RESOLUTION NO. 503
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING AGAINST THE
CLASSIFICATION OF SPECIFIED PROPERTIES
INTO ZONE H SPECIAL HEIGHT ZONE.
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI-
FORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That this Commission did on its own motion,
by Resolution No. 497 adopted on September 10, 1963, institute pro-
ceedings for the purpose of holding hearings, considering and making
findings and recommendations concerning the classification into Zone
H Special Height Zone, in addition to the basic zone already appli-

cable thereto, all or any portion of the property therein described,
pursuant to which a publiC hearing was, after notice as required by
law, duly held for such purpose by and before this Commission on
October 8, 1963, which hearing was duly continued to October 29,
1963, and again continued to November 12, 1963, at all of which
times all interested persons were given full opportunity to be heard
and to present evidence. That at the conclusion of the hearing on
October 29, 1963, the public hearing was closed with respect to that
portion of the property described in Resolution No. 497 lying easterly
of Santa Anita Avenue, and was continued to November 12, 1963, as to
the balance of the property described in said Resolution No. 497.
That on October 29, 1963, this Commission adopted its Resolution
No. 500 wherein and whereby it recommended the classification into
... Zone H Special Height Zone, in addition to the basic zone applicable
thereto, of those portions of the property under consideration lying
east of Santa Anita Avenue as specifically described in said Resolu-
tion No. 500 and continued to the next regular meeting of this Com-
mission to be held on November 12, 1963, a determination as to the
balance of the properties under consideration lying easterly of
Santa Anita Avenue.

That at the conclusion of the hearing on November 12, 1963
this Commission adopted its Resolution No. 501 wherein and whereby
it recommended against the classification into Zone H Special Height
Zone of any portion of the property described in said Resolution No.
499 of the property under consideration lying east of Santa Anita
Avenue except that portion thereof recommended for H Zone classifi-
cation by said Resolution No. 500. That on November 26, 1963, this
Commission adopted its Resolution No. 502 wherein and whereby it
recommended the classification into Zone H Special Height Zone, in
addition to the basic zoning applicable thereto, of that portion of
the property described in said Resolution No. 497 lying westerly of
Santa Anita Avenue.
That this Commission did on its own motion by Resolution
No. 499 adopted on October 8, 1963, institute proceedings for the
purpose of holding hearings, considering and making findings and
recommendations concerning the classification into Zone H Special
Height Zone, in addition to the basic zone already applicable thereto,
of all of or any portion of the property therein described, pursuant
to which a public hearing was, after notice as required by law, duly
held for such purpose by and before this Commission on October 29,
1963, which hearing was duly continued to November 12, 1963, at all
of which times all interested persons were given full opportunity
to be heard and to present evidence.
SECTION 2. That in the opinion of this Commission ample
property in the vicinity of Baldwin Avenue and DUarte, Road was recom-
mended for H Zone classification by this Commission in its Resolution
No. 502, and the reclassification at this time into Zone H Special
Height Zone of any additional property in the vicinity of Baldwin
Avenue and Duarte Road would not only be premature, but would foster
the spotty development of the entire area, would remove the present

. residential height limit imposed by the zoning ordinance as to a
large portion of the area, and is not presently warranted by good
zoning practices nor required at this time for the highest and best
use of the properties in and about said area.
SECTION 3. That for the foregoing reasons this Commission
recommends that no portion of the property described in aforesaid
Resolution No. 499 lying westerly of Sa~ta Anita Avenue, other than
the portion thereof described in "aforesaid Resolution No. 502, should
be classified into Zone H Special Height Zone at this time.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be forwarded

to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the 26th
day of November, 1963, by the following vote:

Commissioners Forman, Golisch, Hanson, Kuyper,
Norton and Ferguson
NOES:
Commissioner Parker
ABSENT:
None
