RESOLUTION NO. 476 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE RECLASSIFICATION FROM ZONE R-l TO ZONES M-l AND D (ARCHITECTURAL OVERLAY) OF PROPERTY WITHIN ANNEXATION NO. 30. WHEREAS, this Commission did, on its own motion, by Resolu- tion No. 473 adopted on March 26, 1963, institute proceedings for the . purpose of considering and making recommendations concerning the re- classification to Zones M-l and D (Architectural Overla~) of certain properties within Annexation No. 30, pursuant to which a public hear- ing was, after notice as required by law, duly held for said purpose by and before this Commission on April 23, 1963, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That all property owners within Annexation No. 30 are in favor of the proposed rezoning. That subject property is zoned R-l by reason of Section 9232.6 of the Arcadia Municipal Code, no proceeding to otherwise classify the property having been taken. SECTION 2. That previously annexed land adjacent to and east of the subject area was placed in Zones M-l and D (Architectural Overlay). That the similar reclassification of subject property is justified by good zoning practice and will be a benefit to the ~ neighborhood and to the development of the city as a whole. SECTION 3. That for the foregoing reasons this Commission recommends that property in the City of Arcadia, County of Los Angeles, State of California, described as follows: -1- 476 , . . . . . . Beginning at a point in the southwesterly boundary of the City of Arcadia, as same existed on October 1, 1962, said point being at the intersection of the southwesterly line of Clark street, 50 feet wide, as shown on map of Chicago Park, recorded in Book 30, page 100, of Miscellaneous Records, in the office of the Recorder of Los Angeles County and the southeasterly line of Durfee Avenue, 80 feet wide, as shown on map of Tract No. 13286, recorded in Book 268, pages 29 to 32 inclusive, of Maps in the office of said Recorder of Los Angeles County; thence southwesterly along said southeasterly line 628.09 feet more or less, to its intersection with the southwesterly line of Randolph Street, as shown on map of said Chicago park; thence southeasterly along the last mentioned line to an angle point in the existing City of Arcadia boundary; thence south- easterly along said boundary, following its variou~ courses and distances to the point of beginning; be rezoned to Zones M-l and D (Architectural Overlay) and that the following restrictions should be made applicable to said property under said Zone D (Architectural Overlay): a. That five feet on the south side of Clark Street be dedicated for street purposes. b. That all buildings be set back ten feet from the front property lines as they exist after any street dedication herein re- quired has been made. c. That all buildings shall be of tilt-up concrete, con- crete block or equivalent masonry construction and shall comply with the requirements of Fire Zone No.3. d. That doors and windows on the street side of a build- ing, except doors and windows used exclusively for light and venti- lation, and opening directly into rooms used exclusively for business offices, shall not comprise more than ten percent (10%) of the area of the street side of the building. No rooms on the street side of any building shall be used for storage, display or manufacturing purposes if more than ten percent (10%) of the area of the street side of the building consists of doors and windows. That as to all properties abutting a dedicated public street all parking areas for commercial and industrial vehicles and equipment shall be paved and shall be located to the rear or side of the buildings. That parking of employee and customer vehicles will be permitted in front of said building. f. All materials and equipment stored outside a building shall be stored at the side or rear of the main building and shall be enclosed by at least a six foot high masonry wall, and no materi- als stored outslde shall project above the enclosed masonry wall. g. That any work areas outside the building shall be located in the rear of said building, or at the side, and shall be enclosed with at least a six foot masonry walL h. That the Planning Commission and the City Council shall each retain authority, without the necessity of further pro- ceedings, to make minor modifications in any of the foregoing regu- lations, if such modifications are necessary and desirable and will accomplish substantially the same results as will the strict ad- herence to the regulations hereinabove set forth. i. That the use of any portion of subject property for dump purposes be discontinued and the portion heretofore so used be cleared and compacted to the satisfaction of the Fire Chief and the Director of Public Works prior to any reclassification thereof. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy of the same to be forwarded to the City Council of the City of Arcadia. -3- 476 . . . . . , .
