on the south side of the street between Santa Anita Avenue and
~ El Monte Avenue, if to be used for any purpose other than single-
family residential purposes, should be devoted to pUblic and semi-
public purposes. That in accordance with said determination and
recommendation, all of the Duarte Road frontage on the south side
of the street between the above-described property and Santa Anita
Avenue have already been in~roved with or are proposed to be im-
proved with a publiC library, publiC parking lot, a Masonic Temple
and a ChurCh; that the granting of a variance for purely 'multiple
family uses would'be contrary to said determination and recommenda-
tion, would be contrary to general planning for the area and would
at best be premature. That applicant has no legal interest at all
in a substantial portion of the subject property and is only an
.
optionee as to a iarge portion of the remainder, and the granting
of the requested variance is unneceseary for the protection or preser-
vation of substantial property rights.
SECTION 2. The Secretary shall certify to the adoption of
this resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia.
