation, etc., are complied with. (e) Plan Approval: Plot plans for proposed off street parking facilities shall be submitted to the Planning Department for its approval by the Building Superintendent prior to the issuance of a permit. (f) Plot Plans: The plot plan shall be drawn to scale and shall clearly show the following: 1. All adjacent streets and alleys 2. Sidewalks, curbs and gutters and street trees 3. Entire ownership of lot or porcel being developed 4. All proposed structures, including floor pion layout 5. Height, number of stories of building and total floor area 6. Completely dimensioned parking loyout with 011 spaces clearly shown 7. Location and method of lighting 8. Landscape planting locations, including plant material locatians by name 9. Method of irrigation 10. North arrow and sca I e 11. Grading and drainage of entire lot. NOTE: It moy be necessary to submit separate plans for grading, planting and irrigation data in order thot plans can be understood and approval granted. -5- . . . Stoll Size: Open ond covered porking stalls sholl be not less than nine (9) feet wide and twenty (20) feet long. 2. Aisle Width (0 - 450) Parking spoces laid at angles through forty-five (45) degrees to the aisles or driveways sholl hove 0 one-way aisle or driveway of not less than sixteen (16) feet. 3. Aisle Width ( 460 - (fJo ) Porking spoces laid out at angles from forty-six (46) degrees through sixty (60) degrees to the aisle or driveway sholl hove a one way oisle or driveway width of not less than twenty (20) feet. 4. Aisle Width ( 610 - 900 ) Parking spaces loid out at ongles from sixty-one (61) degrees through ninety (90) degrees to the aisle or drivewoy, sholl have on aisle or driveway width of not less than twenty-five (25) feet. 5. Parallel Parking: Parollel Parking shall have twelve (12) foot minimum aisles and ten (10) foot by twenty-four (24) foot (10' x 24') parking stall sizes. H. Circulation: 1. Parking areas having more than one aisle or driveway shall have p<;Jinted directional signs provided in each aisle or driveway. 2. Automobile parking so arranged as to require the moving of any vehicle on the premises in order to enter or leave any other stoll shall be prohibited. 3. Automobile parking so arranged as to require the backing of motor vehicles onto 0 major or secondary highway shall be prohibited. I. Paving: All porking areas shall be paved with a concrete or asphaltic surface to specifications and standards meeting the approvol of the Department of Publ ic Works. -6- . . . . . . . Zoning Committee Report May 12, 1964 Page Seven J. Droinage: Drainage of 0 parking area shall meet the opproval of the Department of Public Works. Drainage into a street shall be by means of 0 conduit beneath the parkwoy. K. Marking of Spaces: Each porking space shall be clearly marked with paint or other easily distinguishable material. Either hairpin or single line marking will suffice. L. Wheel Stops: Wheel stops sholl be provided for all required parking spaces and shall be constructed of concrete. M. Walls: Except for driveway and other entrances, parking lots shall be properly enclosed with an ornamental masonry woll as follows: 1. Adjacent to Residential Zone a. Where such areas front, side, or rear on a street which is a boundory with a residential zone, there sholl be a landscaped border not less than five (5) feet in width on the street side, and a solid masonry wall four (4) feet in height shall be erected between the landscaped area and the paved parking area. b. Where such areas side or rear directly on a residential zone, a solid masonry wall six (6) feet in height shall be installed on the zone boundary line, said wall to be reduced to three (3) feet in height within any corner cutback area and within the front yard area of the abutting residential zones. c. Wall odjacent to olleys moy be erected on the property line. 2. Adjacent to Non-Residential Zone a. Where such areas front, side, or rear on a street which is 0 boundary with a non-residential zone, there shall be a landscaped border not less than five (5) feet in width on the street side, and a solid mosonry wall four (4) feet in height shall be erected between the landscoped area and the poved porking area. -7- .-- . . . Zoning Committee Report Moy 12, 1964 Page Eight . . b. A woll not less than four and one-half (4-1/2) feet in height sholl be erected on all property lines not abutting a street. c. Community off street parking lots shall be permitted and the requirements for walls between separate buildings and uses disposed with provided that a covenant in recordable form by its terms to be for the benefit of, enforceable by, ond to be released only by the City, is executed by the owners of oil property affected thereby. The covenont sholl state that such joint use of such off street parking sholl be useable by the tenant and owners of the properties proposed to be served by such parking area. NOTE: Wall Heights sholl be measured from contiguous properties and in no case sholl such wall height be more than six (6) inches above or below the prescribed height when measured from adjacent interior parking lot paving. Ornamental Masonry Wall shall consist of the use of solid wall materials, e.g., brick, stone, concrete, slump stone, etc., but shall not mean cinder block, fibre block or concrete block or similar such materials. N. Lighting: 1. Lighting sholl be hooded and orranged to reflect light away from adjoining properties and streets. Light standards sholl be a maximum of ten (10) feet in height. 2. The height of 011 I ight standards sholl be measured from the elevation of the adjocent pavement of the porking lot. O. Landscoping: 1. A minimum of three (3) percent of the interior of a public parking area sholl be landscaped with plant material ond sholl hove a complete irrigation system; be well maintained in perpetuity; be reviewable annually by the Building Superintendent. - 8 - Zoning Committee Report May 12, 1964 Page Nine .. . . . 2. Required planting areas on the street side of walls shall not be considered os part of the three (3) percent interior landscaping. 3. Where a parking area abuts the buildings on the subject property, the border plantings odjacent to those buildings shall not be considered as part of the interior londscaping. 4. In complying with the three (3) percent landscaping requirement, the planting beds shall be distributed throughout the entire parking area as evenly os possible. Any plot plan showing the entire three (3) percent landscaping in one or two large planting beds, or concentrated on only one portion of the porking orea, is not acceptable. 5. Any unused space resulting from the design of the parking spoces shall be used for planting purposes. No planting area or island shall have an average width of less than three (3) feet. The planting areas or islands must be drown to scale and the plants within clearly located and labeled. All plonting areas or islands shall be surrounded by a continuous raised concrete curb. 6. To facilitate the processing of plot pions, a plant list should be prepared giving the botanical and common names of the plants to be used, the sizes to be planted, i.e., - 1,5 or 15 gallon containers, the quqntity of each and when applicable, the spacing shall be shown. The plants should be listed olphabetically ond assigned key numbers to be used in locating the plants on the pion. 7. Except os stated below, it shall be required that the plant material include trees with a ground cover and shrubs beneath. Ground cover alone is not acceptable. A combination of ground cover and shrubs ore acceptable in places where there is a problem of of overhead space for trees; however, wherever possibl e, trees are required. All plont materiol shall be evergreen. Plants selected for the design will be checked for suitability in regard to eventual size ond spread, susceptibility to diseases ond pests, and adaptability to existing soil and climatic conditions. A locol Londscope Architect or nurseryman is a suitable source for plont moterial information. 8. All planting areas shall be given a soil sterilization treatment with an approved soil sterilent prior to planting. . P. Irrigation: 1. All landscoped areas shall be provided with a permanent, below grode (except for sprinkler heads), irrigation system. -9- , . . . Zoning Committee Report March 12, 1964 . Page Ten Q. looding Requirements: On the same land therewith, every building, structure or part thereof, erected or occupied for a permitted Zone C-l use involving the receipt or distribution by vehicles of materials or merchandise incidental to carrying on such octivity shall be provided with sufficient spoce for standing, loading and unloading vehicles to avoid undue interference with the public use of streets and alleys. Such space shall be no less than ten feet by twenty-five feet ( 10' x 25' ) for every ten thousand square feet (10,000) of floor area or outdoor storage area with a fourteen (14) foot minimum height clearance, but shall not be a part of any areo required for use as off street parking stalls. R. Additions: Structures which are enlarged in areo shall provide additional parking facilities in accordance with these standards. . S. Changes in Use: Whenever the existing use of a structure or lot is changed to another use, parking foci! ities shall be provided in accordance with these stondards. T. Mixed Uses: In the event that two or more uses occupy the some building, lot, or parcel of land, the total requirements for off street parking sholl be the sum of the requirements of the various uses computed separately. U. Computotion of Required Off Street Parking Spaces: When a fractional figure is found as a remainder in computations made to determine the amount of required off street parking, such fraction shall be construed to be a whole number. 16. Heating and Air Conditioning devices sholl be locoted within the structures or jf mounted elsewhere shall be screened from public view. . 17. Towers, chimneys, spires, gables, roof structures, etc., shall not exceed 0 height of ten (10) feet above the roof of any building and shall be adequotely screened. 18. The Planning Commission sholl reserve the right, without necessity of further notice, to make modificotion of ony of the foregoing conditions, if such -10- . . . . . . .
