RESOLUTION NO. 501
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING AGAINST
THE CLASSIFICATION OF SPECIFIED
PROPERTIES INTO ZONE H SPECIAL
HEIGHT ZONE.
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:

SECTION 1. That this Commission did on its own motion,
by Resolution No. 497 adopted on September 10, 1963, institute pro-
ceedings for the purpose of holding hearings, considering and
making findings and recommendations concerning the classification
into Zone H Special Height Zone, in addition to the basic zone
already applicable thereto, all or any portion of the property
therein described, pursuant to which a publiC hearing was, after
notice as required by law, duly held for such ,purpose by and be-
fore this Commission on October 8, 1963, which hearing was duly
continued to October 29, 1963, at which times all interested per-
sons were given full opportunity to be heard and to present evi-
dence. That at the conclusion of the hearing on October 29, 1963,
the publiC hearing was closed with respect to that portion of the
property described in Resolution No. 497 lying easterly of Santa
Anita Avenue, and was continued to November 12, 1963, as to the
balance of the property described in said Resolution No. 497. That
on October 29, 1963, this Commission adopted its Resolution No. 500

wherein and whereby it recommended the classification into Zone H
Special Height Zone, in addition to the basic zone applicable thereto,
of those portions of the property under consideration lying east
of Santa Anita Avenue as specifically described in said Resolution
No. 500, and continued to the next regular meeting of this Commis-
sion to be held on November 12, 1963, a determination as to the
balance of the properties under consideration lying easterly of
Santa Anita Avenue.

SECTION 2. That in the opinion of this Commission there
is sufficient population to support the Central Area Business Dis-
t~ict, and high-rise residential development in the area under
Consideration is not necessary and would not be compatible with
adjacent residential areas. That the extension of Zone H Special
Height Zone into residential areas will initiate a trend which
if continued will not only be detrimental to the welfare of the
City but will in time destroy the very character of the City of
Arcadia as a city of distinctive single-family homes.
SECTION 3. That for the foregoing reasons this Commis-
sion'recommends that no portion of the property described in afore-
said Resolution No. 497 lying easterly of Santa Anita Avenue,
. other than the portion thereof described in aforesaid Resolution
No. 500, should be classified in Zone H Special Height Zone.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy of the same to be for-
warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Planning Commission held
on the 12th day of November, 1963, by the following vote:
AYES: Commissioners GOlisch, Hanson, Kuyper, Norton,
Parker and Ferguson
NOES: None
ABSENT: Commissioner Forman

SUBJECT: ENLARGED ZONE H. BOUNDARIES PROPOSED BY THE WEST
ARCADIA BUSINESS ASSOCIATrON.
BACKGROUND:
The original and basic intentian of in traducing the Zone H concept to Arcadia was to designate
areos af the City, which by virtue of their natural and man made characteristics, would be the most
apprapriate for multi-story canstruction.
The Commission will recall that great populatian density increases are projected throughaut the
entire San Gabriel Valley., This fact, coupled with exploding land costs, ability of families ta
pay higher rents and increased mobility of people, will certainly result in increasing demands
for multi-story housing.
The Planning Deportment in anticipatian of these demands and believing fully in the axiom of
preparedness felt that only through the adoption of clearly defined and delineated areas for such
construction, could the City af Arcadia be insured of protecting its fine single family residential
areas.
The alternative to preparedness is to act on each and every applicatian for multi-stary construction
on a piece-meal, lot-by-Iot basis, where far lack of clearly defined lacational criteria and
- performance standards, an improperly located, and porticularly harmful development cauld come
into existence.
ORIGINAL PROPOSAL
The area and boundaries originally proposed for inclusion in Zone H by the Zoning Cammittee and
Plonning Deportment were the result of a strenuous and exhaustive study during which all other
variatians were discarded as not in the bes t interests af the City of Arcadia as a whole. The
proposal represents the most feasible and appropriate areas at this particular point in time. Naturally,
as Arcadia's lcmdscape changes, so toa will the H zanes have to change to keep pace. Shauld
'ustifiable ressures develop, it is a relativel simple task to enlarge zanes of this ty e but it is
virtua y impossi e ta decrease them in size once granted.
EXPANDED PROPOSAL
The boundaries and area contained in the proposal suggested by the West Arcadia Business Associa-
tion does not represent sound thinking for Arcadia as a whale from a City Planning viewpaint.
I. Expanded area proposed is far too large thereby excessively exceeding demand.
2. Expanded area proposed is presently in the pracess of redeveloping in as

and character of new developments in this area, ana consequ~ntlY' the
area itself, will continue to improve as a result of the new .R-3 Ordinance.
3. By comparison, however, the area in the east part of town praposed by the Zoning
Committee for inclusion in Zone H is stagnant and decaying. The few
typical 50 ft. by 150 ft. lots developed, produced four unit apartment
buildings of poor qual ity in terms of environmental amenities. There is
no reason to expect anything different of future develapments in the
area under present cantrols.
CONCLUSION
On the other hand, by placing a Zone H classification on the properties
in, th is area there is every reason to suspect that it act as sufficient
impetus ta promote the re_develapment af this area.
The Plann.ing D.epartment considers the area as !lei ineated by the West Arcadia Busines,s Associatian
for inclusion in Zone H as inappropriate far Arcadia at this point in ti~e al)d f~r;'her considers those
boundaries originally recommended by the Zoning Committee as most appropriate for Arcadia at
present.
